1, classification training

According to the Eleventh Five-Year Plan for the Training of Cadres in the National Education System, the distance training of educational cadres in colleges and universities will focus on ensuring and continuously improving the quality of distance training, expand the types of training, and gradually implement classified training according to the existing training conditions.

Classified training targets mainly include: school-level leading cadres, middle-level cadres, grass-roots managers, counselors, class teachers and key teachers of the two courses; Management personnel of education administrative departments at all levels (education civil servants), focusing on the main leading cadres of the party and government in prefectural and county (district) education units; Principal of secondary vocational school; Principals of primary and secondary schools (including kindergarten directors) and middle managers.

In accordance with the principle of overall planning and classified promotion, focusing on improving training, and according to the needs of the situation, it will gradually extend to special training, on-the-job training and special training for teachers.

According to the relevant cadre training policy documents of the Central Committee and the Party Group of the Ministry of Education, the distance training work of the college designs different training methods, develops different curriculum systems, formulates different teaching and educational administration standards, and carries out personalized curriculum design according to special requirements to meet the training needs of various educational cadres during the Eleventh Five-Year Plan period.

When carrying out distance training for administrative personnel and educational administrative personnel in colleges and universities, the college strives to link the planning, design and development of the training course system with the relevant requirements of the Central Organization Department on cadre education and training, the training of civil servants in the Ministry of Personnel and the training of educational cadres in the Ministry of Education, and strive to realize the organic integration of the training needs of central, local and industry cadres.

2. Layered application

(2) Unified planning of provincial education units and specific implementation of subordinate units.

Provincial education units are responsible for centralized planning and coordination, and subordinate education units at all levels organize management and application respectively. According to the long-distance training plan and teaching requirements of college education cadres, combined with the actual needs of the training of education cadres in this province, autonomous region and municipality directly under the central government, the lower education units shall implement the training work in detail.

(3) Directly implemented by specific educational units.

Colleges and universities, as well as local, county (district) education administrative departments or education and training institutions and other specific educational units directly establish cooperative relations, establish * * * management, and directly organize the implementation according to the distance training plan for college education cadres and the overall training plan of the unit.
