Double-click the header to enter the footer editing state. Move the cursor to the footer of the next page of the table of contents page and add the page number, as shown below.

At this point, the state is as follows. The footer on the next page of the table of contents page shows part 2, with page number 2.

In Design, uncheck Link to Previous Title.

Move the cursor to the footer of the next page of the table of contents page, that is, the position of 2, as shown in "Format Page Number" below.

Set as shown below, and the starting page number is set to 1.
