He is an expert in modern railway engineering in China and is known as the first chief railway engineer in China. In the 28th year of Guangxu (1902), the Qing government decided to build a new (Gaobeidian, Xincheng County, Hebei Province)-Yixian Railway. The main purpose of building this railway is to clear the room and go to the Qing Xiling to worship; In order not to miss Cixi's trip to the Qing Xiling in the second year, it was completed within half a year. The court appointed Zhan Tianyou as the chief engineer of the project.
Although this railway line had no civilian value at that time, it was the beginning of China people's self-taught railway, so Zhan Tianyou still attached great importance to it. It took only four months from survey to opening to traffic, two months ahead of schedule. Cixi was very happy to sit on this special train and specially summoned Zhan Tianyou.
In order to show Zhan Tianyou's contribution to road construction, Cixi gave Zhan Tianyou the jewels she carried with her. Zhan Tianyou only took a clock as a souvenir, and all the rest were given to the road builders.
