The first batch: Hangzhou

The second batch: Tianjin, Shanghai, Chongqing, Hefei, Zhengzhou, Guangzhou, Chengdu, Dalian, Ningbo, Qingdao, Shenzhen, Suzhou, 12 cities.

The third batch: Beijing, Hohhot, Shenyang, Changchun, Harbin, Nanjing, Nanchang, Wuhan, Changsha, Nanning, Haikou, Guiyang, Kunming, Xi 'an, Lanzhou, Xiamen, Tangshan, Wuxi, Weihai, Zhuhai, Dongguan and Yiwu.

As far as the above 105 cities are concerned, the starting point for applying for pilot cities in cross-border electronic commerce is different. Some cities have already prospered their economies, and their own cross-border e-commerce industries have also developed well. The purpose of applying for "pilot city" is to do a better job in cross-border industries, guide enterprises to compliance, and provide experience and models for other cities to develop cross-border e-commerce industries; Some cities have good conditions, industrial belts and convenient transportation, but there are fewer cross-border operators and fewer cars; Some cities' heavy production is not important for business, so we can make up for the shortcomings by building cross-border e-commerce pilot cities; Some cities are resource-based cities, and building cross-border e-commerce pilot cities is the need of industrial transformation; Some cities have poor economic development, so it is necessary for economic development to build cross-border e-commerce pilot cities. Different foundations and different starting points determine different modes of cross-border e-commerce comprehensive test area construction.

The first echelon of the cross-border e-commerce pilot city: it has its own port and industrial belt, so it has a good foreign trade foundation and e-commerce foundation, logistics advantages, product advantages, capital advantages and talent advantages, and the industry will rise with a little government guidance. Cross-border e-commerce industrial clusters are constantly emerging, radiating local industrial belts, stimulating the transformation of foreign trade exports, forcing the industrial chain to upgrade iteratively, and cross-border e-commerce brands are constantly emerging. The comprehensive test area began to build "two platforms and six systems". The overall construction of the comprehensive test area is relatively fast.

The fourth echelon of cross-border e-commerce pilot cities: the government guidance is unclear, enterprises do not know what cross-border e-commerce is, construction funds are not in place, policies are perfunctory, and hardware construction in the comprehensive test area is very slow. Driven by individual enterprises and talents, individual cities have valuable highlights in the construction of cross-border e-commerce comprehensive test areas. Relying on business entities to promote the development of the industry, enterprises are generally small, weak, short of people and money. Large enterprises have moved abroad seriously.

The fifth echelon of cross-border e-commerce pilot cities: there is no industrial belt, no logistics advantage, few young people with college education or above, great pressure of transformation, net outflow of population, impetuous social atmosphere and few successful cases of entrepreneurship. It is suggested to build a cross-border talent export base and a cross-border industrial service outsourcing base, and at the same time support small sellers to solve the problem of "from scratch". Try to spend money on people, and the hardware needed by cross-border e-commerce can be shared with nearby cities.

The construction of pilot cities in cross-border electronic commerce has a long way to go. 105 the cross-border e-commerce comprehensive test area is different, and the pace and mode of construction are also different. It should not be copied, but should be built according to the local actual situation.
