In 2009, under the guidance and support of the higher authorities, under the leadership of the town party committee and government, and through the unremitting efforts and hard work of the village construction office staff, the environmental protection work of village construction in JOE Town was completed throughout the year. In order to do a good job in environmental protection of village construction in the new year, this paper briefly summarizes the work in the past year and puts forward the working ideas for the new year:

I. Main work in the past year

(1) Village and Town Construction

After the "5. 12" earthquake in 2008, the houses of residents in our town were particularly damaged. In 2009, our office focused on the reconstruction of rural houses after the disaster, mainly from the following aspects:

1. Seriously study and publicize laws and regulations and post-disaster reconstruction policies.

The construction of villages and towns, especially the reconstruction of rural houses after the disaster, is a work with strong laws, regulations and policies. In order to do this work well, we consciously and conscientiously studied the Land Management Law, the Building Law, the Regulations on Planning and Construction of Villages and Market Towns, the Regulations on Quality Management of Construction Projects, the Environmental Protection Law of People's Republic of China (PRC) and related policies for post-disaster reconstruction, and cooperated with the Third Land Bureau and the District Construction Environmental Protection Bureau. Through the study and publicity of laws, regulations and policies, our law enforcement level has been comprehensively improved, and the people's awareness of laws and regulations has been continuously enhanced, laying a good foundation for the construction of villages and towns in JOE Town, especially for post-disaster reconstruction.

2. Seriously grasp the planning of villages and farmhouses.

Rural community and village planning is an important task in building a new socialist countryside. In 2009, according to the Regulations on the Planning and Construction of Villages and Market Towns, combined with the actual situation of the town, we drew up the standards and requirements of "JOE Town Village (Community) Village Planning", which was distributed to all villages, requiring all villages to carry out comprehensive preliminary planning according to the requirements of the planning standards. According to the actual situation of villages and cooperatives, all villages have made preliminary plans. The town has planned 13 concentration points and accepted more than 160 households.

3. Clean up the dangerous houses and check the safety and quality of the construction in progress.

In 2009, in order to ensure the safety of people's lives and property in our town and prevent unsafe accidents in dangerous houses, the higher authorities, the town party Committee and the government attached great importance to this work. The government set up a leading group and an emergency team to eliminate dangerous situations and implement manpower, material resources and financial resources. With the cooperation of village cadres, 428 dilapidated houses were demolished, and rectification measures and personnel were implemented one by one. The severely damaged households or units were ordered to cooperate with the rectification within a time limit, and more than 800 seriously dangerous houses were demolished in the town. At the same time, the farm houses under construction are inspected irregularly for safety and quality, and the quality problems are found to be rectified in time. Over the past year, six engineering quality and safety hazards have been rectified, and the unsafe accidents of dangerous houses and houses under construction damaged by the earthquake in our town have been put an end.

4. Pay close attention to the reception, signing, release, supervision and management of post-disaster reconstruction projects under construction.

5. After the Wenchuan earthquake in12, the task of rural housing reconstruction in our town was very heavy in 2009, with 3 190 households and 0/70 households for urban residents. Under the leadership of the Party Committee and the government, the Town and Village Construction Office actively participated in the post-disaster reconstruction work and paid close attention to the implementation of the work: First, it paid close attention to the investigation of hidden dangers of damaged houses, mobilized the masses not to use damaged and unsafe houses and demolished them in time. The second is to do a good job in the construction report of post-disaster reconstruction. By the end of 65438+February, 10, 32 households in the town10, and more than 2880 households had signed the construction quality and safety responsibility letter. The village construction office went deep into the village community planning to pay off debts and rebuild 1, with more than 860 households. The third is to strengthen safety and quality management, carry out irregular inspections and project quality supervision in groups, and timely rectify some rural housing construction with quality problems.

(2), pay close attention to the construction association and craftsman training management.

In 2009, our bureau attached great importance to the management and training of construction craftsmen and construction unit personnel: first, they were strictly required to carry out construction in strict accordance with drawings and quality; The second is to strengthen training. Over the past year, our office has organized five craftsman training meetings with more than 320 participants. The third is to strictly demand the craftsmen who violate the rules, seriously deal with the violations, investigate and deal with 2 craftsmen who violate the rules, and criticize and educate 6 craftsmen. Through paying close attention to construction quality and safety and strict craftsman education, the safety and quality of rural housing construction in our town has achieved good results after the disaster, and no quality and safety accidents have occurred.

(3) Environmental protection work

Although there are no large enterprises in our town, there are 3 brick factories, 5 rivers, 4 small and medium-sized reservoirs, more than 240 large and small reservoirs and 2 waterworks. In recent years, due to the vigorous development of aquaculture, fish farming with fertilizer and water is increasing, which pollutes the air and water quality. We actively cooperate with the district construction environmental protection bureau to inspect and monitor the polluted places. At the same time, educate the masses to disinfect drinking water regularly, concentrate on treating pollutants, and keep livestock and poultry in captivity to minimize pollution sources. So that the air and water quality in our town will not be polluted.

(4) Comprehensively improve the urban and rural environment and improve the rural residential style.

Under the leadership and strong support of the town party committee and government, our office actively cooperated with the party committee and government to carry out comprehensive improvement of urban and rural environment, vigorously publicized environmental improvement, carefully coordinated work and data collection and reporting, organized and mobilized schools to carry out measures such as "holding hands with big hands" and hiring government officials to pay close attention to environmental improvement. In particular, the town's "three chaos", street order, river courses and river surface garbage were comprehensively cleaned up, damaged roads and streets were repaired, and garbage dumps and garbage spots were rectified. Through the preliminary work, the masses fully realized the importance and necessity of environmental remediation, and the environmental remediation work was well-known and deeply rooted in the hearts of the people. In improving the style of rural houses along Mianzi Road, our office conducted household statistics on four administrative villages involved, and accurately grasped the basic data and engineering quality of rural houses within 80 meters along Mianzi Road. In our work, we adhere to the principle of demonstrating first and then driving. From June 17, 389 rural houses along Mianzi Road in our town have been upgraded in an all-round way, and by June165438+1October 26, 389 rural houses have been upgraded.

(five), carefully clean up illegal buildings and buildings.

In 2009, my office carefully organized residents and units in towns and villages to clean up illegal buildings for the second time, and found out 26 households. Through patient and meticulous work, 12 households have taken the initiative to demolish illegal buildings, while 14 households have not taken the initiative to demolish them. On September 65, 438+065, 438+0, the Party committee and government organized a comprehensive legal demolition.

Second, the existing problems

Because my work of receiving goods, signing, paying off and quality supervision is complicated, there are few people and heavy tasks. It is difficult to supervise the reconstruction of rural houses, resulting in some farmers not building according to plans or drawings.
