1. The defense begins. The chairman of the National Defense Commission presides over the National Defense Conference, introduces the members of the National Defense Commission and announces the start of the National Defense Conference;

2. The respondent states the main contents of the paper and the problems that need to be supplemented;

3. Members ask questions and respondents reply;

4. On the basis of full discussion, the defense committee deliberated and voted by secret ballot. With the consent of more than two-thirds of the members, the respondent can pass and form a resolution of the defense Committee (the respondent and the observers withdraw);

5. Announce the voting results and resolutions of the defense committee;

6. The defense is over. The Minister of National Defense will fill in the resolutions of the National Defense Commission and national defense records in the corresponding forms. The resolution of defense must be signed by the chairman and members of the defense Committee, and the voting ticket must be stamped with the official seal of the training unit to be valid. The secretary of national defense should record the whole process of the defense meeting, focusing on the part where members ask questions and the respondent answers questions.
