Villagers' autonomy is an autonomous activity under the leadership of the Party, and the village committee must work under the leadership of the Party branch, which is an important principle that we must always adhere to when dealing with the relationship between the Party branch and the village committee. Some comrades have a one-sided understanding of the core leadership role of the village party branch. It is believed that the core role of the leadership of the party branch is to grasp the party building and manage the party affairs, and other authorities belong to the village Committee. Comrades who hold this view, although they admit that the Party branch is the core of leadership in principle, not only do not accept the leadership of the Party branch in specific work, but also compete with the Party branch for power and profit. This view and practice of affirming the core role of the party branch on the surface and denying the core role of the party branch in essence is also wrong and must be corrected and overcome. Party branch is the leading core of all kinds of organizations and work in rural areas, and its role is not limited to grasping party building and managing party affairs, let alone an empty slogan, but must reflect the party's all-round leadership over rural work. When dealing with the relationship between the Party branch and the village committee, this principle should be unwavering. Some comrades believe that the village party branch is the core of leadership, which is to manage all affairs in the village. This view ignores and denies the role of village committees, fails to see the important role of village committees in promoting the construction of rural grassroots democratic politics, promoting rural economic development and social stability, regards the party as a substitute for politics, and understands the party's leadership over rural work as that the party branch has the final say on all affairs in the village, regardless of details, and then takes over the work of village committees. This view and understanding has reached the other extreme of the problem, which is also wrong and needs to be overcome and corrected.
2. Clear the functional relationship between the leader and the led. The work of the Party branch and the village committee is an organic whole. The party's leadership and villagers' autonomy are highly unified in the interests of the people. Only by upholding the party's leadership can villagers' autonomy be carried out smoothly. First of all, as the leader of the development of various undertakings in the village, the party branch secretary should always grasp the overall situation, observe and judge the situation, and correctly handle problems. It is necessary to take the lead in implementing the Regulations on the Work of Rural Grassroots Party Organizations and the Organic Law of Villagers' Committees, attach importance to the opinions and suggestions of village committee directors, let them boldly carry out their work, and support and ensure that village committee directors give full play to their roles. We should take the lead in studying policies, strive to master the knowledge of relevant laws and regulations, economic work and related business knowledge, often study the development of various work in the village, firmly grasp the initiative of leadership work, and give effective guidance and help to the work of village Committee directors. Taking the lead in learning scientific working methods and art of leadership, we should not only give full play to the leading core role of the Party branch in dealing with major events and important matters in the village, but also prevent the village committee directors from replacing the directors according to the division of responsibilities, so that the enthusiasm of the village committee directors can be effectively brought into play.
Secondly, in organizing the work of the village committee, the director of the village committee should firmly establish the idea of playing chess in the whole village, constantly strengthen the concept of the overall situation and consciously uphold the party's leadership over rural reform and development. Only in this way can we unite and lead farmers to create a new situation in the work of the whole village.
