Article 1 In order to implement the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC), these Interim Provisions are formulated in accordance with the Provisional Regulations on Self-taught Higher Education Examination issued by the State Council and the Interim Provisions on Granting Bachelor's Degrees to Undergraduate Graduates of Adult Higher Education issued by the State Council Academic Degrees Committee, so as to ensure the quality of awarding bachelor's degrees to undergraduate graduates of self-taught higher education examination.

Article 2 A bachelor's degree is a very important first-class basic degree in China's degree structure. Granting bachelor's degrees to graduates of higher education self-study exams, like granting bachelor's degrees to graduates of ordinary colleges and universities, reflects the academic level of higher education in China and is related to the reputation of the country and degree-granting units. We should conscientiously do a good job in awarding bachelor's degrees to graduates of higher education self-study exams.

Article 3 Institutions of higher learning that offer bachelor's degrees to graduates of higher education self-study examinations shall be recommended by the Beijing Higher Education Self-study Examination Committee and agreed by the Beijing Academic Degrees Committee. Article 4 The criteria for awarding bachelor's degrees to graduates of higher education self-study exams shall conform to the relevant provisions of the Regulations on Academic Degrees in People's Republic of China (PRC) and the Interim Measures for the Implementation of the Regulations on Academic Degrees in People's Republic of China (PRC). Those who meet the following political requirements and academic level will be awarded a bachelor's degree:

1? Support the leadership of the China * * * production party and the socialist system;

2? According to the provisions of the professional examination plan, all the courses passed the examination and the graduation thesis (graduation design) was excellent, indicating that you have mastered the basic courses, professional knowledge and basic skills of this discipline and have the initial ability to engage in scientific research or undertake professional and technical work.

Article 5 The Beijing Higher Education Self-taught Examination Committee recommends a list of degree applicants to institutions of higher learning that have the right to award bachelor's degrees to undergraduate graduates of higher education self-taught examinations, and is responsible for providing archival materials required for the examination of degree applicants.

Article 6 The department in charge of bachelor's degrees in institutions of higher learning shall be responsible for awarding bachelor's degrees to graduates of higher education self-study exams. The department in charge of a school's bachelor's degree can be the school's degree office or the school's educational administration department, and the school can determine it by itself according to the actual work needs. Other administrative departments of institutions of higher learning cannot be responsible for awarding bachelor's degrees.

Article 7 The main responsibilities of the bachelor's degree awarding department for undergraduate graduates of higher education self-study examination in institutions of higher learning are:

1? To formulate detailed rules for the implementation of awarding bachelor's degrees to graduates of higher education self-study exams, which shall be implemented after being examined and approved by academic degree evaluation committee and reported to the Beijing Academic Degrees Committee for the record;

2? To make a preliminary examination of the list of applicants recommended by the Beijing Higher Education Self-taught Examination Committee to be awarded a bachelor's degree, and decide whether to accept the recommended application;

3? Entrust the school or department academic degree evaluation committee to carefully examine the recommended bachelor's degree applicants;

4? Regularly submit a list of candidates to be included in the bachelor's degree to academic degree evaluation committee. To issue bachelor's degree certificates to those who have passed the examination and approval of academic degree evaluation committee;

5? The list of bachelor's degree winners, all their course scores and graduation thesis (graduation design) scores are reported to Beijing Academic Degrees Committee for the record.

Article 8 When awarding bachelor's degrees to graduates of higher education self-study exams, institutions of higher learning shall adhere to standards and strict requirements, ensure quality, and be fair and reasonable. Academic degree evaluation committee should focus on the degree applicants' mastery of the major courses and graduation thesis (graduation design). If it is found that the degree applicant or the relevant unit engages in graft or fraud in the process of degree application and evaluation, once it is found out, the school academic degree evaluation committee should deal with it severely and revoke the bachelor's degree awarded.

Article 9 The Beijing Academic Degrees Committee shall inspect and supervise the awarding of bachelor's degrees to graduates of higher education self-study exams, and evaluate the quality of the awarded bachelor's degrees. Institutions of higher learning that cannot guarantee the quality of awarding bachelor's degrees have the right to suspend or revoke their qualifications for awarding corresponding disciplines and professional degrees. Article 10 The power to interpret these Interim Provisions belongs to Beijing Academic Degrees Committee. Eleventh the Interim Provisions shall come into force as of the date of promulgation.
