First, the training target

Second, the training objectives
The initial training of the people's police aims at training and cultivating the basic quality of the people's police and their ability to follow the police. Through education and training, students will establish a firm belief of loyalty to the motherland, the people, the law and the Communist Party of China (CPC). Deeply understand Deng Xiaoping Theory's basic views and Theory of Three Represents, and firmly establish the awareness of the overall situation, public servants, the rule of law and professional ethics; Fully understand and focus on relevant laws and regulations closely related to public security work; Learn and master basic policing skills and tactical essentials, develop a good work style and organizational discipline, meet the qualification standards of newly appointed people's police, and initially have the basic literacy and ability to engage in the police profession.
Third, the training methods and time
Centralized accommodation and closed training will be provided for those who have been recruited through examinations and transferred from non-public security organs to public security organs to hold posts below the official level. The training time is 22 weeks and the training days are 1 10. 7 hours of training every day, totaling 770 hours, including 350 hours of theoretical business courses and 350 hours of queue, physical fitness and police technical and tactical training (both including review and assessment). 70 class hours are used for graduation ceremony, graduation ceremony, personal summary evaluation and related activities. The daily physical training time is not within the formal training time.
Fourth, training methods.
The initial training emphasizes foundation, practicality, pertinence and highlights key points. According to the characteristics of students and the requirements of grass-roots police work, properly handle the relationship between knowledge systematization and the actual needs of public security, and highlight education and the cultivation of police professional ability. In the training, we should implement training methods such as intensive lecture and more practice, combination of practice and lecture, heuristic interactive discussion, on-site scenario simulation training, case evaluation and demonstration, repeated practice and timely comment.
Verb (abbreviation for verb) training and evaluation
Adhere to the principle of "separation of training and examination" and implement a two-level unified examination system for the Ministry of Public Security and provincial public security organs. The examination of basic knowledge and laws and regulations of national civil servants is organized by the Ministry of Public Security. The public security professional examination, physical fitness examination and police technical and tactical examination are organized by the provincial public security organs (see annex 1 for specific subjects of examination and assessment). The examination work is organized and implemented by the political work department of the provincial public security organ.
The examination subjects are all in the form of closed-book written examination, with a score of 100 and a passing score of 60. Physical fitness and police technical and tactical assessment, the implementation of "excellent, pass, fail" rating system.
Those who pass the examination will be awarded the national civil servant training certificate and the public security system people's police primary training certificate. Those who have the qualifications of the people's police shall be awarded police ranks. If the two subjects (including) fail to pass the examination, make-up exams are allowed; If three or more subjects fail, the initial training is deemed to be unqualified. Those who fail must be retrained within the specified time. Those who still fail in two subjects after make-up exam or make-up exam training will not graduate, will not be awarded the police rank, and will not be allowed to take up their posts.

Seven. Training evaluation
The purpose of evaluation is to check the actual effect of initial training and supervise the training work in a standardized and orderly manner.
The evaluation work should be carried out in strict accordance with the Standards for Training and Evaluation of the People's Police of Public Security Organs (see Annex 2) and the Implementation Plan for Training and Evaluation of the People's Police of Public Security Organs (see Annex 3). Public security colleges and training schools (bases) that fail to meet the evaluation standards and requirements should be rectified within a time limit. No training tasks shall be undertaken during the rectification period.
Eight, the use of the outline
This outline has the dual functions of guidance and guidance. The courses specified as "optional courses" in the training syllabus can be adjusted, and in addition, they are compulsory training courses.
The specific class hours allocation of training subjects specified in this syllabus can be appropriately adjusted by the education and training departments of provincial public security organs, but the class hours of police skills and tactics training shall not be lower than the specified requirements. Physical exercise time is not included in the prescribed class hours in principle.
The public security departments and bureaus of all provinces, municipalities directly under the Central Government and autonomous regions may formulate specific training plans and implementation plans according to the provisions of this training program and the actual situation in the region. Public security organs below the provincial level and training schools at all levels must strictly implement the training plan and implementation plan issued by the provincial public security organs. If there is any adjustment, it should be reported to the education and training department of the provincial public security organ for approval.
Nine. Interpretation and implementation of the outline
The Personnel Training Bureau of the Ministry of Public Security shall be responsible for the interpretation of this outline and shall come into force as of the date of promulgation.
