The Computer Security Committee of China Computer Federation is a mass academic organization established according to the needs of management decision-making, academic research, technology research and development, and application promotion in the field of information security in China. It is a branch of China Computer Federation, and receives the business guidance of China Computer Federation.
The purpose of the computer security professional committee is to follow the relevant provisions of the state, accept the leadership of the national information security department, and actively participate in the research and formulation of national information security strategies, policies, laws, regulations, standards and norms; Closely contact the information security departments of the party, government and army and important information network users, and actively promote the implementation of various national computer security policies and systems; Widely contact domestic enterprises and institutions engaged in scientific research, teaching, development and production in the field of information security, actively carry out academic exchanges, technical research, personnel training and other activities in the field of information security, strive to promote the development of information network security technology and related industries in China, promote the cultivation and improvement of information security talents in China, promote the industrialization of information security technology in China, and make contributions to improving the academic and technical level of information security science in China.
Second, the development history
The computer security professional committee has a history of 24 years. The predecessor of the Special Committee is the Computer Security and Secrecy Group of the Computer Engineering and Application Branch of the Chinese Institute of Electronics. 1985 was initiated by the computer security supervision department of the Ministry of public security and organized by the information technology departments of major technical support units such as the party, government and army. From 65438 to 0989, this group formally joined the China Computer Federation and changed its name to the Computer Security Professional Committee. At present, the members of professional committees have expanded to the relevant institutions of the party, government and army in the field of information security in China, as well as scientific research, education, enterprises and other fields. Among them, there are 57 unit members, 65 standing Committee members and nearly 150 members. At present, the Special Committee has become an important platform for management, scientific research, application and regular communication in the field of information security in China, and has strong cohesion and appeal in the academic field of information security in China.
Third, the composition of leadership.
Successive leaders, members and old experts of professional committees have made positive contributions to the construction and development of professional committees. The first and second directors of the Professional Committee are Miao Dodge, former chief engineer of the Computer Security Supervision Department of the Ministry of Public Security, and Gu Jianguo, director of the Network Security Bureau of the Ministry of Public Security. The current director is Fang Binxing, academician of China Academy of Engineering and president of Beijing University of Posts and Telecommunications. The deputy directors are Yan Ming (executive deputy director, former director and researcher of the First Research Institute of the Ministry of Public Security), Jiang Assist (director of the General Office of China Academy of Sciences), Cui Shukun (researcher of the People's Liberation Army Secret Office) and Colin (Party Secretary and President of the People's Public Security University of China). Shen Changxiang and Dai Hao, academicians of China Academy of Engineering, were specially appointed as deputy directors of the special committee. Gu Jianguo and Miao Dodge served as honorary directors. Secretary-General Tang (Deputy Director of the Network Technology Center of the Ministry of Public Security), Deputy Secretary-General Fan Jinhua (Director of the General Office of the Chinese Academy of Sciences), Song (Director of the Information Security Division of the First Institute of the Ministry of Public Security) and Shen (Director of the Information Security Center of the Third Institute of the Ministry of Public Security).
Fourth, daily work
According to the characteristics and difficulties of computer security in China and the needs of the development of computer security technology, the special Committee carried out theoretical discussion and applied research; Organize and participate in international academic exchanges; Collect and recommend excellent papers; Explore ways and directions to solve technical difficulties.
Computer Security Professional Committee holds a national information security academic exchange meeting once a year. During the period, authoritative domestic information security experts were invited to give speeches, and relevant domestic evaluation institutions were arranged to issue annual evaluation certification and annual industry report. The outstanding papers selected from the collected papers at each exchange meeting will be awarded prizes. After the meeting, the selected papers were compiled into books and officially published. The collected papers will also be included in the database of China Knowledge Network. Up to 2009, the exchange meeting has been held 24 times and 24 papers have been published. The Special Committee will also hold several special high-level forums every year to organize experts to discuss current hot issues in the field of information security.
The Secretariat Office of the Computer Security Professional Committee is located in the First Research Institute of the Ministry of Public Security. Information Network Security, a magazine sponsored by the Special Committee, was officially launched on 200 1 1 as a window for the special Committee to publicize its activities.
Every year, the Special Committee will submit a report on the technical development of the industry in that year, and submit it to the information security department and relevant government departments in China as a reference for decision-making.

The activities of the Special Committee have played a positive role in promoting the development of computer security in China. Chapter I General Provisions
Article 1 The Computer Security Professional Committee of China Computer Federation (hereinafter referred to as the Special Committee) is an academic organization in the field of information security established according to the needs of management decision-making, academic research, technology research and development, application promotion and other related academic work in the field of information security in China, and it is a branch of China Computer Federation.
Article 2 These Rules are formulated in accordance with the relevant provisions of the Articles of Association of China Computer Federation and the Articles of Association of Professional Committee of China Computer Federation, and in combination with the specific conditions of professional committees.
Article 3 The Chinese name of the professional committee is: Computer Security Professional Committee of China Computer Federation; The English name is: Information Security Committee of China Computer Federation, and the English abbreviation is ISC of CCF. The office of the Special Committee is located in Beijing.
Article 4 The purpose of the special committee is to abide by the relevant national laws and regulations, accept the guidance of the national information security authorities, closely contact the information security supervision and management departments of the party, government and military organs and users of important national information networks, extensively contact and organize domestic institutions, enterprises and institutions engaged in scientific research, teaching, development, production and service in the field of information security, and actively carry out academic exchanges, technical research, personnel training and other activities in the field of information security; Promote the development of information network security technology and related industries in China; Promote the cultivation of information security talents in China; Promote the industrialization of information security technology in China; Make contributions to improving the scientific and technological level of information security in China.
Chapter II Scope of Work
Article 5 The scope of work of the special committee includes:
(1) Organize academic activities related to this major, enliven academic thoughts, track the world's advanced technology trends, promote exchanges and cooperation in the field of information security in China, and actively carry out academic exchanges with foreign counterparts. At the same time, pay attention to academic exchanges with other related disciplines.
(2) Hold domestic academic conferences on information security on a regular basis, and hold seminars on information security academic technology and related policies in various forms and scales in a timely manner to continuously promote the academic technology and theoretical development of information security disciplines.
(3) Committed to improving China's information security technology level and catching up with the pace of international technology development. Actively participate in and support various forms of activities, including computer society, member units of special committees and domestic information security circles, publicize information security-related scientific and technological knowledge and national laws and regulations, popularize new technologies and achievements in information security, and promote the productization and industrialization of scientific and technological achievements in this specialty.
(4) Accepting the guidance of the competent information security department of the national government, writing and submitting professional reports on the development of information security science and technology in China on invitation, and providing consulting services on information security policies, security regulations, security testing, technical specifications, etc. to users of information networks in China.

Chapter III Organizational Structure
Article 6 The special committee shall be composed of members of China Computer Federation who have joined the special committee. The decision-making body of a special committee is the Standing Committee, which has one chairman and several vice-chairmen. According to the needs of the work, there may be standing vice-chairmen. In principle, the number of vice-chairmen is set at 65,438+00% of the number of members of the special committee, and the number of standing committee members is proposed by the secretariat according to the number of members and the application of the standing committee members of the special committee unit, and is determined after the study of the director's office meeting. The individual standing committee shall be elected by all members of the special committee in accordance with the procedures stipulated in the Regulations of China Computer Federation Municipal Professional Committee. The director and deputy director are elected by the committee meeting, and the letter of appointment is issued by China Computer Federation. The term of office shall be implemented in accordance with the provisions of the Computer Society.
According to the professional characteristics of the Special Committee and the special situation of information security work, academicians or senior experts and scholars of this major can be specially appointed as special deputy directors among the members of the Special Committee, and their letters of appointment will be issued by the Special Committee for the same term as the Special Committee.
Senior experts and leaders who have served as leaders of special committees in the past may put forward suggestions at the director's office meeting. After discussion and approval by the Standing Committee, they will be awarded the honorary title of honorary director of special committees and continue to invite them to participate in various activities of special committees. Its term of office is the same as that of the Special Committee.
Article 7 The functions of the meeting of the Standing Committee of a special committee are:
(a) To consider and promulgate the working rules and regulations of the Special Committee;
(two) to study and decide on the working principles and plans of the special committees;
(three) to consider the work report of the special committee;
(four) to discuss other important matters of the special committee and make resolutions;
(five) to review and approve the supplement of the Standing Committee of the special committee.
Eighth meetings of the Standing Committee are generally proposed by the secretariat and convened by the director's office meeting. The Standing Committee may also propose to convene a meeting of the Standing Committee through the secretariat or directly to the director's office meeting until it is submitted for an interim meeting of the Standing Committee.
Article 9 The general election of the Standing Committee shall be held at the same time as the general election of the chairman of the special committee. According to the situation, the secretary's office will decide to supplement it during the session. Relevant rules shall be formulated separately.
Article 10 The duties of the director, deputy directors and standing committee members are:
(1) The director presides over the meeting of the director's office and the meeting of the Standing Committee, examines and approves major decisions, and coordinates and handles various external work on behalf of special committees. According to the brewing opinions of the shareholders' meeting, nominate a deputy director as the executive deputy director to assist him in his work;
(two) the deputy director attended the director's office meeting and the meeting of the Standing Committee, and participated in proposing and studying the resolutions of the director's meeting and the meeting of the Standing Committee;
(three) the executive deputy director to assist the director to convene the director's office meeting and the meeting of the Standing Committee, presided over the daily work of the professional committee;
(four) to participate in the meetings of the Standing Committee, to participate in proposing and studying the resolutions of the Standing Committee; To carry out and implement the resolutions of the Institute and special committees; Put forward proposals and work plans that need to be discussed by special committees; Put forward suggestions to the director's office to adjust and supplement the Standing Committee and deputy directors; Put forward the proposal of convening a standing committee.
Article 11 The secretariat of a special committee is the daily office of the special committee. The Secretariat shall have one Secretary-General, several Deputy Secretaries-General and several secretaries. The Secretary-General is nominated by the director and elected by the plenary session of the special committee to preside over the work of the secretariat. The Deputy Secretary-General is nominated by the director and appointed after discussion and approval by the director's office meeting to assist the secretary-general.
Article 12 The main duties of the secretariat of a special committee are:
(a) Organizing the completion of the internal work of the Special Committee;
(2) To conduct business contacts with government departments, institutions of higher learning and other relevant social organizations on behalf of special committees; (three) according to the decision of the Standing Committee or the chairman, organize members of special committees to complete academic exchanges, investigation and research, evaluation and selection, consultation and other tasks; (four) according to the relevant provisions of the state and the special committee, responsible for the special committee's financial revenue and expenditure and coordination management, and report to the meeting of all members of the special committee's annual financial situation. Specific management measures shall be formulated separately.
Thirteenth according to the needs of the development of disciplines, the Standing Committee decided to study, the special committee can organize academic professional groups to conduct specific research within a limited time. Relevant management measures shall be formulated separately.
Fourteenth according to the characteristics and work needs of the special committee, determine the subsidiary units of the special committee. The affiliated unit shall provide necessary human, material and financial support to the special committee, and the special committee shall also respect and support the related work of the affiliated unit in accordance with the relevant provisions.
Chapter IV Rights and Obligations of Members and Members of Units
Article 15 An individual who meets the following conditions may apply to become a member of a special committee:
(1) Having China nationality and enjoying civil and political rights;
(2) Engaged in management, scientific research, teaching, development, production, engineering and technical services in the field of information security;
(3) Having computer education and training experience or having relevant professional or technical titles;
(four) agree and abide by the articles of association of China Computer Federation and the working rules of the special committee;
(five) apply in writing to join the China Computer Federation and professional committees, actively participate in the activities of the society, and support the work of the society.
Article 16 Members shall enjoy the following rights:
(a) Invited to participate in various activities of the Special Committee;
(2) Having the right to vote, to be elected and to vote;
(three) the right to criticize, suggest and supervise the work of the special committee;
(4) giving priority to all kinds of information provided by special committees;
(5) Have the right to withdraw from the special committee.
Article 17 Members shall perform the following obligations:
(a) actively participate in the activities organized by the special committee and complete the work entrusted by the special committee;
(2) Abide by the work regulations of the special committees, implement the resolutions of the special committees, and safeguard the reputation and rights and interests of the special committees;
(three) to pay the membership fee of China Computer Federation and the expenses of the relevant special committees according to the regulations;
(four) one year does not participate in any activities of the special committee or one year does not pay the membership fee of the computer society as required, which is regarded as automatic withdrawal.
Article 18 Non-foreign-invested enterprises and institutions registered in China and engaged in the management, teaching, R&D, production, application or service of information security in China may nominate a comrade of their own units as a candidate for the Standing Committee of their own units, apply in writing to join the special committee, and promise to perform the following obligations:
(a) the development of more than 5 members of the special committee in its unit;
(two) to pay the fees prescribed by the Standing Committee to the unit where the special committee is located every year.
Nineteenth units that meet the conditions of article sixteenth shall enjoy the following rights and interests:
(1) Having the project proposal and bidding right of the annual meeting of the special committee or the high-level forum;
(two) the Standing Committee of the unit to participate in the annual meeting of the special committee, exempt from annual membership fees;
(three) the special committee shall pay the membership fee of China Computer Federation to the unit where the Standing Committee is located;
(four) the unit where the Standing Committee of this unit is located may, according to the work needs and personnel changes, apply to the special committee for replacing the members of the Standing Committee of this unit recommended by it.
Twentieth all members may personally recommend (including self-recommendation) candidates for members of the Standing Committee. With the secondment of a certain proportion of members (including nomination at the same time), the nominees are included in the list of candidates, elected by the general assembly of all members and become members of the Standing Committee. The chairman, vice-chairmen and deputy secretary-general of the special committee shall be ex officio members, which shall be included in the number of members of the Standing Committee.
Article 21 A member with high academic attainments in the field of information security, who has served as a member of the special committee for more than 8 years and is in good health, may be awarded the honorary title of senior member of the special committee upon his own application, recommendation of two or more standing committee members and approval of the director's office meeting. Whether you continue to join the China Computer Federation or not, you can continue to be invited to participate in the activities of the special committee.
Chapter V Membership Fees, Funds and Management
Twenty-second in order to ensure the financial support of special committees to carry out academic activities, a special committee activity fund is established. The special committee shall follow the provisions of the state on the management of non-profit organizations and manage the financial revenue and expenditure of the activities of the special committee. Its source and management regulations shall be implemented in accordance with the provisions of these rules.
Twenty-third in addition to the members recommended by the Standing Committee, other members should pay the annual membership fee of the China Computer Federation (200 yuan). The membership fee of the Standing Committee shall be paid by the special committee. The secretariat is responsible for collecting and assisting.
Twenty-fourth special committee activities and other sources of funds are:
(a) the activities paid by the unit of the Standing Committee;
(2) Government subsidies and sponsorship from enterprises, organizations and individuals;
(3) Income from engaging in related technical services;
(4) Other income.
Twenty-fifth special Committee funds are mainly used for various academic activities sponsored by the special Committee, the printing and distribution of internal materials and the daily external liaison expenses of the special Committee. The daily office expenses of the secretariat are mainly borne by affiliated units. The wages and welfare expenses of the Secretary-General, the Deputy Secretary-General and other staff members shall be borne by their units.
Article 26 The funds of special committees shall be managed by the secretariat, and the executive deputy director shall be responsible for examination, approval and supervision. The secretariat is responsible for drafting and formulating the financial management rules of the special committees, which will be implemented after discussion and adoption by the Standing Committee. The approval, filing and audit management of the use of funds must comply with the relevant state regulations, be implemented in accordance with the financial management rules of special committees, and accept the audit supervision of audit departments. The Secretariat reports annually to the Standing Committee on the use and balance of various funds such as the Special Committee's Activities Fund.
Chapter VI Supplementary Provisions
Article 27. These Regulations were revised after extensive consultation with members of the Secretariat, and submitted to the Standing Committee of the Special Committee for discussion, and came into effect after being adopted by more than two thirds of the Standing Committee.
Article 28 The Secretariat of the Special Committee shall be responsible for the interpretation of these Regulations.
