Due to the differences in industrial structure, historical development level and institutional mechanism between urban and rural areas, the gap between urban and rural development in China is obvious, mainly as follows: the income gap between urban and rural residents is large; The level of urban and rural infrastructure construction is uncoordinated; The development of urban and rural social undertakings is unbalanced; The institutional mechanisms that restrict the integration of urban and rural development still exist widely.
To promote the integration of urban and rural development, the key is to work hard in the following three aspects:
First, vigorously develop rural social undertakings. Increase financial investment in rural roads, radio and television, Internet, running water and other facilities, speed up the implementation of the "every village" project, guide enterprises and social funds to participate in improving rural infrastructure, and effectively solve the problem of rural infrastructure funding.
The third is to pay attention to institutional innovation. System is the foundation, and the key to coordinating urban and rural development in small and medium-sized cities lies in system innovation. With a good system, the issues and procedures of urban-rural integration development will be fixed, the authority and continuity of the system will be maintained, the government will change, and the system will operate as usual. Shuangliu County, located in the hinterland of Chengdu Plain in Bashu Basin, strives to reform the development of urban and rural integration, comprehensively promotes the development of "six integrations" and takes the lead in coordinating urban and rural development in China. A basic experience of Shuangliu's successful practice is to be brave in reform and innovation, and to establish and improve a series of institutional mechanisms for the integrated development of urban and rural areas, especially in the reform of land and household registration system.
Without rural development, there would be no modernization of China, no prosperity of farmers and no overall construction of a well-off society.
