At present, China's urban road traffic management is facing a severe situation: the rapid growth of various vehicles and the increase of urban travel volume bring about traffic demand far higher than the traffic supply provided by roads. Traffic management should not only be busy solving various traffic problems, but also combine urban planning and urban traffic planning to study traffic management countermeasures in advance from a strategic perspective, that is, to formulate traffic management plans and achieve long-term management. This paper analyzes the necessity of urban road traffic management planning, puts forward the contents, planning principles and processes that should be involved in traffic management planning, and finally probes into one of the contents of traffic management planning-road traffic organization planning from the perspective of traffic engineering.
