(1) lack of understanding. Some unit leaders do not care about or attach importance to the anti-corruption struggle and the work of strengthening the building of a clean government. They even think that this is a matter for party committees and discipline inspection and supervision organs, and regard the responsibility system as an extra burden. They believe that it is pragmatic to focus on economic and business work, and it is a retreat to focus on building a clean government. It doesn't matter whether the responsibility system is grasped or not, and it has nothing to do with themselves. Some party and government leaders believe that grasping the responsibility system for building a clean and honest government, especially for offending people, will lose votes; Some administrative leaders think that this is the work of the party, and administration only needs to take care of production and finance, and so on. As a result, there is often a phenomenon that "party Committee leaders are busy around, and administrative leaders look on coldly". The key to the existence of these problems is that some leading cadres have not fundamentally realized that "the anti-corruption struggle is a political struggle related to the life and death of the party and the country" and lack a correct understanding of the importance, necessity and urgency of the responsibility system for building a clean and honest government.
(2) the work is not in place. Mainly manifested in: first, in terms of organizational leadership. Some units and departments did not put this work on the important agenda of the work, but completely pushed this work to the discipline inspection and supervision organs. The anti-corruption leadership system and working mechanism of "unified leadership of the Party committee, unified management of the Party and government, organization and coordination of the Commission for Discipline Inspection, respective responsibilities of departments and support and participation of the masses" have not really taken shape. The second is in the aspect of responsibility decomposition. Some units have not broken down their responsibilities and made clear the personal responsibilities of the members of the leading bodies; Some responsibility clauses are too general, the responsibility content is not clear, and there are overlapping responsibilities and blank responsibilities; Some did not combine the actual situation, basically copied the division of responsibilities of superiors, and there were no specific measures and methods for this unit and department to implement the responsibility system. Third, in terms of responsibility assessment. Some assessment index systems are unscientific and the specific operations are arbitrary. It turns out that the "Regulations" of the responsibility system clearly stipulates that the Party Committee is responsible for assessing the implementation of the responsibility system by the lower-level Party committees (party groups), while some departments and units conduct assessments in the name of the Commission for Discipline Inspection, making the Commission for Discipline Inspection's inspection of the responsibility system of the lower-level Party committees and governments an inspection of the work of the lower-level Commission for Discipline Inspection. Fourth, in terms of accountability. Under what circumstances should be investigated, under what circumstances should not be investigated, and to what extent, all units and departments have not explored it well, and the handling of quantity and discipline is arbitrary, which often leads to abnormal phenomena.
(3) Measures are not in place. Although some units and departments have formulated the responsibility system for building a clean and honest government, the measures are not specific, often to cope with inspections, and the implementation of the responsibility system for building a clean and honest government is not regarded as an important measure to promote the integrity and self-discipline of leading bodies and cadres at all levels; The leaders of some units and departments are only satisfied with making demands and shouting slogans according to the caliber of their superiors, without paying attention to the reality of their own units and departments, and it is difficult to put them into action.
(4) rewards and punishments are not in place. Although the responsibility system is specially evaluated every year, the evaluation index system is not very scientific, there is no clear evaluation standard for the implementation of the responsibility system, and a set of objective, fair and reliable evaluation mechanism has not been formed. The evaluation results cannot truly and accurately reflect the work of the assessed unit. Therefore, if the assessment results move, the top ranking will be rewarded, but the responsibility of the unit with poor responsibility system is not strong. In this way, grasping the responsibility system is basically the same as grasping and not grasping, and there is a difference between grasping.
(5) Supervision is not in place. Some units have implemented the responsibility system for building a clean and honest government, and are only satisfied with meeting arrangements and issuing inquiries, lacking in-depth and meticulous ideological mobilization, help and guidance, supervision and inspection; Although some units have carried out some inspections on the responsibility system for building a clean and honest government, it is often a "gust of wind" and there are many shortcomings in the methods of urging implementation; Some units have not really formed an organizational system to implement the responsibility system for building a clean and honest government. Often they are arrested only when their superiors ask them, and they get carried away without asking them, and no one cares.
(6) the investigation is not in place. Some units turn a blind eye to accountability cases, have no organizational strength to investigate and deal with them, and superiors deliberately avoid or even cover them up; In some units, the main leaders deliberately "take over", trying their best to excuse the deputy of the team, taking "unity" as a false name and "protecting others" as a means to finally achieve the goal of "protecting themselves"; Some avoid importance in quantity and discipline, and deliberately handle things lightly; Some vertical management departments can't handle problems, while the higher administrative departments often roll with the punches and roll with the punches based on the interests of the departments. To investigate the responsibility of leading cadres for dereliction of duty and oversight is "losing breadth and weakness".
Second, the main reasons for the problems in the implementation of the current responsibility system.
(A) the leadership paid insufficient attention. The main leaders of some party committees and governments, especially the main leaders of departmental party committees (party groups) and administrative departments, have not paid enough attention to the responsibility system. Originally, the main body of this work should be the party and government leading bodies at all levels and their members, and the discipline inspection and supervision organs are the staff assistants of the party committees. In actual work, this work is undertaken by the discipline inspection and supervision organs, and it is difficult to push it away.
(2) Insufficient guidance for subordinates. The leading groups and their offices of the responsibility system for building a clean and honest government at all levels have not given enough guidance to the work at lower levels, mainly because the research on the responsibility system for building a clean and honest government is superficial, and a complete set of theories has not been formed to guide the effective development of this work, and a set of effective practices have not been summarized for reference by all levels and departments.
(3) the establishment of rules and regulations is not enough. Some orders

(5) It is not enough to work boldly. Some party and government leaders have serious local protectionism and departmental interests, and humanitarianism prevails. They abandon the principle of party spirit, do not offend people, or have sympathy for the respondents, and cannot eliminate psychological barriers. Some party Committee (party group) leaders have their own problems, and they are worried that the people being investigated will poke their own loopholes after being investigated. In addition, some people under investigation are "backstage" and are worried that being investigated will lead to fire.
Third, further implement the responsibility system for building a clean and honest government.
(a) to further improve the sense of responsibility. Strengthen publicity and education, deepen cadres' understanding of the importance and necessity of the responsibility system, and constantly enhance the sense of responsibility and urgency of building a clean and honest party style. Leading bodies and cadres at all levels should understand the significance of implementing the responsibility system for building a clean and honest government from the height of strengthening anti-corruption, and seriously implement it as a serious political discipline. It is necessary to strengthen the subject consciousness of responsibility in building a clean and honest party style and fulfill their respective responsibilities in building a clean and honest party style. The main person in charge should earnestly assume the overall responsibility, closely combine the building of a clean and honest party style with economic work, and truly achieve the same deployment, implementation, inspection and assessment of anti-corruption and economic work.
(2) Further form a "resultant force". Party committees and governments at all levels should pay close attention to the management of * * *, and take their own responsibilities to form a "joint force". Leading cadres at all levels should start from themselves and take the lead in implementing the responsibility system, especially the main leaders should not only manage themselves well, but also take good teams and be fully responsible. The "top leaders" of the party and government should earnestly assume the responsibility of "the first responsible person" in implementing the responsibility system. Other members of the party and government leading bodies must pay attention to the implementation of the special work of building a clean and honest government in their own units in the process of implementing the responsibility system. Discipline inspection and supervision organs should conscientiously perform their duties of organization, coordination, supervision and inspection, and take the initiative to be good members of the party Committee. In the implementation of the responsibility system for building a clean and honest government, all departments should not only manage their own doors and homes, but also earnestly assume their respective responsibilities in the overall situation of anti-corruption work, especially the responsibilities of the lead departments and co-organizers in implementing the responsibility system in order to realize their respective responsibilities. Ensure that the responsible subject is in place and complete the task on time and with good quality. At the same time, we should fully rely on the support and participation of the masses, make the responsibility objectives as open as possible, accept the supervision of the masses, and truly form a good situation of grasping the management of * * *.
(3) further quantify the responsibility target. When setting goals, the division of responsibilities should be closely combined with the division of work of team members, with appropriate rules, appropriate blocks, or combinations of blocks; In the form of responsibility, we should closely focus on the annual goals and phased work goals, adjust measures to local conditions, and stress practical results; In the decomposition of responsibility, the first is to do a good job of static decomposition of responsibility. According to the division of responsibilities of team members, it is necessary to clarify the leadership responsibilities of team members in the construction of party style and clean government, distinguish between primary and secondary, and clarify responsibilities. The second is dynamic task decomposition. It is necessary to decompose the tasks of party style and clean government building and anti-corruption work into relevant functional departments one by one every year, clarify the work standards, completion time limit, safeguard measures and supervision subjects, and ensure that the responsibility system objectives are clear.
(4) Further improve the responsibility assessment. First, party committees (party groups) at all levels should conduct special assessments on the implementation of the responsibility system for building a clean and honest party style by leading bodies and leading cadres in their respective regions and departments at the end of each year. Second, it is necessary to formulate a feasible assessment plan and establish a scientific responsibility assessment index system in light of the actual situation. The index system should include the performance of the responsibility of building a clean and honest government, the completion of anti-corruption tasks, the implementation of various provisions on honesty and self-discipline, and the construction of a clean and honest government in the areas and departments in charge. At present, it is especially important to take the tasks put forward by the Sixth Plenary Session of CPC Central Commission for Discipline Inspection as an important part of the assessment, and at the same time clarify the methods, procedures and results of the assessment. Third, in the assessment, we should unify our thinking, organize carefully, reduce random and unreasonable factors, and strive to make the assessment results accurately reflect the work of the assessed unit. Fourth, the assessment results should be recorded in the cadres' clean government files, and linked to the rewards and punishments and appointment of cadres. Those who fail the annual assessment should be demoted or dismissed. Only in this way can leading cadres at all levels improve their sense of responsibility for this work and make the responsibility system become a mere formality.
(5) further strict accountability. The first is to clarify the policy boundaries. When a major problem occurs in a place or a department, the discipline inspection and supervision organs must first find out whether the relevant leading cadres are responsible for dereliction of duty. If so, it is necessary to distinguish between direct leadership responsibility, main leadership responsibility or important leadership responsibility, and then further find out the cause of the problem. Is it caused by the connivance of leading cadres, or by the bureaucratic style of leading cadres who neglect to manage their subordinates in peacetime, or by leading cadres who are strict with their subordinates, but their subordinates are obedient? Be sure to confirm it accurately. Leading cadres who condone subordinates' violation of discipline and bureaucracy, neglect management at ordinary times, and have major cases, major accidents or unhealthy practices that have not been dealt with for a long time should be jointly and severally liable and severely punished; Leading cadres who can strictly demand subordinates at ordinary times, but resolutely investigate and deal with subordinate problems, should be based on the principle of seeking truth from facts, or be given a lighter punishment or exempted from investigation, in order to convince people by reasoning. Only in this way can the accountability be objective, fair and accurate, and the purpose of "learning from others and saving lives" can be truly achieved. The second is to establish a coordination mechanism between institutions within the discipline inspection and supervision organs, between the discipline inspection and supervision organs and law enforcement and discipline organs, establish a joint meeting system, regularly and irregularly report the investigation and handling of cases, expand investigation clues, and avoid the loss of accountability sources. Third, lifelong accountability should be implemented, especially for some major decisions and major construction projects, so as to avoid short-term responsible behavior and fluky psychology of leading cadres. No matter when the leading cadres have problems in building a clean and honest government during their term of office, no matter what happens to their posts, they should be responsible for their lives and leaders.
(6) further improve the implementation of responsibilities. It is necessary to effectively strengthen supervision and inspection, and regularly or irregularly check the implementation of the responsibility system every year. The competent department shall supervise and inspect the implementation of the responsibility system by subordinate units, and all grass-roots units shall disclose the contents of the responsibility system to the masses and consciously accept the supervision of the masses. The focus of supervision is mainly on the supervision and inspection of the implementation of the responsibility system by the party and government leaders. At the same time, it is necessary to strengthen the supervision and inspection of the leading departments, backward areas and departments of the responsibility system, handle problems in time when they are found, and ensure that all tasks of the responsibility system are implemented.
