Win-win cooperation is China's strategy of opening to the outside world, which is the concrete embodiment of Scientific Outlook on Development's goal of "coordinating domestic development and opening to the outside world". The strategy of mutual benefit and win-win takes the era of economic globalization as the implementation background, the deepening of domestic economic system reform as the realization basis, and foreign economic cooperation as the practical way. Win-win cooperation is a rational choice for China government to stick to the road of peaceful development, and it is also a wise move for China to seize opportunities and meet challenges in the new century.
After World War II, the static state of international relations took "peaceful coexistence" as the main theme, while the dynamic state experienced the process from national independence to interdependence to globalization. At the turn of the century, people suddenly found that globalization has made the earth narrow, resources scarce, the gap between North and South widened and international relations complicated. A big country with a population of 65.438+0.3 billion must make a correct international strategic choice if it wants to rise peacefully in the opportunity of globalization. Guided by Deng Xiaoping Theory and Theory of Three Represents, the Communist Party of China (CPC) put forward the important strategic thought of "Scientific Outlook on Development" from the overall situation of the development of the party and the country in the new century and new stage. According to Scientific Outlook on Development, the central government put forward the goal of "coordinating domestic development and opening to the outside world", constantly improving the level of opening to the outside world and enhancing the ability to promote development under the condition of expanding opening. "Experience shows that what kind of development concept a country adheres to will have a major impact on its development, and different development concepts will often lead to different development results." 1 According to Scientific Outlook on Development, the 11th Five-Year Plan clearly states that China should actively participate in international economic competition and implement an open strategy of "mutual benefit and win-win". "Mutual benefit and win-win" is the concrete embodiment of Scientific Outlook on Development and the guiding ideology of China's foreign economic exchanges. "Mutual benefit and win-win" is not only a way of thinking, but also an idea that can be put into action. It includes the pursuit of interests, but it is not limited to the pursuit of interests. Its key point is to better promote domestic development and reform and realize China's modernization through the path of economic cooperation between countries.
