Chapter I Organizational Structure and Scope of Responsibilities
Article 1 Railway transportation dispatching shall be managed at different levels and under centralized and unified command. The Ministry of Railways has a dispatching room, the railway bureau (group company, the same below) has a general dispatching room, the railway sub-bureau (head office, the same below) has a dispatching room, and the technical station has a dispatching room. Dispatchers of the Ministry of Railways, Railway Bureau, Railway Sub-bureau and Technical Station represent the Minister of Railways, Railway Director, Railway Sub-bureau Director and stationmaster respectively, and are responsible for the daily transportation organization and command of railways, railway bureaus, railway sub-bureaus and stations nationwide in accordance with the principles of hierarchical management, responsibility step by step and unified command.
Article 2 The Ministry of Railways shall have duty officers and dispatchers; The Railway Bureau shall have duty officers, chief dispatchers and dispatchers; The railway sub-bureau shall have a duty officer, a chief dispatcher and a dispatcher; The technical station shall have the stationmaster on duty and the station dispatcher (the marshalling station with dispatching room shall have the room director and deputy director). The duty director of the Ministry of Railways, the duty director of the Railway Bureau, the duty director of the railway sub-bureau and the stationmaster respectively lead the first-level work. In organizing daily transportation work, lower-level dispatching must obey the command of higher-level dispatching; The dispatching of various types of work and relevant personnel in the Ministry of Railways, Railway Bureau and Railway Sub-bureau shall be organized and directed by the duty director and shift supervisor respectively. The station and each unit shall complete the work tasks of the class under the unified command of the dispatcher of the sub-bureau; During the completion of the planned task, the technical station is under the unified command of the stationmaster on duty and the station dispatcher.
Article 3 The Ministry of Railways, railway bureaus, railway sub-bureaus and stations shall allocate the shift system according to the scheduled workload, and allocate personnel and reserve rate according to the legal working hours.
Article 4 Main responsibilities of dispatching of the Ministry of Railways: 1. Responsible for organizing the freight flow and traffic flow of the whole railway, balancing the number of trucks in each railway bureau, using locomotives and vehicles economically and reasonably, making full use of transportation capacity and transportation equipment, making daily plans for railway transportation and organizing each railway bureau to complete them. 2. Supervise and inspect the railway bureaus to compile cars according to the train formation plan, drive according to the train operation diagram, and organize transportation according to the transportation plan, supervise and organize the railway bureaus to complete the handover task of trains and vehicles at the inter-bureau border station in a balanced manner according to the batch plan, deal with the problems at the inter-bureau border station in time, and organize the smooth inter-bureau border of the whole railway. 3. Formulate and issue the outline plan and daily (class) plan of freight and train work of all railway bureaus, and supervise and inspect all railway bureaus to complete the loading and unloading tasks in a balanced way according to the daily (class) plan. 4. Grasp the national key users, ports and vehicles.

Responsible for the unified adjustment of special trucks, the return of military spare parts, the use, standby and lifting of tarpaulins. 9. Check and report the safety and punctuality, and collect the general situation of major accidents and natural disasters in time. When traffic is interrupted by accidents and disasters, it should be reported to the superior leaders and relevant departments in accordance with the provisions of the Rules for Handling Railway Traffic Accidents, and the operation methods of related trains and locomotives should be changed in time, and the inter-bureau rescue trains should be mobilized at the request of the Railway Bureau. 10. Maintain dispatching discipline, check the implementation of dispatching orders and rules and regulations of the Ministry of Railways by various railway bureaus, conduct informed criticism on the adverse consequences caused by illegal command and put forward handling opinions. 1 1. Article 5 Main responsibilities of railway administration dispatching: 1. Responsible for organizing the freight flow and traffic flow within the railway bureau, balancing the number of trucks in each railway sub-bureau, organizing each sub-bureau to complete the traffic flow adjustment plan issued by the Ministry of Railways, using rolling stock economically and reasonably, making full use of transportation capacity and transportation equipment, compiling the daily transportation plan of the railway bureau and organizing each railway sub-bureau to complete it. 2. Supervise and inspect the railway sub-bureau to compile cars according to the train formation plan, run sports cars according to the train operation diagram, organize transportation according to the transportation plan, organize the railway sub-bureau to hand over trains and vehicles in a balanced way according to the plan approved by the Ministry of Railways and the Railway Bureau, keep the locomotives and trains at the boundary station closely connected, and timely solve and deal with the problems arising from the railway bureau and the railway sub-bureau boundary station. 3 according to the daily plan approved by the Ministry of Railways, master the loading situation at the destination and restricted ports, and organize the railway sub-bureau to complete the loading and unloading tasks according to the daily plan. 4 master the main users, ports and main stations of the Railway Bureau, and do a good job in cooperation with units outside the road. 5. When necessary, transfer rescue trains across railway sub-bureaus or make a request to the Ministry of Railways for dispatching rescue trains across railway bureaus. 1 1. Article 6. The main responsibilities of the stations and sections directly under the Railway Bureau are: 1. Responsible for the internal freight flow, car flow organization and car flow adjustment of the Railway Bureau, complete the car flow adjustment plan issued by the Ministry of Railways in stages, use locomotives and vehicles economically and reasonably, make full use of capacity and transportation equipment, timely and accurately grasp the number and distribution of existing cars, prepare the daily transportation plan of the Railway Bureau, and organize stations and sections to complete it. 2. Organize stations to compile and distribute trains according to the train formation plan, train operation diagram and transportation plan, ensure that trains run on time according to the operation diagram, organize stations and sections to implement daily (shift) plans, handle loading and unloading vehicles in sections, implement construction plans, and handle temporary blockade or opening of sections and lines. 3. According to the plan approved by the Ministry of Railways, organize the balanced handover of trains at border stations, ensure the close connection between locomotives and trains, always keep close contact with neighboring bureaus (sub-bureaus), solve problems through consultation in time, and ensure the smooth flow of border stations. 4. According to the daily loading plan approved by the Ministry of Railways and the loading requirements of restricted ports, examine and approve the daily loading and unloading plan of each station and section, and organize each station and section to complete the loading and unloading tasks according to the daily plan. 5. Article 7 Main responsibilities of railway sub-bureau dispatching: 1. Responsible for the freight flow, car flow organization and car flow adjustment within the railway sub-bureau, complete the car flow adjustment plan issued by the Ministry of Railways and the Railway Bureau in stages, use rolling stock economically and reasonably, make full use of capacity and transportation equipment, timely and accurately grasp the number and distribution of existing cars, prepare the daily transportation plan of the sub-bureau, and organize the completion of stations and sections. 2. Organize the station to prepare and distribute trains according to the train formation plan, train operation diagram and transportation plan, ensure the trains run on time according to the operation diagram, check the implementation of the station and section (class) plan, handle the loading and unloading of cars in the section, implement the construction plan, and handle the temporary blockade or opening of sections and lines. 3. According to the plan approved by the Railway Bureau, organize the balanced handover of trains at the border station, ensure the close connection between locomotives and trains, always keep close contact with adjacent branches (bureaus), solve problems through consultation in time, and ensure the smooth flow of border stations. 4. Article 8 Main responsibilities of station dispatching: 1. Master the source of goods, cargo flow and vehicle flow, correctly compile and organize the station shift plan and stage plan according to the daily (shift) plan issued by the sub-bureau, ensure that the trains are compiled and dispatched according to the train formation plan and train operation diagram, receive and dispatch trains without interruption, and complete the shift plan and stage plan tasks as planned. 2. Use the technical equipment and capacity of the station economically and reasonably, master the use method of shunting machine, organize relevant departments and units to cooperate closely and act in concert, complete the task of grouping and disassembling trains according to the operation plan, technical operation flow and time standard, improve the efficiency of shunting operation and speed up the turnover of locomotives and vehicles. 3. Collect the forecast and accurate report of trains in time, master the change of traffic flow, correctly calculate the existing cars and indicators, and report the traffic flow and station operation to the railway sub-bureau in stages. 4. Strengthen the organization of passenger transport, military transport, baggage and parcel trains, "five-set" trains, heavy-duty trains and key cargo trains. 5. Take the initiative to contact factories and mines, timely forecast the arrival and delivery operation plan of heavy vehicles, master the cargo space and loading and unloading labor, complete the loading and unloading tasks in a balanced way as planned, organize the timely delivery of cargo operation vehicles, maintenance vehicles and special vehicles, and shorten the delivery time. 6. Ensure safe production. When an accident occurs at a station that affects traffic, it should be reported to the train dispatcher and stationmaster of the sub-bureau (railway bureau) in time, and rescue should be actively organized to reduce the impact of the accident on traffic. 7. Maintain dispatching discipline, conscientiously implement dispatching orders, superior instructions and rules and regulations, and strive to improve transportation efficiency. 8. Draw technical operation charts correctly and timely, and organize and direct transportation production by using advanced equipment such as computers. 9. Seriously analyze and assess the completion of the station's daily operation plan and daily transportation production, and report to the branch and station leaders in time.
Chapter II Dispatching Basic Work System
Article 9 In order to check and implement the transportation production on the same day and arrange and approve the plan for the next day, the Ministry of Railways and the railway bureaus hold two telephone conferences every day. 1. The first telephone conference-the Ministry of Railways holds it before 7:00 every day. The duty director of each railway bureau reports the completion of the first shift transportation safety and the planned tasks on duty and the measures to ensure the completion of the attendance plan, and arranges the key work requirements of the second shift to each railway bureau; The Railway Bureau will hold a meeting every day before 10:00, and the director of the dispatching room will report the completion of the first scheduled task and the measures to ensure the completion of the attendance plan. According to the outline plan for the next day arranged by the Ministry of Railways, the next scheduled task is issued to the railway sub-bureau and the key work requirements are arranged. 2. The second conference call-held by the Ministry of Railways before daily 15:00, the director (deputy director) of the general dispatching room of each railway bureau reports the expected transportation situation all day, and puts forward the arrangement requirements and key points of the next day (shift) plan to the railway bureau; The railway bureau will hold a meeting before 0/6: 00 every day, and the director of the dispatching room will report the completion of the transportation work on that day and the arrangement of the next day (shift).
Article 10 In order to maintain the continuity of dispatching work, all levels of dispatching should establish a perfect system of shift change and class meeting. The classes and class meetings of the Ministry of Railways, the Railway Bureau and the Railway Sub-bureau shall be presided over by the duty director and the shift supervisor respectively, and dispatchers of various types of work shall participate. 1. Handover meeting: convey relevant orders and instructions, introduce the completion of the last shift's safe transportation tasks, and study and formulate specific measures to ensure safety and complete the shift's transportation tasks. 2. Handover meeting: each type of work schedules and summarizes the completion of the transportation tasks of the class, analyzes the reasons for the unfinished tasks, and summarizes the experiences and lessons. The shift-over contents and to-do items of each type of work must be clear and complete, and shall not be omitted. 3. Class meeting: each class shall be held at least once to study the specific measures to ensure the completion of the tasks of the class and the whole day according to the implementation of the daily (class) plan.
Article 1 1 In order to keep the continuous contact between dispatchers at all levels, accurately grasp the work progress, seize the opportunity to deal with problems, the station is dispatched to the sub-bureau, and the subordinate dispatchers report to the superior dispatchers, and the following system is formulated. 1. From station to railway sub-bureau: (1) After the train arrives, leaves or passes, the station will report the number, time and train status in time. (2) The train departure station shall timely report the progress of train preparation, the contents of train formation, the changes of train formation and the express of departure train (number of trains, locomotive model, driver's name, number of existing vehicles, total traction weight and length changes). After the train leaves the non-departure station, the operation station shall report the changes of train formation after the train runs in time. (3) The use, safety and necessary matters of locomotives and tracks shall be reported at any time. (4) The station-related jobs will be dispatched to the sub-bureau every 3 hours, and the specified contents will be reported. 2. Railway Sub-bureau reports to the Railway Bureau: (1) Every 3-4 hours, the train dispatcher of the Railway Sub-bureau reports to the train dispatcher of the Railway Bureau that the buses in the pipeline are late and the trains are running. (2) Before 9: 30 (21:30), the on-duty director of the dispatching station reports to the on-duty director of the railway bureau or the train dispatcher the transportation situation in the railway sub-bureau after the shift, and predicts the train handover, evacuation and locomotive operation at the border station of this class. (3) every 3 hours, 6 hours to the railway bureau belongs to send other types of work, report the provisions of the content. (4) Report the safety situation and necessary matters at any time. 3. Before the Railway Bureau reports to the Ministry of Railways: (1) 10:00(22:00) The on-duty director of the Railway Bureau reports to the Ministry of Railways the transportation situation in the pipeline after the handover, predicts the train handover, evacuation and locomotive operation at the border station of the class, and completes the transportation work before 18:00(6:00). (3) Report the safety situation and necessary matters at any time. 4. When the superior dispatcher learns about the transportation situation from the subordinate dispatcher, station and section, the relevant personnel shall timely and seriously report. 5. When using computer networking and real-time train tracking report, the information reported by the station and the railway sub-bureau, railway bureau and Ministry of Railways should be shared. Article 12 In order to strengthen the cooperation between railway bureaus (railway sub-bureaus) and ensure the smooth flow of boundary stations, the boundary station meeting between railway bureaus (railway sub-bureaus) shall be held at least once a year, presided over by two railway bureaus (railway sub-bureaus) in turn, and organized by the Ministry of Railways (railway bureaus) when necessary, to study and improve the train handover work and formulate and revise the boundary station agreement. Article 13 In order to improve the dispatcher's organization and command level, and strengthen the working contact between dispatchers at all levels and relevant personnel at stations and sections, dispatchers at all levels should go to the site for no less than 10 days every year, be familiar with equipment and personnel, exchange work opinions, improve work style and solve problems existing in daily transportation production. Make a plan before going deep into the scene and report back. In-depth activities can be carried out in various forms, such as opening an extra train, holding a symposium, joint labor meeting, class meeting, follow-up work, special investigation and research, etc. When boarding a train or train, the dispatcher shall issue a boarding pass to the locomotive and be allowed to stay in the flight attendant's apartment. Chapter IV Scheduling Day (Class) Plan.
Thirtieth daily (shift) scheduling plan shall ensure the balanced completion of the monthly transportation production and operation plan, and realize the train formation plan, train operation diagram and transportation plan.
Article 3 1 The following principles shall be followed when making the scheduling day (shift) plan: 1. Seriously implement the national transportation policy and ensure the principle of key transportation. 2. Adhere to the transportation organization principle of one unloading, two rows and three guarantees. 3. Prepare the trains in strict accordance with the train formation plan, drive according to the train operation diagram, transport according to the transportation plan, and operate according to the station driving rules, and organize the direct and grouped transportation to the maximum extent. 4. The principle of using rolling stock and other transportation equipment economically and reasonably to improve transportation efficiency and benefit. 5. The principle of organizing balanced transportation.
Article 32 The daily (shift) plan includes the freight work plan, the train work plan and the locomotive work plan, which are closely linked and interlocking organic components. The daily plan is the daily transportation work plan from 18:00 to 18:00 the next day. The daily schedule is divided into two shifts: the first shift is scheduled from 18:00 to 6: 00 the next day; The second shift is scheduled from 6:00 to the next day 18:00. The railway sub-bureau may partially adjust the contents of the secondary plan according to the implementation of the primary plan and the daily planning tasks.
Article 33 The dispatching director (deputy director) of the Ministry of Railways shall be responsible for preparing the daily plan; The railway bureau is responsible for the director (deputy director) of the general dispatching room, and the railway sub-bureau is responsible for the director (deputy director) of the dispatching room.
Article 34 The Ministry of Railways and the Railway Bureau shall issue the outline plan for the next day to the Railway Bureau and the Railway Sub-bureau before 9:00 and 10:00 respectively. The outline plans of the Ministry of Railways and the Railway Bureau include: the number of trains handed over at the border station, the number of heavy vehicles, the number of vehicles evacuated by vehicle type, the number of vehicles used at the station, the number of vehicles loaded at the restricted port (the outline plan issued by the Railway Bureau also includes loading and unloading tasks) and key requirements.
Article 35 The main basis for the preparation of daily plans by railway bureaus and railway sub-bureaus is 1. Outline of the plan issued by the Ministry of Railways and the Railway Bureau. 2. Monthly transportation production operation plan, train formation plan, train operation diagram, locomotive turnover diagram, transportation plan, construction plan and relevant technical operation time standards of stations and sections. 3. Daily car demand plan (the army should have a notice of military transport tasks, and the over-limit goods should be approved by telegram) and the requirements of the materials department. It is estimated that the number of all kinds of vehicles in use, the number of vehicles at the current station (heavy vehicles will arrive at the station at this sub-station and adjacent sub-stations, to be unloaded, to be empty) and the distribution of locomotives at 8: 00 on the same day. 5. train pre-confirmation. 6. Article 36 The contents of the daily plans of railway bureaus and railway sub-bureaus are: 1. Article 37 The dispatcher of each type of work in the railway sub-bureau shall collect the daily (shift) plan data from the relevant stations and sections before 14:30 every day and provide it to the director of the dispatching room: 1. Military transport and special transport dispatcher-vehicle model, tonnage, vehicle quantity, vehicle allocation time and consignment requirements of the overall and sporadic demand plan for military vehicles, delivery and consignment of over-limit trucks, trips and consignment notice of over-limit trucks, standby, cancellation and deployment plan of special trucks. 9. Article 38 Provisions on the preparation of freight work plan: 1. Unloading plan —— Determine the unloading plan for the next day according to the expected balance of working cars in the pipeline on that day 18:00 and the effective number of working cars in the pipeline generated the next day; According to the actual working vehicles in the pipeline at 18:00, the number of vehicles to be unloaded the next day is determined, and the unloading completion of the railway sub-bureau is assessed accordingly; Determine the unloading task of each station according to the "destination surface of the working car in the pipe" (freight 4). 2. Loading plan —— On the premise of ensuring the task of empty cars, the director of the dispatching room shall, in conjunction with the director of freight dispatch, examine and approve the daily demand of vehicles at each station in strict accordance with the freight outline plan, and determine the daily loading plan. 3. The first loading and unloading plan should reach more than 45% of the full-time plan.
Article 39 Provisions on preparation of train work plan: 1. The train work plan must include full-time trains and full-time grouping. There must be reliable data in the preparation of train work plan, and it is strictly forbidden to prepare short plans without traffic flow guarantee. The number of daily planned trains in each section should be basically balanced according to the train diagram. 2. When the semi-colon train diagram is implemented, the number of trains selected and the number of daily planned trains determined shall be subject to the semi-colon train diagram. First of all, we should ensure that the number of columns determined in the figure does not exceed, which is determined by two adjacent railway bureaus (sub-bureaus) through consultation and reported to the Ministry of Railways (railway bureaus) for dispatching approval. 3. Whether the freight trains specified in the train operation diagram are full or not, the cross-railway bureau (sub-bureau) trains shall be calculated according to the full-time handover of the trains at the border stations; Trains in the railway sub-bureau, according to the statistics of trains issued by marshalling stations or section stations all day; In the section where the trunk line is connected with the branch line, the train logarithm should be calculated separately; The train diagram stipulates that the trains originating from and arriving at the intermediate station are not full, but when the trains running through the whole region are full, the train diagram can be regarded as full. 4. The train work plan shall ensure the operation of evacuated trains. The number of empty cars planned for the first shift must reach more than 45% of the full-day plan. 5. The departure plan shall be made according to the time specified in the train diagram. According to the estimated arrival time, the transit train can choose the appropriate closely connected running routes in the semi-colon train operation diagram. When the planned number of direct freight trains runs to the end, when the next station or marshalling station can't use the original planned running line due to delay, when making the daily (shift) plan, it is allowed to use the planned direct or direct train running line, but the original number must be kept unchanged. 6. Pick-up trains and other freight train lines shall not be used in series with each other. If the time when a train leaves or arrives at an intermediate station is defined as the passing time in the train operation diagram, extra stopping time should be added when making the daily (shift) plan. 7. Train regulations: (1) Temporary designated trains can only be added after the trains in the basic train diagram are full. (2) When the starting train cannot be used normally, a temporary designated train plan can be made, and its travel time shall not exceed the longest travel time of similar trains in this section. When running across railway bureaus (sub-bureaus), the consent of adjacent bureaus (sub-bureaus) shall be obtained. (3) When the pick-up trains in the train operation diagram are full and there are still remaining pick-up trains (a section reaches the traction quota or 70% of the total length), the pick-up trains at temporary fixed points can be increased, but the number of additional trains across railway bureaus shall not exceed 1. (4) Step-by-step direct trains outside the train diagram can only be temporarily fixed between the running stations. (5) When speed-limited trains, military trains with time restrictions and trains loaded and unloaded in the whole section cannot use the running lines in the train operation diagram, temporary designated trains can be operated. When making the daily (shift) plan, the speed-limited train is allowed to set only the departure and arrival time, and the running time can be determined in the 3-4 hour train operation adjustment plan. (6) When the train stopped halfway resumes operation, idle running lines should be used. If there is no suitable running line, temporary designated trains should be allowed to reach the first technical operation station ahead. 8. According to the train diagram, trains leaving at the border station after 18:00 are not allowed to leave before 18:00. Late trains that are not handed over at the demarcation station on the same day must be included in the next day's plan. When the late train approaching 18:00 is too late to be included in the next day's plan, it is allowed to shift after 18:00. 9. In principle, it is not allowed to make plans for overweight and long trains across railway bureaus (sub-bureaus). If necessary, it must obtain the consent of the neighboring bureau (sub-bureau) and be approved by the superior dispatching order. 10. Once the class plan is determined, the seriousness of the plan must be maintained. During the implementation, it is not allowed to change the grouping content of trains and the direction of the whole train. In case of special circumstances, it is necessary to obtain the consent of the adjacent railway bureaus (sub-bureaus) in advance, and report to the next level for dispatching approval. 1 1. After the preparation of the train work plan is completed, the dispatching room of the adjacent railway sub-bureau must take the initiative to check the train handover plan of the boundary station (including the number of trains, time, marshalling content, locomotive routing, etc.) and report it to the Railway Bureau and the Ministry of Railways for approval.
Article 40 Provisions on the compilation of locomotive work plan: 1. The locomotive work plan should meet the needs of daily transportation tasks, and provide locomotives with good quality according to the train work plan. 2 locomotive turnover diagram must be prepared according to the train work plan and the specified technical operation time and crew working time. Article 4 1 Daily Plan Approval and Release: 1. The daily plan of the railway sub-bureau shall be submitted to the railway bureau before 16:30 after being approved by the director of the competent sub-bureau, and the stations and sections shall be issued by dispatching orders before 17:30. The train work plans from 18:00 to 2 1:00 and from 6:00 to 9:00 shall be delivered to the relevant stations and sections before 16:00 and 4:00 respectively. The assessment of trains is still based on the officially issued daily (shift) plan. 2. The daily plan of the Railway Bureau shall be submitted to the Ministry of Railways before 17:00 after being approved by the competent director, and the railway sub-bureau shall issue a dispatching order. 3. The daily plan of the Ministry of Railways, after being approved by the Director of Dispatching Department, will be issued to the Railway Bureau by dispatching order before 17:40. If there is any adjustment to the reporting plan, it shall be revised step by step through the scheduling order according to the plan approved by the superior scheduling, and the adjustment plan of Class Two shall be organized, which shall be the responsibility of the director on duty in the dispatching room, and the dispatchers of each type of work shall participate. According to the daily plan approved by the Railway Bureau (including the plan adjustment task submitted by the Ministry of Railways to the Railway Bureau), report to the Railway Bureau before 4:00, and with the consent of the duty officer, issue dispatching orders to the railway sub-bureau before 4:30, and the sub-bureau will issue dispatching orders to relevant stations and sections before 5:00.
