Article 2 of the Measures for the Administration of Legal Advisers of the State Bureau for Letters and Calls
The legal adviser of the State Bureau for Letters and Calls refers to a legal expert or lawyer who is selected as a legal adviser by the State Bureau for Letters and Calls.

The legal adviser shall undertake the following duties:
(a) to participate in the demonstration of normative documents;
(two) to provide legal advice for major project bidding and important contract drafting;
(three) to participate in administrative reconsideration, litigation, arbitration and other legal affairs;
(four) to undertake other legal affairs assigned by the State Bureau for Letters and Calls.
Article 4
The Legislative Affairs Office of the State Bureau for Letters and Calls is responsible for the daily business management of legal counsel, and selects, hires, trains, assesses, rewards and punishments legal counsel in conjunction with the personnel department.
