Second, the government ruled by law must serve the government. The root of the rule of law is to protect the basic rights of the masses. To build a government ruled by law, we must adhere to the people-oriented thinking, attach importance to the control of administrative power and the protection of relative rights, continue to promote simple administration and decentralization, strictly supervise the operation of power, strengthen the service consciousness of government functional departments and their staff, identify the role orientation in management means and behavior, and change from a regulatory government to a service-oriented government.
Third, the government ruled by law must be a clean government. Honesty is the cornerstone of government credibility. If corruption is not effectively curbed and solved in the process of building a government ruled by law, the masses will not trust the government. We must use perfect rules and strict legal system to restrain and standardize the operation of power and government behavior, constantly improve the openness and transparency of the administrative process, prevent corruption from the source, and let power run in the sun.
