Engineering Department: Provide technical consultation and on-site guidance for the contractor's tunnel construction safety management and emergency work, and be responsible for inspecting and urging the contractor to implement tunnel construction safety measures. Management contents 5. 1 risk identification and control 5.1kloc-0/The construction contractor shall set up a job safety analysis (JSA) team before the high-risk operation in each stage of tunnel construction, organize the high-risk job safety analysis in tunnel construction, and record and form the job safety analysis results. The members of the operation safety analysis team shall at least include: construction management personnel, technicians, mechanical operators, construction team leaders, key team members, project supervisors, site management personnel of the Engineering Department, site management personnel of the QHSE Department, etc. 5. 1.2 The construction contractor shall announce the results of job safety analysis (i.e. identified job safety risks, risk control measures and corresponding responsible persons) to the construction personnel, and ensure the implementation of the established risk control measures. 5. 1.3 The supervisor shall supervise and guide the JSA work of the construction contractor and the implementation of risk control measures. 5.2 Formulation of Emergency Plan 5.2. 1 Before construction, the construction contractor shall formulate an emergency plan for tunnel construction on the basis of risk identification, and report it to the supervisor, the on-site project department for review and the QHSE Department of the pipe network project team for approval. 5.2.2 The emergency plan prepared by each tunnel construction contractor shall conform to the emergency plan initiation and reporting process of the pipeline network project team. 5.3 tunnel safety management 5.3. 1 key points of tunnel management a) implementation of design excavation scheme; B) Smooth blasting control, advanced geological prediction and monitoring measurement, initial support (including secondary lining and inverted arch construction), subsequent progress, construction quality and geological conditions (whether it meets the design); C) Power consumption for construction, management of initiating explosive devices, emergency plans and drills, and emergency supplies and equipment support; D) Safe and civilized construction conditions in the tunnel and the implementation of the registration (flop) system for entering the tunnel; E) The safety management and supervision personnel of the construction contractor shall perform their duties and hold relevant certificates for special types of work. 5.3.2 Tunnel inspection requirements a) Tunnel safety inspection is mainly conducted by construction contractors, supplemented by supervision, guidance and management, and the owner's engineering department and QHSE department conduct random inspections on tunnel safety from time to time; B) The project manager of the construction contractor shall participate in tunnel safety inspection at least once a month, and the full-time safety officer shall organize each team to conduct safety inspection at least once a day. Inspectors should make inspection records for each inspection, put forward rectification measures for the problems found, and fill in the Safety Inspection Record Form for follow-up inspection; C) Full-time safety officers of tunnel construction contractors should strictly perform safety inspection responsibilities and strengthen daily inspection of key (difficult) risk sections of tunnel safety; D) The construction supervisor shall supervise and guide the work on the construction site and the safety inspection of the construction contractor every day.
