For unemployed migrant workers, targeted job-setting training is needed, and vocational special training is urgently needed. For returning migrant workers, vocational change training and entrepreneurship training are carried out nearby. Migrant workers can apply for vocational training subsidies, cost of living allowance and vocational skill appraisal subsidies according to regulations during the training period.
For entrepreneurs who return home to recruit poor people and registered unemployed people, if they meet the conditions, they will implement tax incentives and other policies in accordance with the regulations. For returning entrepreneurs who have settled in demonstration bases or rented standardized factories in various parks for production, all localities can give a certain amount of factory rent, health fees and management fees relief.
Promote the business of city commercial banks, rural commercial banks and rural credit cooperatives to gradually return to their original sources, and the deposits absorbed by the county are given priority for returning to their hometowns to start businesses. Support the relevant banks to extend the time limit for returning entrepreneurial enterprises that have temporary difficulties in repaying working capital loans and meet the relevant conditions.
