What are the qualifications for running a school?

People's Republic of China (PRC) Private Education Promotion Law divides the nature of training institutions into operating and non-operating ones. According to the nature, the conditions for running a school are as follows: (Different regions have different specific requirements, taking Beijing as an example)

① For-profit organization: school license+business license.

② Non-profit organization: school license+private non-enterprise.

Since education and training institutions are generally for-profit institutions, here we will focus on the accreditation of for-profit institutions.

To apply for education and training institutions, first of all, the local education bureau should conduct pre-approval, the local industrial and commercial bureau should apply for a business license, the local education bureau should apply for a school license, and most areas also need to apply for a school fire certificate.

2. Prerequisites for bidding

(1) The number of students to be trained shall be less than 50, and the school area shall be no less than 200m2; The number of trainees is less than 50- 100, and the site area is not less than 300 square meters; The number of trainees is between 100-200, and the required site area is not less than 500 square meters; Under normal circumstances, the average school area is greater than 3 square meters in principle, and the total teaching area of training institutions should be no less than 80% of the total school area;

(2) It has the qualification of a legal person, has no bad credit record and criminal record, and its total personal assets are not less than 6,543,800 yuan;

(3) there is a stable source of school funding, and the initial school funding should be no less than 200,000 yuan.

Remarks: The preconditions of specific provinces and cities are different. You can check the relevant documents on the local government website or consult the local education bureau.

3. Qualification certificate application process

(1) Confirm school-running indicators:

Some areas have limited indicators for running schools. First go to the street office and the Education Bureau for the record to confirm whether there are any indicators; There are indicators to change the nature of housing use; Then go to the street office to stamp, and see the scene with the relevant personnel of the Education Bureau, and then proceed to the next step through the on-site preliminary examination;

(2) Find the site:

If there is an existing site, the nature of the use of the house can be changed according to the regulations. If there is no site, it is necessary to find another site; Whether there is an existing site or no site, in addition to the preconditions, we also need to pay attention to the following issues:

① Nature of land use: comprehensive or office;

2-storey requirements: early education and preschool education institutions require 3 floors and below; For the floor requirements of specific subjects, consult relevant local departments;

③ Fire protection requirements: some areas require two-way access, front and rear doors, etc.

④ On-site decoration requirements: It is suggested that the fire brigade recommend the fire company to do fire decoration and outsource the fire inspection and acceptance.

The above specific requirements shall be subject to local publicity.

(3) Pre-approval of the name:

After the venue is determined, the application name is pre-approved, in which for-profit organizations apply to the Industrial and Commercial Bureau and non-profit organizations apply to the Civil Affairs Bureau.

After the Education Bureau submits the relevant documents for the record, you will get the consent organization application issued by the Education Bureau. It should be noted that the consent form applied by the organization is not the permission of the school, and there are still legal risks in the course operation at this time.
