Taking the undergraduate certificate only proves that all subjects have passed. On this basis, if you pass the degree English, all subjects have reached the degree score line (standards vary from place to place), and the bachelor's degree certificate will be issued only after you successfully write a thesis defense. So getting a bachelor's degree doesn't mean you can get a bachelor's degree directly.
