Civil servants are admitted on the basis of merit through formal examinations held by relevant state departments. Once admitted, they will be included in the regular staff and enjoy the corresponding wages and benefits.
In fact, the nature of government employees and temporary contract workers is the same. Under the current system that attaches too much importance to "identity and establishment", they are abnormal "identity" personnel outside the establishment of administrative institutions. On the surface, civil servants, government employees and some temporary contract workers all work in the same working environment and conditions.
