Measures for the examination of road and waterway engineering test and inspection personnel
Chapter I General Principles
Article 1 These Measures are formulated in accordance with the Administrative Measures for Testing and Testing of Highway and Waterway Engineering (OrderNo. 12, Ministry of Communications, 2005) in order to strengthen the management of testing and testing personnel of highway and waterway engineering and improve their quality.
Article 2 The qualifications of highway and waterway engineering inspectors (hereinafter referred to as "inspectors") are divided into two majors, namely, highway engineering and waterway engineering, and there are two levels of inspection engineers (hereinafter referred to as "inspection engineers") and inspection inspectors (hereinafter referred to as "inspectors").
Article 3 Personnel engaged in highway and waterway engineering test and detection shall pass the business test of highway and waterway engineering test and detection (hereinafter referred to as the "test") and obtain post qualifications.
Article 4 The Quality Supervision Bureau of the Ministry is in charge of the test and inspection of highway and waterway engineering, and jointly establishes the Ministry Test and Inspection Committee (hereinafter referred to as the Ministry Examination Committee) with the Ministry Vocational Qualification Center to be responsible for the organization and management of the test work. Main responsibilities:
(a) to study and formulate examination policies and supervise their implementation;
(two) to determine the examination outline and organize a unified proposition;
(three) to guide and supervise the examination organization in each province;
(four) determine the test scores;
(five) to organize the evaluation of the examination papers of testing engineers and issue the certificates of testing engineers;
(six) to establish and maintain the database of qualified personnel, and dynamically update the database of test engineers.
Fifth provincial quality supervision institutions are responsible for organizing and implementing the examination work within their respective administrative areas:
(a) according to the unified deployment of the Ministry of examination committee, formulate the examination implementation plan within their respective administrative areas;
(2) Issuing examination notices for inspection engineers and inspectors within their respective administrative areas, and conducting qualification examination for applicants;
(three) organize the implementation of the examination and undertake the corresponding examination work;
(four) organize the review of the inspector's papers and issue the inspector's certificate;
(5) dynamically update and maintain the inspector database.
Chapter II Examination Subjects and Methods
Sixth highway engineering and waterway engineering inspection engineer examination subjects are divided into public basic subjects and professional subjects, inspector examination only set up professional subjects.
Article 7 The examination subjects for highway engineering inspection engineers and inspectors are divided into: materials, highways, bridges, tunnels, traffic safety facilities and electromechanical engineering; The professional subjects of the examination for inspection engineers and inspectors of waterway engineering are: materials, foundations and foundations, and structures.
Eighth test engineers should pass the public basic subjects and at least one professional subject examination. Inspectors should pass at least one professional examination. The exam results were valid that year.
Article 9. Testers' examination is conducted in the form of a unified national proposition closed book, and the scope of the proposition is subject to the examination outline formulated and published by the Ministry of Examination Committee.
Article 10 The Ministry Examination Committee is responsible for organizing or authorizing relevant units to organize the compilation of training materials and related reference materials. It is strictly forbidden for any unit or individual to steal the name of the Ministry Examination Committee, compile and distribute examination books, and hold various pre-examination trainings.
Chapter III Registration and Examination
Eleventh candidates (hereinafter referred to as candidates) shall meet the following basic conditions:
(a) abide by the law, abide by the professional ethics of testing work;
(2) Being healthy and competent for testing;
(3) Candidates who apply for the Ombudsman should have a high school or technical secondary school education and have more than 2 years of engineering and technical work experience in the major they apply for, or have a college degree or above;
(4) Candidates applying for testing engineer should meet the following requirements of engineering professional education, and have the engineering and technical work experience of the applied major:
1. The year of obtaining the doctorate.
2. After obtaining a master's degree, he has been engaged in engineering and technical work for 2 years.
3. Engaged in engineering and technical work for 5 years after graduation from university.
4. After graduating from university, I worked in engineering and technology for 7 years.
5. Obtained a bachelor's degree after work and engaged in engineering and technical work for 6 years.
6. After work, I have obtained a college degree and engaged in engineering and technical work for 8 years.
7. Engaged in engineering and technical work after graduating from technical secondary school 12 years.
Twelfth candidates can register in the domicile or workplace, and the examination is conducted by online registration and on-site audit. Candidates should submit the following materials to the provincial quality supervision institution where the examination room is located when registering online:
(a) the road and waterway engineering test personnel registration qualification form;
(two) my education, the original ID card and the corresponding copy.
Candidates are responsible for the authenticity of personal materials. The registration qualification form must be audited and sealed by the candidate's unit or personnel file management department. The auditing unit is responsible for auditing the authenticity of the materials.
Thirteenth candidates or their units should submit the on-site audit materials to the provincial quality supervision institutions for review within the specified time. Provincial quality supervision institutions review the original documents and keep copies and other materials. The examiner responsibility system is implemented in the examination qualification examination.
Fourteenth provincial quality supervision institutions shall take effective measures to strengthen the management of invigilation and examination room, and organize the examination fairly, justly and scientifically.
(a) do a good job of confidentiality, and prohibit candidates and invigilators from copying test questions;
(two) to maintain the order of the examination room and put an end to cheating;
(three) properly handle emergencies, to ensure the smooth progress of the examination, and timely start the emergency plan, report to the provincial and ministerial examination committee (leading group).
Fifteenth candidates and examination staff in the process of registration and examination violations in strict accordance with the "Regulations on Handling Violations of Discipline in Professional and Technical Personnel Qualification Examination" (Ministry of Human Resources and Social Security Decree No.20112).
Chapter IV Certificates of Testers
Sixteenth testers after the exam, according to the division of responsibilities, respectively, by the Ministry of examination committee, the provincial quality supervision institutions to organize the completion of the test engineer and inspector marking.
Marking should strictly implement the unified standard answers and grading standards, and no unit or individual may change them without authorization. If there is any objection or abnormal test paper, it should be reflected to the Ministry of examination Committee.
Seventeenth after marking, the list of personnel to be issued shall be publicized for 7 days. If there is no objection at the expiration of the publicity period or the objection is not established after verification, an inspector certificate will be issued. The format of inspector certificate shall be formulated by the Ministry of Quality Supervision Bureau.
Eighteenth provincial quality supervision institutions shall bring the personnel who have obtained the inspector certificate into the inspector database for dynamic management.
Nineteenth inspector certificate is a post certificate engaged in testing work. If the inspector forges, alters or rents the certificate, the inspector's certificate obtained shall be cancelled and he shall not take the exam again within 2 years.
Twentieth inspectors certificate is valid for 5 years. During the validity period of the certificate, the inspector shall participate in continuing education as required.
When the inspector's certificate expires, the issuing department shall check his participation in continuing education, performance and credit record. If the inspection is unqualified, it shall be ordered to make rectification within a time limit, and inspectors shall not engage in inspection and testing business during the rectification period.
Chapter V Supplementary Provisions
Article 21 These Measures shall come into force as of the date of promulgation. "Measures for the Examination of Testing Personnel of Highway and Waterway Engineering" (No.4 [2007] issued by the Quality Supervision Bureau) shall be abolished at the same time.
