It is unlikely to be completely eliminated, and regular clearing will have little effect on the guerrilla tactics of combining military and civilian in Hamas. Even if the transportation channel is blocked now, a new channel will appear sooner or later. To solve the problem fundamentally, Hamas should be isolated by international public opinion and lose its external supporters.
