Article 1 In order to improve the quality of professional and technical personnel and standardize the continuing education of professional and technical personnel, these Provisions are formulated in accordance with the relevant provisions of the state and the province and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the continuing education of professional and technical personnel in enterprises and institutions (excluding national and provincial enterprises and institutions, the same below) within the administrative area of this Municipality. Article 3 The term "professional and technical personnel" as mentioned in these Provisions refers to those who have obtained professional and technical post qualifications in accordance with the national professional and technical post system.

The term "continuing education" as mentioned in these Provisions refers to the education of professional and technical personnel to supplement and update their professional knowledge and improve their professional and technical ability. Article 4 The continuing education of professional and technical personnel should face modernization, focus on the new development of science and technology, implement the educational policy of the party and the state, and adhere to the principle of consistency in learning and application and stressing practical results. Fifth city, county (city), district personnel bureau is the competent department of continuing education, responsible for the macro management of continuing education within their respective administrative areas, making plans, organizing demonstration activities, coordination and policy guidance.

The relevant departments of the city, county (city) and District People's governments are responsible for the planning, plan management and implementation of continuing education in this system. Sixth professional and technical personnel must receive continuing education and complete the prescribed continuing education tasks. The cumulative time of full-time continuing education for senior and intermediate professional and technical personnel shall not be less than 40 hours per year, and the cumulative time for junior professional and technical personnel shall not be less than 32 hours.

All enterprises and institutions shall provide the necessary conditions to ensure that professional and technical personnel participate in continuing education in accordance with these regulations. Seventh continuing education can be organized and implemented in different ways according to different training objects and learning contents. Article 8 To hold continuing education training courses, the following conditions must be met:

(2) Having qualified teachers;

(3) Having teaching places, facilities and equipment that meet the prescribed standards. Ninth continuing education to implement the registration system. City, county (city) district personnel departments and departments directly under the municipal government shall record the contents, hours and achievements of continuing education for professional and technical personnel in a timely manner on the certificate of continuing education.

The continuing education registration of junior professional and technical personnel is the responsibility of the county (city), district personnel department and municipal department; The continuing education registration of senior and intermediate professional and technical personnel shall be uniformly reported to the municipal personnel department by the county (city), district personnel department and municipal department, and the municipal personnel department shall be responsible for the registration. Tenth "continuing education certificate" is a certificate for professional and technical personnel to receive continuing education, and it is one of the conditions for professional and technical personnel to be promoted and renewed. Eleventh continuing education funds can be raised through the following channels:

Twelfth units holding continuing education training courses to collect training fees from professional and technical personnel, should go to the price department for a license fee, and use the bills printed by the financial department. Fourteenth units and individuals who violate these regulations shall be criticized and educated by the personnel department and ordered to make corrections. If the circumstances are serious, the relevant departments shall give administrative sanctions to the responsible person; Those who exceed the standard fees set by the price department shall be punished by the price department in accordance with the relevant provisions. Fifteenth these Provisions shall be interpreted by the Legislative Affairs Bureau of the Municipal People's government. Article 16 The Municipal Personnel Bureau is responsible for organizing the implementation of these Provisions. Seventeenth the provisions shall come into force as of the date of promulgation.
