Article 4 Training bases are divided into hospitals and community health service institutions. Hospitals above the county level can apply for "clinical training base"; Eligible community health service institutions can apply as "community training bases". Article 5 Training bases shall be examined and approved by the health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government or their authorized institutions. Hospitals approved as "standardized training bases for clinical residents" can be used as "clinical training bases" for standardized training of general practitioners after filing with the local health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government or their authorized institutions. Article 6 The two types of training bases shall formulate specific implementation plans according to the standardized training plan for general practitioners, and conduct training and assessment strictly to ensure the training quality. Article 7 Training contents include political ideology, professional ethics, professional training and computer. Business training is divided into theoretical study, hospital rotation and community practice. The education of political thought and professional ethics runs through the whole training process and is assessed year by year. Computers are mainly self-taught. Article 8 The training period is 4 years (***48 months), and the training content is divided into three stages according to the requirements of the Standardized Training Program for General Practitioners (Trial).
The first stage: 3 months, theoretical study. Focus on general practice theory courses.
The second stage: 33 months, hospital rotation. The third stage: 12 months, community practice. Go deep into the community training base and carry out community health services under the guidance of superior general practitioners. Article 9 After the first and second stages of training, each training base will organize stage assessment, which includes political ideology, professional ethics, theoretical knowledge and clinical skills. After the third stage of training, the health departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government will organize a comprehensive inspection and assessment of the training content. Article 10 Trainees who have completed the training tasks in three stages and passed the examination in each stage shall be issued with standardized training certificates for general practitioners uniformly printed by the Ministry of Health after being audited by the health departments (bureaus) of all provinces, autonomous regions and municipalities directly under the Central Government. Article 11 The Department of Science, Technology and Education of the Ministry of Health is responsible for guiding the policy, planning, quality supervision and other daily work of standardized training of general practitioners throughout the country. Article 12 The health administrative departments of all provinces, autonomous regions and municipalities directly under the Central Government shall be fully responsible for the standardized training of general practitioners in their respective regions, and their tasks are:
1. According to these measures and in combination with the actual situation in the region, formulate the implementation plan of training and assessment;
2. Recognition and cancellation of the training base;
3. Guide inspection and training;
4. Organize training quality evaluation. Thirteenth training bases can set up general practitioner training management institutions, or designate full-time personnel to be responsible for the specific management work, and take the completion of general practitioner training tasks after graduation as one of the important contents of the work assessment of units and leading cadres. Fourteenth in order to strengthen the construction of training bases, the administrative departments of finance and health should arrange personnel training funds appropriately in accordance with the requirements of "Several Opinions on Developing Urban Community Health Services" issued by ten ministries and commissions such as the Ministry of Health. Fifteenth medical college graduates with 3 years of clinical practice experience can refer to these measures. Sixteenth residents who have participated in the standardized training of residents can be transferred to the standardized training of general practitioners according to the corresponding training years.
