Training targets are divided into two categories: first, employees who have signed labor contracts with enterprises for 12 months or more and participated in skills training organized by enterprises within 12 months. Second, qualified labor dispatch personnel who have participated in skills training organized by employment enterprises or labor dispatch agencies before the agreed dispatch period.
