Based on the definition of higher vocational education, this paper clearly expounds the connotation, scope and content of higher vocational education. On this basis, combined with the research of some scholars, the author divides the development of higher vocational education into four historical stages. According to the characteristics of each stage, the author then describes the historical background of the development of higher vocational education. In addition, the author introduces and analyzes the present situation of higher vocational education, puts forward the problems existing in the development of higher vocational education, and analyzes and explains the reasons for the problems. Based on the above analysis, the author puts forward all-round strategies to further develop higher vocational education, with a view to providing some suggestions for the government, education departments and higher vocational and technical colleges.
