Article 1 on encouraging and supporting self-employment:
(a) the term "self-employment" as mentioned in this opinion refers to a form of employment in which workers achieve employment through flexible self-employment.
(2) Among the unemployed people in this city, men born before 1957 12 3 1 and women born before1967123/(hereinafter referred to as "older unemployed people") are the targets of this opinion.
(III) If the elderly unemployed who have stopped paying social insurance contributions for six months or more start their own businesses and pay social insurance premiums in accordance with the regulations, the Municipal Unemployment Insurance Fund may give them a monthly subsidy of 50% for paying social insurance premiums, with a maximum subsidy period of three years.
(IV) For the older unemployed people in this city who are three years away from the statutory retirement age and below, who meet the requirements of receiving unemployment insurance benefits (including extending the period of receiving unemployment insurance benefits) and start their own businesses, the municipal unemployment insurance fund will give employment subsidies on a monthly basis according to the standard of 50% of the monthly minimum wage of enterprise employees in this city until they reach the statutory retirement age.
(5) Eligible self-employed persons may apply for personal account cards for vocational training, participate in relevant vocational skills training, and enjoy government training subsidies as required.
(VI) Any older unemployed person who started his own business before June 5438+February 3, 2008/KLOC-0 can go through the employment registration formalities at the county-level public employment service agency where his household registration is located with relevant certificates, and can apply for the above-mentioned support policies from the month of registration.
Article 2 With regard to encouraging and supporting individual businesses:
(1) The term "self-employment" as mentioned in this opinion refers to the entrepreneurial activities in which workers provide direct services to community residents and families by engaging in micro-non-enterprise commercial activities in the form of joint labor of individuals or family members (hereinafter referred to as micro-self-employment).
(two) adhere to the "three specific" principle, encourage and support micro self-employment. That is to say, under the specific policy framework of supporting informal employment in this city, in the specific field of community residents' family service, for the unemployed, social security personnel, land-expropriated workers, college graduates and other specific targets in this city, through policy support, workers are encouraged to achieve self-employment in a lower threshold and more flexible way.
(3) Policies to support micro-self-employment:
(4) Eligible self-employed persons may apply for personal account cards for vocational training, participate in training on improving their entrepreneurial ability, and enjoy government training subsidies as required.
(5) Workers who started their own businesses before June 5438+February 3/KLOC-0, 2008, after investigation and confirmation by employment assistants and business experts of street and township organizations, can apply for the above support policies at the county-level public employment service institutions from the month of registration.
Article 3 Raise awareness, strengthen leadership and ensure the effectiveness of supporting policies:
(1) Encouraging and supporting self-employment and self-employment is an important measure to implement the active employment policy and further broaden employment channels. The labor and social security departments of all districts and counties should raise awareness, strengthen leadership, and carefully formulate implementation plans in accordance with the provisions of this opinion to ensure that all support policies are implemented.
(two) the labor and social security departments of all districts and counties can give policy support to workers who realize their own businesses in other forms in terms of business premises, and actively coordinate and formulate financial support measures to encourage their own businesses.
(3) Starting from 2007, encouraging and supporting self-employment and self-employment will be included in the assessment of district and county employment services.
