Since 65438-0992 participated in GMS, Yunnan Province has made remarkable achievements in railway, highway, waterway and other transportation construction, which has accelerated the process of regional economic integration.
Recently, the ceremony of China-ASEAN Free Trade Area was held in Guangxi, and the scene was very hot. However, in the interview, the reporter found that in the face of the arrival of the zero-tariff era, the response in various parts of Yunnan was relatively low-key. Yunnan is in an awkward position in border economic cooperation, especially in border trade zones and border economic cooperation zones.
The management subject should still be in place.
The border of Yunnan Province is 4060 kilometers long, and 25 border counties (cities) of 8 border states (cities) border Myanmar, Laos and Vietnam. Ruili Gao Jie Border Trade Zone, Mohan Economic Development Zone and Hekou Border Economic Cooperation Zone have been established in Ruili City, Mohan County and Hekou County respectively, which have close economic and trade ties with these three countries.
In the Propaganda Department of Hekou County Committee, the reporter told relevant personnel that he hoped to interview the Management Committee of Hekou Border Trade Zone. However, after some inquiries, the entourage engaged in external publicity told reporters: "There is no such institution."
In Hekou County Bureau of Commerce, the reporter saw the sign of "Management Committee of Hekou Border Trade Zone in Honghe Prefecture, Yunnan Province". Deng Yongji, director of the Hekou County Bureau of Commerce, said in an interview with this reporter that the brand of the Management Committee of Hekou Border Trade Zone in Honghe Prefecture, Yunnan Province has been hung up and the organization has been established, but it has not been put into operation so far.
Li Quanmin, director of the research office of the government of Dehong Prefecture, Yunnan Province, told this reporter that Ruili Gao Jie Border Trade Zone is located in Ruili City, Dehong Prefecture, with an area of 65,438 0.92 square kilometers. It borders Ruili River in the west and is connected with Muse Myanmar in the east, north and south. In 2000, with the consent of the State Council, the General Office of the State Planning Commission (No.287, 2000) approved the establishment of Gao Jie Border Trade Zone, which is the first economic cooperation zone in China to implement the special supervision policy of "customs clearance within the territory".
The absence of management subject leads to insufficient investment. Wu Bin, deputy director of Mohan Port Economic Development Zone Management Committee, said in an interview with this reporter that since the opening of 1993, except Kunming Highway, the higher authorities have only invested 60 million yuan. The financial resources are weak, Mohan Port is located in a long and narrow valley, and it does not rely on the county seat or the town, so the development cost is very high.
Wu Bin told reporters that in recent years, the cooperation between China and ASEAN in the land corridor has been accelerating, but the location advantage of Mohan Port is far from being brought into play. He told reporters that there are two main factors restricting the development of Mohan Economic Development Zone.
First, the problem of GMS traffic facilitation has not been solved. Kunming International Corridor spans China, Laos and Thailand, and vehicles from the three countries cannot pass together. The Laos section of Kunming-Kunming highway is 228 kilometers long, and there are some problems such as slow customs clearance time, high charges for transit goods and repeated charges. In addition, the transportation standard of middle-aged and old-aged trucks is not uniform, which increases the transportation cost of enterprises and causes the problem of poor traffic.
Second, the country's original preferential policies for border trade have gradually weakened, and Mohan no longer has preferential policies different from those in the mainland. On the other hand, at Mo Ding Port in Laos, the customs of Laos was closed18km, forming a special administrative region of "domestic customs clearance". In terms of policy, Mohan Port in China is already at a disadvantage compared with Mo Ding Port in Laos.
The industrial system has yet to be established.
Wu Bin mentioned Mohan Economic Development Zone, Mohan Border Trade Zone and Mohan Characteristic Logistics Park many times when briefing reporters. Although the staff introduced it in detail, the reporter could never understand the original intention of setting up the development zone.
Reporter: How was Mohan Port introduced when attracting investment?
Wu Bin: The external name is Mohan Economic Development Zone.
Reporter: How is the economic development zone positioned? What is the industrial orientation?
Wu Bin: This is the first time someone has asked this question. We really haven't thought about it.
Reporter: How much investment has it attracted since 1993?
Wu Bin: Basically, I don't understand.
In the interview, the reporter found that both the border trade zone and the Economic Development Zone have a strong desire for development, but they are not clear about the construction of the industrial system. According to the data, many products imported from Mohan Port and Ruili Port are not used by local enterprises, and most of the export products are not produced locally or in Yunnan, but from enterprises outside the province.
According to the reporter's understanding, in 1985, Dehong Prefecture of Yunnan Province opened to the outside world as a border trade zone and became the earliest border area in China. From 65438 to 0992, Ruili and Wan Ding became open cities along the border. In the same year, Ruili and Wan Ding border economic cooperation zones were established. In 2000, Ruili Gao Jie Border Trade Zone was established by "domestic customs clearance". Dehong Prefecture has become the frontier minority autonomous prefecture with the largest number of open cities and border economic cooperation zones in China.
However, the reporter did not see the prosperity of the local industrial economy when interviewing in Dehong Prefecture. Yang Shoulu, the research office of Dehong Prefecture Government, told this reporter that more than 80% of the export commodities in Dehong Prefecture are produced outside the province, and 80% of the imported commodities are sold outside the province.
Due to the embarrassing situation of border trade zones and economic cooperation zones, Ruili, Mohan, Hekou and other places in Yunnan Province all suggested that the state should raise the establishment of cross-border economic cooperation zones as a national strategy as soon as possible, set up cross-border economic cooperation zones at the national level to organize implementation and coordinate management institutions, and start negotiations on cross-border economic cooperation zones at the national level as soon as possible.
It is reported that the Yunnan provincial government reported the relevant report to the State Council in February 2009.
