Chapter I General Principles

Article 1 These Measures are formulated for the purpose of prospering scientific and technological undertakings, promoting scientific and technological progress, creating an environment to encourage scientific and technological innovation, promoting the research of natural science and technical science (hereinafter referred to as natural science), and realizing the scientific, standardized and institutionalized award of outstanding academic papers in Wuxi.

Article 2 In awarding outstanding academic papers in natural sciences, we should adhere to the Party's policy of "letting a hundred flowers blossom", pay equal attention to academic level and application value, and adhere to the principles of openness, fairness and merit-based, guide and encourage scientific and technical workers to carry out natural science research, promote the improvement of innovation ability, promote the combination of science and technology with economy, and promote the sustainable development of economy and society.

Article 3 Wuxi Excellent Academic Paper Award for Natural Sciences is a municipal award, which is held every two years. The award-winning papers are paid by the municipal government in special funds.

Chapter II Weaving

Article 4 Wuxi Excellent Academic Papers Review Committee (hereinafter referred to as the Municipal Jury) shall be established. The Municipal Jury is composed of the leaders of the municipal party committee, the municipal government and relevant municipal departments, and experts and scholars from the natural science and technical science circles of the whole city. The number of people is around 30. The Municipal Jury shall have one director and several deputy directors.

The responsibilities of the fifth municipal jury:

(a) to formulate and modify the detailed rules for the implementation of the award.

(two) approved the establishment of discipline (professional) review group.

(three) to consider the review opinions of the discipline (professional) group.

(4) Evaluate the award-winning grade of the paper.

(five) announced the results of the award.

(six) to decide other matters related to the review.

Article 6 The office of the Municipal Appraisal Committee is located in the Municipal Association of Science and Technology and undertakes the daily affairs of the appraisal.

Seventh city jury according to the discipline (professional) set up a review group, the review group consists of more than 3 people, with L-2 team leaders and deputy heads. The members of the discipline (major) review team are composed of judges and experts and scholars (randomly selected from the resource database) who have not declared their papers in this discipline (major).

Chapter III Application for Declaration

Article 8 Application papers must be published in publications approved by the state publishing administrative department, or in corresponding publications outside the country (territory), or at regional, provincial and national academic conferences. In the city, bureau level or above (including bureau level) internal publications (must have the city publication approval number) can also be declared for publication.

Article 9 All scientific and technical workers who work in Wuxi can apply for awards for their natural science and interdisciplinary academic papers. For papers that cooperate with outsiders, the author in our city must be the first author to declare the award. Foreign authors can declare their research results entrusted by relevant units in our city to undertake economic construction and social development topics.

Article 10 The original and photocopy of the paper published in the journal shall be provided when applying for the award. Papers exchanged at regional, provincial or national academic conferences need to provide relevant certificates.

Eleventh papers that do not belong to natural science and cross-disciplines related to natural science cannot be declared, such as technical work summary, graduation thesis, professional works, experimental reports, popular science articles, data compilation, investigation reports, etc. It does not belong to the category of declaration and reward.

Twelfth the office of the jury in the "notice", generally accept a three-month essay collection.

Article 13 The publication time of the participating papers is generally from 65438+1 October1in the first year to 65438+February 3 1 in the second year.

Fourteenth papers to declare the grand prize and the first prize are recommended and signed by two experts with senior titles in this discipline (major), and papers to declare the second and third prizes are recommended and signed by two experts with deputy senior titles or above in this discipline (major). Recommended experts need to provide professional title certificate or copy.

Fifteenth to declare the participating papers, the author must fill in the "Wuxi outstanding natural science papers declaration form" in duplicate, stamped by academic organizations or units, provide electronic documents, papers and related certificates and other materials and pay the evaluation fee.

Sixteenth papers submitted for review must be written in Chinese. If the original paper is in a foreign language, it must be translated into Chinese to participate in the review.

Seventeenth papers awarded by the municipal government (including municipal). Not included in the statement.

Eighteenth a paper can only be submitted to a unit for recommendation and evaluation, and can not be recommended and evaluated in multiple places or multiple times.

Nineteenth papers are co-authored by more than five people, and papers of more than five people are declared in the name of the research group.

Twentieth papers and authors who meet the conditions for reporting paper awards shall not be interfered with in their reporting rights.

Chapter IV Calibration

Twenty-first city natural science outstanding academic thesis awards include grand prize, first prize, second prize and third prize. The award amount is determined by the jury according to the application and previous awards. The specific criteria for each rating shall be formulated by the Municipal Jury.

Twenty-second winning papers should have unique academic opinions, theoretical exposition, innovative exposition and application value, and pay special attention to papers that have been adopted and have great economic or social benefits to economic construction and social development.

Twenty-third in the premise of adhering to the evaluation criteria, taking into account the distribution of science, engineering, agriculture, medicine, interdisciplinary papers.

Chapter V Evaluation and Selection

Twenty-fourth evaluation work is carried out according to the preliminary evaluation of the municipal discipline (professional) evaluation group and the final evaluation of the municipal jury, and all papers that declare to participate in the evaluation are reviewed according to the procedures.

Twenty-fifth city jury office will declare papers according to each discipline (professional) grouping and matching were sent to each discipline (professional) review group for review.

Twenty-sixth discipline (professional) review group to review the participating papers, select the nominated papers, recommend the candidate papers that need to be reviewed for the grand prize and the first prize, and list them in hierarchical order.

Twenty-seventh city jury according to the recommendation of the professional jury nomination, re-evaluation of the award-winning nomination documents, and vote by secret ballot, the number of votes must be more than half of the jury to be effective. The recommended papers for the grand prize are re-evaluated by provincial experts.

Article 28 For the first author (or responsible author) of the same number of papers, generally only one (highest level) paper will be awarded.

Article 29 The Municipal Jury will publicize the selected winning papers through relevant media 10 working days, accept relevant complaints and listen to opinions.

Chapter VI Awards and Incentives

Thirtieth outstanding academic papers in natural sciences shall be awarded on the principle of combining spiritual rewards with material rewards and giving priority to spiritual encouragement.

Thirty-first winning papers will be awarded certificates and prizes by the municipal government.

Thirty-second city jury informed the winners and their units of the winning results, as the basis for the winners' assessment, use, promotion and evaluation of professional titles, and announced to the public through relevant media.

Chapter VII Discipline and Law

Article 33 If an applicant wins an award by resorting to fraud or plagiarizing other people's achievements, the Municipal Jury will revoke his award, recover his certificate and bonus, and notify his unit to give criticism and education until he is given administrative sanctions.

Thirty-fourth intellectual property disputes caused by winning papers shall be borne by the winners.

Article 35 All members and staff of the Municipal Jury and each judging group must strictly abide by the judging discipline and work requirements formulated by the jury, conscientiously implement the judging standards, adhere to the principles of quality first, level first, openness, fairness, impartiality and merit-based, unite and cooperate, be impartial and conscientious, and complete the judging work on time and with good quality.

Thirty-sixth judges who practice favoritism and malpractice will be disqualified immediately and notified.

Chapter VIII Supplementary Provisions
