Public security organs are an important tool of people's democratic dictatorship. It has the functions of dictatorship and democracy. Therefore, under the new historical conditions, it is the development trend of the public security team and an important issue before the county-level public security organs to seriously solve the problem of regularization of the public security team. However, how to strengthen the regularization of the public security team, the author combines the work practice and achievements of Xinjiang Uygur Autonomous Region and Jingxian Public Security Bureau in recent years to strengthen the construction of the public security team and strengthen the standardized management of the team.

First, the regularization of the contingent should be placed under the strong leadership of the Party committee of "Party Affairs Leading Policing". First, according to the principle that public security work must always be under the leadership of the party, we should pay attention to "integration of all sectors" and pay close attention to the construction of grass-roots party organizations, so that the leadership of party committees and administrative management can form a joint force, and the advanced nature of the party is always reflected in public security work. Through measures such as "big study and discussion", signing the responsibility letter of party building and establishing the contact point of party building, we will strengthen the organizational construction of party committees and gradually form the pattern of "party affairs driving police affairs and party affairs driving teams".
