The education and training activities of employees of state organs and social organizations shall be implemented with reference to these regulations. Article 3 The main task of employee education is to educate employees in ideological and political, professional ethics, cultural knowledge, legal knowledge and national defense; On-the-job training and technical level training of employees; Educate employees to improve their academic qualifications, skills and continuing education. Article 4 The education of staff and workers shall implement the national education policy, adhere to the principle of combining learning with application, teaching according to needs and paying attention to actual results, impart professional knowledge and cultivate professional skills, and comprehensively improve the ideological and political consciousness, scientific and cultural level and technical and professional quality of staff and workers. Article 5 The people's governments at or above the county level shall be responsible for organizing the implementation of these Regulations, strengthening the leadership over employee education, incorporating employee education into the medium-and long-term and annual plans for economic and social development in the region, increasing investment in employee education, and supervising and inspecting employee education.
Township people's governments shall implement the development plans and annual plans for the education of employees formulated by the people's governments at higher levels and their relevant departments, and strengthen the leadership over the education of employees in township enterprises and private enterprises in the region.
People's governments at all levels should take measures to support the development of employee education in minority areas and poverty-stricken areas. Article 6 Units and individuals that have made remarkable achievements in the education of employees, as well as employees who have made remarkable achievements in training and learning, shall be commended and rewarded by the people's governments at or above the county level and their relevant departments. Chapter II Responsibilities of Management Department Article 7 The education administrative department at or above the county level is in charge of staff education, responsible for overall planning, comprehensive coordination and macro-management, formulating staff education development plans and annual plans in conjunction with relevant departments, managing staff education, managing staff schools and other staff education institutions organized by social forces according to law, and supervising and inspecting the implementation of relevant staff education laws and regulations. Article 8 The labor administrative department at or above the county level shall be responsible for guiding and managing the on-the-job and post-transfer training and technical level training of laborers, formulating corresponding education and training plans and management measures, and organizing their implementation. Ninth personnel administrative departments at or above the county level shall be responsible for guiding and managing the continuing education of professional and technical personnel, formulating corresponding education and training plans and management measures, and organizing their implementation. Tenth comprehensive economic management departments at or above the county level shall be responsible for guiding and managing the on-the-job training of enterprise leaders and managers, formulating corresponding education and training plans and management measures, and organizing their implementation. Eleventh industry management departments at or above the county level shall be responsible for organizing and guiding the education of employees in this industry, compiling and implementing the education development plan and annual plan of employees in this industry, formulating job specifications in this industry, and doing a good job in the education of employees in this industry. Article 12 The administrative departments of township enterprises at or above the county level shall be responsible for organizing and guiding the education of employees of township enterprises in their respective jurisdictions, compiling and implementing the education development plans and annual plans of employees of township enterprises in their respective jurisdictions, and doing a good job in the education of employees of township enterprises in conjunction with relevant departments. Thirteenth trade unions at all levels should participate in the management and supervision of employee education and safeguard the right of employees to receive education. Organizations at all levels, such as the Communist Youth League, women's federations and science and technology associations, shall participate in and assist in the education of employees. Chapter III Responsibilities of Enterprises and Institutions Article 14 Enterprises and institutions have the obligation to educate and train their employees, and shall establish and improve the employee education system, and formulate and implement employee education plans and annual plans. Article 15 The legal representative or principal responsible person of an enterprise or institution is responsible for organizing the implementation of the employee education plan and annual plan, taking the main responsibility for the employee education work of the unit, including it in the term goal, and accepting the inspection and assessment of relevant departments. Article 16 Enterprises and institutions shall establish an on-the-job training system in accordance with the principles of training before taking up their posts and training before taking up their posts. Workers engaged in technical jobs must pass the examination and obtain the qualification certificate before taking up their posts.
Enterprises and institutions, or according to the needs, send qualified workers to participate in advanced technical business training and education, in order to improve the academic level. Seventeenth enterprises and institutions shall, according to the needs, establish corresponding staff education institutions, equipped with necessary teaching and management personnel, and provide necessary teaching facilities and funds.
Newly-built large and medium-sized colleges and universities with conditions must plan and construct staff education facilities simultaneously. Chapter IV Rights and Obligations of Employees to Receive Education Article 18 Employees have the right to participate in all kinds of employee education and training according to the needs of production and work of their own units, and fulfill the obligations of obeying the study arrangements of their own units, completing their studies as required, and using their learned knowledge to serve their own units.
Model workers and advanced producers (workers) have the right to give priority to the education and training of employees. Nineteenth enterprises and institutions shall reasonably arrange the time for employees to participate in study and training. Skilled workers, professional and technical personnel, and management personnel participate in seven to twelve days of full-time study and training every year, with a cycle of three to five years. The study and training time in a cycle can be used centrally or dispersed.
Enterprise leaders, administrative personnel and team leaders shall participate in the minimum hours of full-time study and training every year, in accordance with the relevant provisions of the state.
Conditional units can appropriately increase the time for employees to participate in study and training according to needs.
