This determines that the legal inspection objects that may carry these dangerous pests must undergo plant quarantine when circulating in a specific area (country or region), and these inspection objects can only enter the area after passing the plant quarantine or quarantine treatment.
Second, the treatment requirements adopted by the two are different. When pests are found after inspection, infected or damaged objects should be treated by chemical or physical methods. From this perspective, plant protection and plant quarantine have certain characteristics, but their ultimate requirements are different. The requirement of plant quarantine is that the inspected object no longer contains limited harmful organisms after quarantine treatment, or reaches the allowable index after risk analysis, that is, the effect of quarantine treatment requires complete killing of harmful organisms or even killing them will not cause harm; However, the control effects of chemical control and physical control mentioned in plant protection often only require that the harm degree of harmful organisms be controlled within the economically allowable threshold or control index.
Thirdly, the research contents and working methods of plant quarantine are different. Plant quarantine objects are generally dangerous pests that have not occurred or are not widely distributed in China or the region. Therefore, the focus of plant quarantine is to grasp the distribution, occurrence, harm and other information of dangerous pests at home and abroad in time, make risk analysis of these dangerous pests, make quarantine decisions on this basis, and study the detection technology, identification standards and treatment methods of these pests in a targeted manner. In the work, plant quarantine is based on laws and regulations, relying on the close cooperation of relevant departments (customs, foreign trade units, posts and telecommunications, transportation and other departments) to prevent the introduction or spread of pests. The research of plant protection is aimed at all kinds of important diseases, insects, grasses and rats in this area, including their occurrence, epidemic and control, and on this basis, a comprehensive control plan is formulated for specific pests on a certain crop in a certain area.
