The paper itself should contain enough details so that others can understand how to copy it. Sharing code can make it easy for others to copy, but if the author of the paper doesn't want to share it, he needs to provide more details in the method part so that readers can copy it themselves. Deciding whether to share code is the freedom of researchers, and others have no right to interfere.
Up to now, a considerable number of high-quality research in the industry has not been copied, which has more or less affected the follow-up research work. However, due to the different nature of various studies, such problems need to be viewed from multiple dimensions. For example, the algorithm of a theoretical paper may not be the core, or because the data used in the research involves ownership issues, the code cannot be made public, which hinders the reproducibility.
