Second, the quality of military training and service training is not high, and it is not closely integrated with actual combat. The role of four or two mass organizations is not obvious. Mainly manifested in the lack of initiative, standardization and regularity in the work.

The performance is that the coordination of software and hardware construction is not good enough, and the software does not keep up with the pace of hardware in time; There is also a phenomenon of tight front and loose back in military management.
