My opinion on continuing education

The continuing education of professional and technical personnel is an important way to improve the independent innovation ability and comprehensive quality of professional and technical personnel, and it is an urgent need to build a team of high-quality innovative professional and technical personnel and promote the economic and social development of our city. According to the requirements of "Regulations on Continuing Education of Professional and Technical Personnel in Henan Province" and "Opinions on Further Strengthening Continuing Education of Professional and Technical Personnel by Implementing Knowledge Updating Project", the following opinions are put forward on continuing education of professional and technical personnel in 20 13 years.

I. Contents and methods of continuing education

Continuing education is the right and obligation of professional and technical personnel. All on-the-job professional and technical personnel should consciously accept continuing education. The content of continuing education is divided into professional subjects and public demand subjects.

(A) the content of continuing education

1. Professional subject content: based on the frontier of science and technology, reflecting the development trend of professional technology, and determining the learning content according to the professional reality. Emphasis is placed on the reform of primary and secondary schools and vocational and technical education, the application of advanced medical technology, the popularization of modern agricultural technology, the research of energy-saving and environmental protection projects, and scientific and efficient comprehensive management. According to the different levels of senior, middle and junior professional titles, combined with the professional work and professional scientific research projects undertaken, organize professional and technical personnel to learn new theories, new knowledge, new technologies and new methods, update their subject knowledge, broaden their knowledge, highlight their advanced nature and practicality, lead professional and technical personnel to keep up with the development of science and technology in various professions, and cultivate their ability to solve complex professional and technical problems independently.

2. Content of public demand: The key point is that professional and technical personnel expand their knowledge, broaden their horizons and stimulate their sense of innovation. The focus is on policies and regulations, national conditions and market conditions, modern information technology, professional ethics, intellectual property rights (protection of rights and interests), application of scientific papers, investigation and research technology, theory and practice of innovative thinking, etc. Through the study, the scientific spirit, professional ethics and legal quality of all professional and technical personnel have been significantly improved, the knowledge structure of professional and technical personnel has been optimized, the professional ability, especially the independent innovation ability, the transformation ability of scientific research achievements and the ability to maintain safety and stability have been significantly enhanced, and the comprehensive quality of professional and technical personnel has been greatly improved. In 20 13, the public compulsory course of continuing education for professional and technical personnel in our city was determined as: 1, professional ethics education; 2, professional and technical personnel capacity building; 3. Building the Central Plains Economic Zone (culture).

(B) the way of continuing education

Continuing education adheres to the principle of adapting measures to local conditions and teaching students in accordance with their aptitude, focusing on applying what they have learned and stressing practical results. The continuing education of professional subjects can take a variety of learning methods, such as centralized training, holding seminars, professional training, academic exchanges, practical training, technical inspection and network distance education, and carry out lively, practical and efficient continuing education activities.

The training of public subjects is conducted by combining centralized face-to-face instruction with self-study. The content and training methods of professional subjects are determined by the competent departments and units of various industries in combination with the professional and technical characteristics of professional and technical personnel in their own industries and units.

Second, the organization and management of continuing education

The Municipal Human Resources and Social Security Bureau is the comprehensive management department of continuing education for professional and technical personnel, responsible for formulating the annual plan of continuing education for professional and technical personnel in the city and organizing its implementation, and also responsible for coordinating, guiding, supervising and evaluating the continuing education work of counties, districts and departments. County Human Resources and Social Security Bureau is fully responsible for the continuing education of professional and technical personnel in this area.

Professional subject training for continuing education of professional and technical personnel shall be organized, implemented and managed by the competent departments of various industries. The professional subject training plan of the competent departments of various industries shall be reported to the Human Resources and Social Security Bureau for the record. Professional and technical personnel with relatively scattered majors can directly participate in the study and training of related professional subjects organized by the continuing education base.

The public subject training of continuing education for professional and technical personnel is organized by the human resources and social security departments, and is implemented by the determined continuing education base.

Third, the assessment methods of continuing education

The examination of continuing education for professional and technical personnel shall be managed by the hours system and the credit system. Professional and technical personnel with senior and intermediate titles shall receive continuing education for a total of not less than 86 hours each year, of which the study time of public subjects shall not be less than 26 hours; Professional and technical personnel with junior professional titles shall be no less than 74 hours, of which the study time of public subjects shall be no less than 22 hours. Intermediate gold, deputy senior gold and deputy senior gold must participate in the continuing education and training of organizations above the city level. From the primary to the intermediate level, the county (district) organizes training, and can also directly participate in the training organized by the municipal level.

Professional and technical personnel complete the required hours of continuing education every year. After the continuing education base reports to the Department of Human Resources and Social Security for review, the Department of Human Resources and Social Security issues a certificate of continuing education for professional and technical personnel uniformly printed by the Provincial Department of Human Resources and Social Security, and registers the training of public demand subjects as qualified. Professional and technical personnel complete the required hours of continuing education every year, and are registered as qualified in the Certificate of Continuing Education for Professional and Technical Personnel after being audited by the competent department of industry or the continuing education base and confirmed by the human resources and social security department.

According to the Regulations on Continuing Education of Professional and Technical Personnel in Henan Province and the requirements of the ministries and agencies, starting from 20 13, those who apply for the qualification of junior professional and technical posts, those who apply for promotion to various middle and senior professional and technical posts (titles) and those who need to be hired, renewed and registered with professional qualifications must complete the required hours and obtain the certificate of continuing education. Those who have not completed the required hours shall not be employed (renewed) to engage in professional and technical posts, shall not be qualified for junior professional and technical posts or promoted to senior professional and technical posts, and shall not declare experts and academic leaders at all levels.

Four, the continuing education base management

The continuing education base is managed at the city and county (district) levels, and the municipal continuing education base mainly undertakes the training and examination of public subjects of continuing education for senior and junior professional and technical personnel in the city. Conditional can also undertake the study, training and examination of professional subjects; County (district) level continuing education base mainly undertakes the continuing education task of middle and junior professional and technical personnel in the county (district). Counties (districts) that have no conditions to establish continuing education bases may entrust municipal continuing education bases to organize and implement continuing education.

The business activities of the continuing education base shall consciously accept the supervision and management of the human resources and social security departments, and shall not go beyond the approved professional scope and hold other training activities in the name of the continuing education base. Continuing education base to implement paid training services, in accordance with the unified standards for learning and training fees.

The first batch of municipal continuing education bases in our city were identified as Kaifeng University.

Five, strengthen organization and coordination to ensure the smooth development of continuing education.

20 13 is the first year of implementing the knowledge updating project for professional and technical personnel in our city. Human resources and social security departments at all levels, departments in charge of various industries, employers and continuing education bases should make concerted efforts to ensure the completion of the annual continuing education tasks.

Departments in charge of various industries should, on the basis of careful investigation and study, formulate a continuing education plan for professional subjects in line with the characteristics of the industry according to the needs of professional and technical personnel in the industry, define the objectives and tasks, and organize its implementation in stages.

Continuing education in public subjects is organized and implemented by city, county and district respectively.

(a) the training of professional and technical personnel directly under the municipal government shall be implemented according to the following procedures:
