Thoughts on the construction of evaluation index system for land conservation and intensive use

Connecting with the present situation of land use in China, this paper discusses the grim situation faced by land resources in China, puts forward the significance and measures of saving and intensive land use, and preliminarily constructs the evaluation index system of saving and intensive land use.

1 theoretical basis of land conservation and intensive use

Economical and intensive land use, in general, is how to use land more effectively with the minimum land cost to meet the needs of social and economic development and environmental construction. The key to saving and intensive land use is the intensive management of land resources. Intensive land management means to invest more factors such as means of production in unit land area. The more relevant factors gathered in the same land area, the higher the intensive degree of land use. According to the production theory, a certain output corresponds to the input of related production factors. In the production process, a certain amount of variable elements such as labor capital are put into the land with fixed elements in proportion, and the maximum income is obtained at the lowest cost. Under certain technical conditions, if the variable elements are continuously put into the land, the marginal return of the land will first increase and then decrease, which is called marginal return decreasing.

As shown in the figure, MPP increases before point M, and gradually decreases to zero after point M and before point R. With the increase of variable factor input, the marginal cost of the original decline will increase, while the marginal income of the increase will decrease, until the two are just equal, the variable factor input combination is the best input combination, and the level before point T corresponds to the intensive margin of land management. In the current situation of extensive land use and low land use efficiency, it is a realistic choice to improve the intensity of land management and realize the sustainable use of land resources.

2 the status of land use in China

As of June, 2008, 65438+February, 3 1, the national cultivated land area was1825.74 million mu, a decrease of 290,000 mu over the previous year. There are 3 1 province in China, with 9.853 billion mu of agricultural land, 496 million mu of construction land and 39 1 1 100 million mu of unused land. Among the agricultural land, the cultivated land area is 65.438+0.82574 billion mu. Of the 5.482 million mu of new construction land in 2008, the construction occupied 4.668 million mu of agricultural land, including 2.874 million mu of cultivated land. In addition, 372,000 mu of cultivated land was damaged due to the disaster, and the existing 1 1.4 million mu of cultivated land was converted into ecological farmland. Due to the adjustment of agricultural structure, the cultivated land decreased by 374,000 mu, a total decrease of 3.734 million mu.

Although China has implemented the strictest farmland protection system, these data still show that the total amount of cultivated land in China is decreasing, the amount of cultivated land occupied by construction is increasing, and the land use situation in China is still very grim. The main problems are as follows:

(1) The intensive degree of land use is not high, and the problem of extensive use is more prominent.

Because the consciousness of saving land resources has not been established in the past, the bad habit of extensive land use has been formed for a long time, and land resources have been wasted in various regions to varying degrees, and precious land resources have not been fully, effectively and timely utilized.

(2) The land use structure is not reasonable enough, and the land waste is serious.

From the perspective of urban development, the scale of urban land in some areas has expanded too fast, the structure of urban land is unreasonable, and the construction of urban public facilities and public buildings has overemphasized the scale. In some areas, in addition to land for production and auxiliary facilities, non-productive land such as land for internal administrative office and living service facilities accounts for a large proportion.

(3) Some illegal phenomena seriously affect the economical and intensive use of land.

At present, some places unilaterally pursue economic development, new rural construction and leisure agriculture, regardless of? Three orders and five applications? And illegally occupying cultivated land without approval, building temporary buildings and permanent buildings. These behaviors have seriously affected the conservation and intensive use of land.

(4) The supervision mechanism is not perfect and the law enforcement is not strong.

In some areas, the responsibility mechanism and assessment mechanism for economical and intensive land use have not been established, the relevant supporting policies and measures are not perfect, and the follow-up supervision of construction land before, during and after approval is not enough. The investigation of idle land is not strong enough, and the investigation of all kinds of illegal land is not in place, which affects the actual effect of saving intensive land.

Therefore, at the present stage in our country, it is very necessary and significant to save and intensively use land.

3 Construction of evaluation index system for land conservation and intensive use

(1) The basic idea of designing the evaluation index system of land conservation and intensive use.

On the one hand, the evaluation index system of land conservation and intensive use should reflect the characteristics of land conservation and intensive use, on the other hand, it should reflect the characteristics of land use in different cities. * * * index system mainly includes two aspects:

First, the evaluation index system should correspond to the spatial scope of evaluation of land conservation and intensive use at different levels in different cities. Second, the evaluation index system conforms to the connotation of economical and intensive utilization.

(2) Design of evaluation index system for land conservation and intensive use.

① The construction of comprehensive evaluation index of land conservation and intensive use in a region mainly starts with two methods: land classification and regionalization. The evaluation index system of land conservation and intensive use is divided into agricultural land and construction land, and the evaluation index system of land conservation and intensive use is divided into urban and rural areas. Further down, the evaluation index system of agricultural land conservation and intensive use is divided into three categories: cultivated land evaluation index system, garden evaluation index system and forest land evaluation index system. The evaluation index system of economical and intensive use of construction land is divided into urban land evaluation index system, rural residential land evaluation index system and traffic land evaluation index system. As shown in Figure 2:

② Analyze and evaluate the intensive land use from three aspects: capital density, technology density and population density. The evaluation index system of regional economical and intensive land use takes the comprehensive economical and intensive land use of the whole region as the evaluation object, and focuses on the overall land use efficiency and potential from the aspects of regional overall land layout, land use structure, land development and utilization intensity, and land use rationality. For example, the evaluation factors can be determined by analyzing and comparing the influencing factors of land use degree in this area.

4 measures to save intensive land use

(1) Plan the land scientifically and strictly control the source.

It is necessary to change the functions and methods of land management, establish the concept of long-term development and utilization of land resources, do a good job in connecting the planning of cities, villages and market towns, integrate land resources and optimize the utilization structure. Strictly supervise the pre-examination of construction land project planning, and resolutely refuse to provide land for land projects that do not meet the national industrial policy, intensive land use standards and overall land use planning, so as to prevent land waste from the source.

(2) Actively implement the national regulations on land circulation and rationally allocate land resources.

On the basis of implementing the bidding, auction, listing and transfer system for business land, industrial land and two or more intentional land on the same parcel, we will actively explore the paid use of state organs' offices, transportation, energy, water conservancy and other infrastructure, urban infrastructure and various social undertakings. Other construction land strictly implements market allocation and paid use.

(3) Establish a strict supervision system and strengthen post-approval supervision of construction land.

In accordance with the relevant requirements of the "Industrial Project Construction Land Control Index (Trial)", the investment intensity, building floor area ratio, investment period and other indicators of construction projects should be strictly approved. At the same time, it is necessary to strictly control and approve the scale of various types of land. Strengthen the follow-up management of construction land after approval, implement follow-up management of all new land supply projects, and ensure the use of land in accordance with the relevant provisions of land management laws and regulations and the requirements stipulated in the land transfer contract.

(4) Raise the awareness of saving and intensive land use and establish a perfect incentive mechanism.

It is necessary to vigorously publicize and commend places, units and individuals that save and intensively use land, and give preferential treatment to land use policies; Expose places, units and individuals that waste land extensively, impose economic penalties, and even restrict their land use or recover land. For idle land, especially idle real estate land, value-added land price should be charged. At the same time, actively guide the development and utilization of unused land and abandoned land, and do everything possible to improve the utilization efficiency of rural construction land. Create an atmosphere of saving and intensive land use in the whole society, and gradually enhance the awareness of saving and intensive land use of the whole people.

Land is the blood of the country and the foundation of people's livelihood. Promoting economical and intensive land use is related to the overall coordination and sustainable development of China's economy and society. Therefore, we must change our ideas, intensively use every inch of land, fully support and guarantee development by promoting intensive land conservation, further play the role of land and resources management departments, and make new and greater contributions to promoting the harmony between development and protection in China and between people and land.
