Seventeenth the use of membership dues should adhere to the principle of overall arrangement, living within our means, balance of payments and a slight balance.

Eighteenth the use of party dues should be tilted to rural areas, street communities and other difficult grassroots party organizations.

Nineteenth party dues must be used for party activities, mainly as a supplement to party member's education funds, and its specific scope of use includes:
