Interim Measures for the Administration of Scientific Research Archives

In order to make the scientific research work of the college develop steadily, rapidly and orderly, standardize the management of scientific research work, make full use of scientific research information and resources, and further form a good mechanism with teaching as the center and teaching and scientific research promoting each other, the following interim measures are formulated.

First, the main purpose of filing

(1) Archiving of scientific research achievements is an important part of archives work in colleges and universities, and it is also an important work content of Industry-University-Research. Standardized management of scientific research archives is a necessary condition for improving the overall level of teaching and scientific research and improving scientific research management.

(2) Collect the scientific research achievements of faculty and staff in our college in different periods, categories and systems, and make statistical analysis to provide accurate and effective relevant information for our college and higher authorities.

(3) The comprehensive collection, systematic arrangement and archiving of scientific research achievements, and the establishment of management systems such as file transfer, filing and confidentiality are effective measures to make full use of scientific research resources and implement the transformation of scientific research achievements.

Second, the principles of scientific research archives management

(a) the scientific research archives of our hospital shall be filed at two levels, which shall be managed by the scientific research office.

(two) the filing materials of all branches (departments) shall be reported to the first-level scientific research office. The scientific research department is responsible for the collection, collation and analysis of scientific research files in the whole hospital. Each subject (department) is responsible for the filing management of scientific research achievements of undergraduate (department).

(four) should be based on the characteristics of the unit in a timely manner, classification, object setting up archiving projects, so as to be complete, clear, concise and easy to check.

(5) Considering the changes of archives, it is necessary to implement the static and dynamic archives management mode. During the year, the original files should be constantly revised and enriched. At the end of the year, it is necessary to comprehensively sort out and check, and file it for static preservation. Any modification must go through a strict examination and approval procedure.

(six) scientific research archives management should follow the principle of confidentiality. All classified scientific research achievements must go through strict examination and approval procedures before they can be read or borrowed. In principle, lending is prohibited.

Three, the scope of scientific research archives filing

Articles, papers, self-compiled teaching materials and experimental reports with academic value, patents and systematic materials with instructional, theoretical, academic, technical, applied, popular and retrievable teaching and scientific research achievements are classified as follows:

(1) archives of scientific research documents

1. Documents and notices related to scientific research work of superiors.

2. Provisions, systems and methods of scientific research management in our college (branch or department).

3. Documents, work plans and summaries of scientific research in our college (branch or department).

4. Statistical analysis data of scientific research achievements of our college (branch or department).

5. Application and approval of scientific research projects.

6. Registration of evaluation results and awards of scientific research achievements.

7. Examination and approval of deposit certificates for scientific research and academic activities.

8. List of scientific research projects, academic activities and financial accounting.

9. The positions of our faculty and staff in various academic organizations.

(2) Archives of scientific research information

1. Research trends of related majors at home and abroad.

2. Research trends of university management and education at home and abroad.

3. The specialty setting, curriculum reform and discipline construction of higher vocational education should be combined with Industry-University-Research.

4. The trend of academic exchange activities in higher vocational colleges nationwide.

(3) Archives of scientific research achievements

1. Manuscripts or printed materials of self-made teaching materials, experimental guidance materials and experimental reports with certain academic value.

2 copies of published works, translations or major parts.

Three papers and articles published in various newspapers and periodicals at home and abroad (including publication cover, catalogue, English catalogue, text, English abstract and back cover).

4 papers published at various academic conferences at or above the provincial level.

5. Multimedia courseware with provincial awards.

6. The originals or photocopies and photos of various relevant scientific research awards at or above the provincial level.

7 copies of patent certificate and editing certificate.

Eight copies of the agreement on the transfer of scientific research achievements, indicating the use or promotion of the achievements.

Four. Filing requirements and procedures

(a) the filing materials are collected and provided by individuals or project team leaders. The materials must be true and reliable, and it is best to provide original materials.

(2) The filing materials shall be of good paper quality and legible. Writing with pencils, ballpoint pens and carbon paper is prohibited, and the paper specification should be 16 (or A4) writing paper.

(three) the filing materials must be systematically arranged once a year, and the series of storage units consists of volumes, volumes, bags and boxes, and the cover logo is affixed. The relevant personnel should write a preface or explanation for filing.

(four) a general achievement file, two important commonly used files.

(five) the scientific research archives of the college shall be filed after being audited by the first person in charge of the scientific research department; The scientific research materials of the department (department) shall be filed after being audited by the director of the department (department).

(six) files should be properly kept to prevent leakage and loss.

Verb (abbreviation for verb) file management and transfer

(1) Archives are not only for preservation, but more importantly for utilization. To give full play to the application function of scientific research archives, archivists should try their best to meet the needs of users.

(2) Archives mainly serve the faculty of the school and are generally not open to the public.

(three) the transfer or borrowing of files shall be approved by the leaders of the competent departments, and the procedures for the transfer or borrowing of files shall be handled quickly within the specified time without delay.

(four) no matter what causes the leakage or loss of facts, the relevant personnel should be investigated for responsibility and given the necessary treatment.

(five) the hospital, department (Department) two levels to assign administrative leaders and specific staff responsible for file management. When the competent leader or staff changes, they must perform the handover procedures and file the handover procedures signed by both parties for future reference.

Six, the Interim Provisions shall be interpreted by the Ministry of scientific research.
