Combine strategic nuclear missile forces with strategic nuclear submarine forces to form a strategic counterattack force.

Cancel the big military region. The frontline troops will fully implement the volunteer system.

The North Sea Fleet of the Navy was reorganized into the North Fleet, the East China Sea Fleet into the Pacific Fleet, and the South China Sea Fleet into the Indian Ocean Fleet.
