At present, the central city of Yulin has expanded to 52 square kilometers, and the urban population has increased to 420,000. The provincial health city was successfully established, and the comprehensive carrying capacity was significantly improved. Yulin's new urban master plan (fourth edition) was officially approved and implemented. With a population of 500,000 recently, a vision of 1 10,000, a planned urban area of 22 1.4 square kilometers, and a central urban area of 400 square kilometers, the framework of regional central cities in Shanxi, Shaanxi, Ningxia and Mongolia has been fully established. However, due to the expansion of Yulin urban area and the sharp increase of population and vehicles, traffic jams have appeared in the main sections and special periods of the urban area, which has seriously affected the work and life of urban residents. In addition, urban public transport infrastructure and planned roads are relatively backward, and vehicle congestion has become a bottleneck problem in urban development. In order to effectively improve the urban traffic situation, ease the bottleneck of bus parking and long-distance passenger station construction, and further improve the urban traffic system, we have fully investigated the urban traffic situation in Yulin City, and now report the following: 1. Basic situation of urban public traffic (1). The permanent population in the main city of our city is 420,000, and the floating population is about 550,000. There are more than 58,600 motor vehicles in the urban area, including about 27,600 automobiles, more than 34,000 motorcycles and tricycles, and about 80,000 non-motor vehicles. Every day, the number of vehicles entering Yulin from outside the district approaches 10000. In recent years, with the continuous strengthening of urban management in our city, the overall city appearance and environment have been obviously improved. However, the phenomenon of disorderly driving, disorderly parking and misplacing of vehicles in the city is common, and traffic accidents occur from time to time, especially the traffic congestion during rush hours, which affects the overall image of the city. It has become a very urgent social problem to establish a people-oriented urban public service system and fundamentally solve traffic congestion. (2) Long-distance passenger station. There are two bus stations in Yulin City, one is located in Yuyang Middle Road and the other is located in Yingbin Avenue of Yulin Bus Station North Railway Station, both of which belong to Hengtai Automobile Transportation Group. Yulin Bus Station, built in 1950s, is the largest automobile passenger transport center in Yulin. Mainly engaged in passenger vehicles sent to the east, west and south of Yulin, sending more than 8,000 passengers every day. Although it has been rebuilt and expanded many times over the years, it is not suitable for the needs of the masses because of its small effective use area, insufficient parking lots and backward facilities and comprehensive services. Moreover, its location has become the economic center of Yulin, with dense population and large traffic volume. In 2007, in order to alleviate the shortage of parking lots and traffic congestion in Yulin Bus Station, Hengtai Automobile Transportation Group leased 15 mu of land in Guanjingtan Village next to Yingbin Avenue, and built the North Passenger Station of Yulin Bus Station, which mainly operated passenger vehicles and transit in the north of Yulin, temporarily alleviating the transportation pressure of Yulin Bus Station and traffic congestion in the urban area. However, the station area is small and the comprehensive service function is limited. (3) Urban public transportation. At present, Yulin has a total of 13 bus lines, operating mileage of187km, buses 196, 350 long-distance buses, 9 taxi companies and 998 taxis. In 2009, Yulin bus * * * completed 8910.2 million passengers, with an operating mileage of 74 1 10,000 kilometers. The qualified rate of carriage service is 98%, the punctuality rate is 97%, and the passenger satisfaction rate is 96%. A total of 20 million taxis were completed. The main problems are: First, the bus station facilities are backward. Buses on each line basically have no station facilities and are in a "road" operation state; Second, the bus network layout is not perfect, the station setting is unreasonable, and the attraction of public transportation in some areas is low. According to the Ministry of Construction's ministerial standard of 12 standard buses per 10,000 people, the population of the built-up area is 420,000, and there should be more than 480 buses in the central city, but the buses owned by Yulin Bus Company are less than one third of the standard. Third, the car is in poor condition. The existing car body is too short, there are too few seats, the space is narrow, the rush hour is very crowded, traffic accidents are prone to occur, and the safety hazard is serious; Fourth, the quality level of employees is uneven and the service level is low; Fifth, the financial investment in public transport construction is less, and the social benefits are not reflected. Two. Countermeasures and suggestions According to the actual situation and existing problems, the following countermeasures and suggestions are put forward to solve the traffic congestion in public transport, long-distance passenger stations and urban areas: (1) Implementing the bus priority strategy and speeding up the construction of public transport and long-distance passenger stations. With the rapid economic and social development of our city, the construction of urban public transport and long-distance passenger stations is obviously lagging behind, which has become a bottleneck restricting urban development. According to the spirit of the 36th special meeting of Yulin Municipal People's Government (20 10) on the construction of bus stations in Yulin City, it is suggested to speed up the implementation of the bus priority strategy, speed up the construction of long-distance bus stations and bus stations in the east, south, west and north of the city, realize the seamless connection between long-distance passenger transport and urban public transport, facilitate passengers, and realize the goal of "relieving urban traffic congestion within one year" by the municipal government. At the same time, the specific "Implementation Opinions on Giving Priority to the Development of Urban Public Transport in Yulin City" was formulated to establish the priority position of urban public transport in urban traffic, give financial subsidies to bus companies, encourage people to take buses, improve the utilization efficiency of traffic resources and gradually improve the urban traffic environment. (two) the rational transformation of urban intersections, improve the capacity of motor vehicles. At present, because Renmin Road and Wenhua Road, Renmin Road and Great Wall Road, Yuyang West Road and Great Wall Road, Yuyang West Road and Changle Road, Yuyang West Road and Yuhai Road, Wenhua Road and Baoning Road, Wenhua Road and Qingshan Road, Wenhua Road and Liuying Road share the same road with right-turn vehicles, some through-going vehicles occupy the right-turn vehicles when waiting for the red light to be released, resulting in many right-turn vehicles being forced to wait in line. In this way, straight vehicles and right-turn vehicles are mixed together, and often a row is long and slippery, and traffic jams occur almost every day. Through comparative analysis, it is suggested to optimize the kerbs (pedestrian steps) on both sides of the intersection that is easy to be congested in the new old city by increasing the radian, that is, to rebuild the kerbs on the right side of the straight lane near the above intersection and add a right-turn lane to reduce the phenomenon of "queuing" of right-turn vehicles. At the same time, the green belt of about 30 meters at the intersection can be removed and the traffic lane can be increased. (three) improve the bus distribution system, with the construction of bus service facilities. With the continuous expansion of the city scale and the increasing flow of people, the existing traffic stations can no longer meet the needs of citizens' normal travel. In addition, at present, there are no harbor-style stops on urban roads, and buses or taxis are still getting on and off passengers on the road. There is no fixed taxi timetable. Due to the sparse fixed travel points of taxis, it is common to stop at once, which aggravates traffic congestion. Based on the principle of facilitating citizens' travel and reducing the traffic pressure in urban areas, it is suggested to consider the following aspects: first, strengthen bus management, standardize the order of departure, driving and stopping, and provide safe, convenient and fast traffic services for citizens' travel; Second, the stations where bus lines are set must set up harbor-type waiting stations to facilitate the passage of vehicles and reduce the slow speed of vehicles behind them; The third is to set up short-distance passenger stations in the suburbs to restrict some passenger and freight vehicles from entering the urban area. Prohibit the illegal operation of disabled tricycles, "motorcycles" and three-wheeled freight cars, effectively control the total traffic volume and reduce road congestion; Fourth, scientific planning and rational layout are needed to facilitate travel. Accelerate the construction of taxis and recruitment points, and set up standardized waiting stations at crowded entrances and exits such as large supermarkets and schools, hotels, hospitals, shops and residential quarters. And establish a taxi district-level dispatching center as soon as possible to carry out reservation service. (4) Optimize the sidewalks and straighten out the pedestrian order. In order to develop the city and smooth the road traffic, it is necessary to adjust the existing traffic structure, change the original mixed traffic mode, establish the three-dimensional traffic concept and establish the three-dimensional traffic mode. It is suggested to build footbridges in front of the newly-built road terminal, No.1 Middle School, Nanmenkou, Renmin Road intersection of Great Wall Road and Guangyu Road intersection in the near future, strengthen the management of footbridges in front of the ancient city market of Great Wall Road and Xinlou Lane, divert passers-by, ease the contradiction between motor vehicles, non-motor vehicles and pedestrians, and eliminate traffic safety hazards. (5) Open the main roads in urban areas and improve the road network structure. Affected by objective conditions and other factors, it is difficult to widen and transform existing roads in urban areas. However, the bottleneck section must be people-oriented, and the bottleneck broken roads such as the extension at both ends of Wenhua Road, the extension of Great Wall South Road, Yujian South Road, Yulin Avenue, Yuyang West Road, Kaiguang Road Bridge and Beihuan Road should be opened, and the construction of two connecting bridges between Development Zone and Shang Jun Road should be started to improve the road traffic network. At the same time, improve the grade of urban roads, separate machinery from non-machinery according to their functions, and add shunting lanes at major road intersections to ease traffic flow. Guide from planning, ensure smooth traffic and improve the image of urban civilization. (6) Optimize existing bus lines and reduce bus blind spots. Except for the few lines and unreasonable distribution of lines, Yulin bus basically does not cover the secondary roads in the city. It is suggested to increase the loop bus and open the BRT in the north-south direction and the east-west direction, so as to facilitate citizens' travel and try their best to serve the bus blind area. Therefore, it is suggested to optimize and integrate urban bus lines, increase lines and vehicles, reduce bus blind spots, realize seamless transfer between public transport and long-distance passenger vehicles, facilitate people's travel and enhance public transport service functions. (7) Improve the traffic information platform and strengthen urban traffic control. With the continuous development of urban construction and the further expansion of urban scope, traffic management has become more and more difficult. It is suggested to speed up the improvement of urban traffic control facilities, strengthen traffic management means, actively introduce and purchase advanced optical control, remote control, electronic eyes and other equipment, improve the traffic police's ability to deal with traffic accidents quickly, and strengthen the mobile control ability. At the same time, with the help of the road traffic intelligent management platform to be built soon, the traffic police department should implement all-weather monitoring and command of dynamic traffic and off-site law enforcement of traffic violations, effectively regulate the traffic behavior of traffic participants, and form an all-round and multi-level road traffic management pattern. (eight) to speed up the construction of urban parking lots and solve the problem of urban parking. Only considering one-way and lane separation to solve the traffic congestion problem, without considering the construction of parking lots, will restrict the commercial development in urban areas and it is difficult to fundamentally solve the traffic congestion problem. Therefore, it is suggested that urban planning and construction departments should take the setting of parking lots as an important part of urban planning and construction, plan and strictly control according to law, and build parking lots in urban centers, commercial areas, residential areas, hotels and other places with enough parking spaces. At the same time, it is necessary to restore the parking function of the built parking lot for other purposes, and effectively solve the problem of parking in urban areas. (9) Optimize the layout of urban service facilities and distinguish the flow of people and cars in urban areas. At present, the main hospitals, schools and shopping malls in Yulin are mostly concentrated in the main urban areas of pedestrian street, Xinjian Road and Great Wall Road, forming dense crowds and traffic jams, while the service facilities in other areas are relatively backward and the traffic volume is less. Suggestions: First, rationally optimize the layout of hospitals, schools and shopping malls with large population mobility in the urban area, increase the number of kindergartens and schools outside the main urban area, move the Second Hospital from the pedestrian street to the Xisha business district, and plan to build the Yulin Third Hospital and Senior Middle School in Hongshan; The second is to guide enterprises to build large-scale business centers in Xisha, Dongshan, Hongshan and development zones in a market-oriented way, and to decompose the traffic pressure in the main city; The third is to transform the existing medium-sized and above residential areas and increase service facilities such as kindergartens, supermarkets and community hospitals. For newly developed residential areas, it is necessary to plan perfect service facilities, and plan large residential areas for primary schools before construction, so as to divert the flow of people and vehicles in urban areas, solve traffic congestion and facilitate citizens.
