Development Prospect of Agricultural Products Import Trade in China since China's Entry into WTO
The development prospect of China's agricultural import trade after China's entry into WTO.

Expanding the export of agricultural products and vigorously developing export-oriented agriculture are the realistic needs for agriculture to actively respond to economic globalization and actively participate in international competition under the new situation, and are also the objective requirements for further broadening farmers' income channels and promoting agricultural modernization. In recent years, all provinces, municipalities directly under the Central Government and autonomous regions have conscientiously implemented the spirit of the 16th National Congress, focused on the goal of building a well-off society in an all-round way, combined with local conditions, seized opportunities, pioneered and innovated, and made active explorations in strengthening policy guidance and sales promotion methods, and achieved initial results, which played an important role in promoting the international development of local agriculture. The main practices in various places can be summarized as follows:

First, strengthen financial support.

According to preliminary statistics, as of June 5438+ 10, 2004, the provinces near14 include Henan, Jiangsu, Zhejiang, Shandong, Shaanxi, Hubei, Heilongjiang, Fujian and Liaoning. Every year, special funds for promoting the export of agricultural products are arranged for the construction of agricultural product export bases, discount on project loans and incentives for agricultural product export enterprises, so as to comprehensively improve the quality of agricultural products and promote the export of agricultural products. In order to ensure the effective implementation of the fruit promotion policy, Shaanxi has set up a special fund for fruit development and promotion. The quarantine fee for exported fruits is halved, and the road and bridge tolls are exempted for fruit carrying vehicles. Only these two items, the provincial finance transfers subsidies of more than 30 million yuan every year; At the same time, give guidance and appropriate financial support to trade promotion activities held by enterprises to explore the international market, such as promotion meetings, trade fairs, trade fairs and market surveys. The annual subsidy from the provincial finance alone has exceeded 10 million yuan. Shandong Province, which is the largest exporter of agricultural products in China, spends 50 million yuan every year to support leading industrialized enterprises earning foreign exchange through export to improve their international competitiveness, 20 million yuan to establish and improve the quality standard system of agricultural products, and 5 million yuan to implement the "Green Card Action Plan for Agricultural Products Export", aiming at eliminating export obstacles such as fruit thinning, poultry meat and drug residues. Taking good agricultural management practices as the main content, we will further expand the export of advantageous agricultural products such as vegetables and fruits. Heilongjiang will increase the support funds for export-oriented agricultural leading enterprises from 50 million yuan to 654.38+0 billion yuan. Since 2004, the provincial finance has allocated 30 million yuan for foreign trade development in the budget, which will be used for subsidies for international standard certification of enterprise products, credit insurance premiums of enterprises and subsidies for the construction of export bases. At the beginning of 2003, Jiangsu Province issued the Opinions on Implementing the Development of Export-oriented Agriculture, which defined the objectives and tasks of the development of export-oriented agriculture, established and improved the trade promotion mechanism, and specially set up an export-oriented agricultural development fund. In 2003 and 2004, the finance of Jiangsu Province allocated 20 million yuan of special funds every year to subsidize enterprises with an annual export of more than 2 million US dollars, help enterprises to promote overseas and improve the infrastructure of export bases. In 2002, Zhejiang Province set up a special fund for agricultural "going out" strategy to implement special subsidies for agricultural "going out", "market diversification", "winning by quality" and "two evils and one guarantee".

Second, create a good trade environment.

Liaoning Province has formulated and implemented a series of preferential policies to encourage the development of export-oriented agriculture, such as requiring governments at all levels in the province to establish a special guiding fund for the development of export-oriented agriculture, introducing foreign excellent varieties and production technical standards, establishing a demonstration base for export production of agricultural products, and supporting agricultural industrialization to operate export enterprises. Provincial special funds are mainly used for export-oriented agricultural demonstration projects and to guide the construction of export-oriented agricultural projects by means of awards instead of subsidies. In order to promote fruit trade, since 1998, Shaanxi provincial government has implemented a series of policies and measures to improve the trade environment. First, improve the market system. More than 100 wholesale markets of fruit producing areas have been established in concentrated apple producing areas, and more than 300 direct selling windows have been set up in large and medium-sized cities in more than 20 provinces, municipalities and autonomous regions and countries such as Vietnam, Russia, Thailand and Singapore, providing convenient trading places for producers and sellers; The second is to establish an information service system. Open the fruit industry information network, connect the provincial fruit industry information center with the fruit base counties and key villages, timely convey the supply and demand situation and price of the fruit market to fruit farmers, and at the same time use television, radio, printed matter and other forms to convey information to fruit farmers; Third, the policy of "Green Passage for Fruits" was implemented in the whole province. In line with the principle of optimizing the environment for fruit transportation and marketing, detailed provisions were made on the collection of fruit quarantine fees, exemption and free road and bridge traffic, vehicle overload, traffic accident handling, and standardized services of industry departments, and they were constantly improved to ensure the smooth flow of green passages. The fourth is to implement the policy of protecting products from the origin of apples. Shaanxi provincial government applied to AQSIQ and obtained approval to protect Shaanxi apple producing areas and product identification, which laid a foundation for establishing image and building brands. In seven cities and 12 counties (cities, districts) with a large export volume of agricultural products, Shandong Province organized and implemented the "Green Card Action Plan for Exporting Agricultural Products in Shandong Province", conducted "Good Agricultural Practices" experiments on 12 dominant crops, and worked out various GAP schemes to ensure the quality and safety of exported agricultural products from the source by standardizing production behavior. Hubei takes advantage of the advantages of this province to build an agricultural product logistics center, encourages and supports multiple subjects to participate in circulation, and actively develops agricultural product circulation economic subjects such as farmers' companies, purchase and sale consortia, and cultivates various agricultural product circulation specialized households in accordance with the principle of civil, private and private office assistance; Promote community cooperative economic organizations to engage in marketing and do everything possible to invigorate the circulation of agricultural products; Guide all kinds of business entities to actively explore the market and make full use of modern marketing methods and means such as chain supermarket operation, distribution and sales, and online trading. To promote the direct connection between production and sales; For owners engaged in agricultural product marketing, the variety of business is not restricted; Foreign businessmen are exempt from all taxes and fees when buying agricultural products in the producing areas and markets; For those who enter the market to sell their own agricultural products, the management fee charged by the industrial and commercial departments shall not exceed 1.2%. Open up a "green channel" for agricultural products. Vehicles carrying fresh agricultural products produced in this province and agricultural products with green food certificates will be reduced by one toll level (by 40%) with the "Green Passage Pass". For the state-owned grain purchase and sale enterprises in this province, vehicles selling grain at appropriate prices, large-scale combine harvesters operating across regions, and vehicles transporting agricultural materials such as pesticides, agricultural films and fertilizers, they can pass free of charge at the approved time and sections with valid certificates. Zhejiang actively encourages agricultural export enterprises to apply for trademark registration, health registration and quality certification of special products in exporting countries or regions to build brands; For enterprises that have obtained the registered trademarks and product certification of importing countries or regions, according to the export scale, 50% of the registration and certification fee will be given to SMEs for international market development funds or provincial foreign trade development funds subsidies; If the annual export volume of brand products and newly developed products supported by the provincial foreign trade and economic cooperation department and the provincial agriculture department exceeds 1 10,000 US dollars, the main person in charge of the enterprise will be given a one-time reward.

Three, the construction of agricultural products export base with regional characteristics and competitive advantages.

It is a consistent practice for a big agricultural export province to introduce all kinds of capital, vigorously adjust and optimize the agricultural regional layout, build a superior agricultural product industrial belt with high quality, high yield, high efficiency, ecology and safety, develop local characteristic products, and build and develop export-oriented agricultural product production and processing bases to provide basic conditions and guarantees for expanding agricultural product exports. Heilongjiang, Fujian, Yunnan, Guangxi and other provinces and regions make use of geographical and port advantages to vigorously develop specialized production and processing bases for agricultural products and carry out counterpart production and processing. Zhejiang province stipulates that governments at all levels should give support to export enterprises, including agricultural, forestry, animal husbandry and fishery products and processed products, establish a relatively fixed agricultural raw material production base with a certain scale, sign "orders" with farmers, and implement standardized production; Zhejiang, Jiangsu, Hunan and other provincial governments and relevant departments pay attention to introducing all kinds of capital, adjusting and optimizing the regional layout of agriculture, building superior agricultural products industrial belts with high quality, high yield, high efficiency, ecology and safety, developing products with local characteristics, establishing and developing a number of agricultural products export bases with reasonable layout, local characteristics and competitiveness, and providing basic conditions and guarantees for expanding agricultural products exports. It is stipulated that agricultural products export enterprises should set up seedlings, technical guidance, standardized production facilities and products in production bases. In recent years, when arranging special funds to support the construction of agricultural products bases with distinctive advantages and agricultural industrialization, all qualified production bases and projects should be given priority in the support of comprehensive agricultural development and given financial support. Jiangsu Province alone has arranged nearly 200 construction projects of export-oriented agricultural production bases, and built 220,000 hectares of export-oriented agricultural production bases. The Hubei Provincial Party Committee and the provincial government actively promote the regional centralized and large-scale development of export agricultural products. In 2003, when the province's industrial development plan was formulated, the export superior products and characteristic products were included in the plan, forming a regional layout plan with nine advantageous industries and nine characteristic product bases as the construction content. The province has implemented the "Promotion Plan for Earning Foreign Exchange by Exporting Agricultural Products", focusing on the production and processing of export products with comparative advantages, such as high-quality rice and livestock and poultry products, which has made considerable progress in the export of agricultural and sideline products. Shandong Province has built more than 270 agricultural products export bases, accounting for more than 60% of the province's total export volume.

Four, cultivate leading enterprises of agricultural products export

All localities will take strengthening the main force of agricultural products export as the focus of strengthening the development of export-oriented agriculture, vigorously promote agricultural industrialization, focus on cultivating a number of export-oriented agricultural leading enterprises with large scale, new mechanism, high technical level, strong competitiveness and wide radiation, make breakthroughs in developing agricultural products processing industry, and encourage enterprises to actively introduce new technologies, new varieties, new processes and new equipment to improve the comprehensive quality of agriculture and the ability to earn foreign exchange through export. Based on the adjustment of industrial structure and regional characteristics, Fujian has formulated the development plan of establishing ten major agricultural products export systems and 15 export products, focusing on cultivating 100 leading agricultural products export enterprises, fully implementing agricultural standards in the fields of production, processing and circulation, and ensuring that agricultural products are basically harmless within five years. At present, the number of leading enterprises in national and provincial industrialization in Fujian Province is outstanding; The number of products that have obtained the right to use green food marks ranks in the forefront of the country. Hubei pays special attention to the safe production of featured agricultural products, vigorously develops green food and organic food brands, builds a number of green food and organic food processing enterprises that meet international standards, integrates existing agricultural product quality inspection and testing institutions, sets up an upgraded agricultural product quality inspection and testing center, and strengthens the monitoring and testing of listed agricultural products. In addition, the Hubei Provincial Department of Agriculture also published the Collection of Laws and Regulations on Animal-derived Food Safety Monitoring in Hubei Province, which was distributed to enterprises.

V. Holding international agricultural trade activities and investment promotion conferences

Taking the development of exhibition economy as a means, some international agricultural products exhibitions, expositions, promotion conferences and other international economic and trade activities have been held in various places to encourage and help export enterprises to participate in various exhibitions. Since 2002, Jiangsu Province has been appointed by the provincial government to take the lead in hosting the annual Jiangsu International Agricultural Cooperation Expo. In 2002 and 2003 alone, it attracted more than 65,438+0,000 overseas guests from more than 40 countries and regions. Shandong regularly holds Yantai Food Expo, Shouguang Vegetable International Expo and Lutai Agricultural Cooperation Forum every year, with good results. Fujian used the Xiamen "98" CIFIT, Zhangzhou Flower Expo, Fujian Maritime Fair, Anxi Tea Expo and other exhibitions to build a platform for agricultural economic and trade cooperation with Taiwan to attract Taiwanese businessmen, Taiwan compatriots and overseas Chinese. Hubei combines the National Agricultural Expo, Hubei Agricultural Products Export Fair and Hubei-Korea Economic and Trade Fair to enhance the popularity of agricultural products by organizing exhibitions and hiring the head of Hubei Association as overseas consultants. Shaanxi Province has organized apple enterprises to hold Shaanxi Apple Promotion Conference in Russia, held Sino-Thai Fruit Entrepreneur Roundtable in Thailand and xi 'an, visited Europe and America, held press conferences, fruit promotion conferences, exhibition fairs, entrepreneur roundtables and other trade promotion activities, which effectively improved the popularity of Shaanxi apples and successfully opened international markets in Europe, North America, Russia and Southeast Asia.

Intransitive verbs support overseas promotion of agricultural products.

Governments at all levels in Jiangsu and Zhejiang have formulated corresponding policies to encourage agricultural export enterprises to participate in overseas exhibitions. The financial arrangements of the two provinces are special funds for organizing enterprises to participate in the exhibition and subsidies for booth fees. In 2003 and 2004, Jiangsu Province organized agricultural export enterprises to participate in two overseas promotion activities in Italy and Britain, with more than 80 exhibitors, with an exhibition area of nearly 800 square meters, and reached more than 70 cooperation intentions. In 2005, Jiangsu will continue to carry out overseas agricultural extension activities in France and South America. In 2003, Guangxi organized nearly 20 enterprises to hold the "First Southeast Asia Agricultural Expo" in Hanoi, and signed sales agreements with Vietnamese merchants on agricultural products such as seeds and seedlings, crops, frozen food, beverages and fruits, amounting to more than 70 million yuan. In the past two years, Hubei Province has organized more than 20 enterprises to explore markets in Europe, Japan, South Korea and Southeast Asia, newly developed more than 30 overseas merchants, and signed agricultural products trade agreements of more than 70 million US dollars. In recent years, Chongqing successfully held the "Chongqing Agricultural Food (Seoul) Exhibition Fair", organized enterprises to participate in the "Russia-Agricultural Ross Global Agricultural Expo", and reached sales agreements with foreign enterprises for a series of foods such as frozen pork of more than 8 million US dollars.

Seven, to carry out foreign market research.

Government departments at all levels have gradually realized that market research is an effective way to determine the target market and promote agricultural trade. They have organized some market research activities at home and abroad to study and analyze the production, sales and market dynamics of foreign agricultural products, and conduct market segmentation to provide a basis for producers and operators to determine the target market.

Provide financial support and services for the export of agricultural products.

The finance department of Liaoning Province gives priority to providing discount preferential loans and general loans for leading agricultural products and export enterprises. Zhejiang agricultural products export enterprises have priority to enjoy the national tax policy of "exemption, credit and refund", which stipulates that from 2003, all kinds of agricultural products export enterprises with their own export scale of more than $6.5438+0 million will be given priority in the export tax rebate indicators issued by the Provincial State Taxation Bureau; Any enterprise that has obtained the tax refund certificate from the national tax department and has handled the loan entrusted by the export tax refund account in the bank shall be given a certain loan discount by the finance at the same level; For agricultural export enterprises that actively set up agricultural export bases and have good credit standing, financial institutions at all levels comprehensively use various means such as export credit, packaged loans, export tax rebate account custody loans, export credit insurance, etc. to meet their capital needs in time and provide comprehensive financial services such as financing, settlement and information consultation. For the reasonable capital demand of enterprises to purchase export agricultural products, priority is allowed to be given to export "orders" or export letters of credit and other credit support; For agricultural export enterprises with good operating conditions, large capital demand and strong seasonality of raw material procurement, the financial department should implement effective measures and methods to solve loans; Encourage the development of rural credit guarantee institutions to create a good financing environment for agricultural export enterprises. Hubei Provincial Department of Agriculture organized eight bank-enterprise docking activities to help more than 20 key agricultural products export enterprises solve the difficulties in purchasing agricultural products for export. The Ministry of Foreign Trade and Finance implements a tax rebate policy consistent with the statutory tax rebate rate for the export of agricultural products. For agricultural products whose export tax rebate has not yet reached the statutory tax rebate rate, the export tax rebate rate shall be given priority; The expenses incurred by an enterprise in researching new products, technologies and processes shall be deducted before paying enterprise income tax; If the technology and equipment imported by agricultural products processing enterprises conform to the relevant state tax policies, they shall be exempted from customs duties and import value-added tax; Key processing enterprises engaged in aquaculture and primary processing of agricultural products shall be exempted from enterprise income tax for three years.
