Pollution control of urban water system involves a wide range, involving not only residents, but also the interests of outsiders, military systems, ethnic minorities and rights holders. Therefore, the water conservancy department alone can't solve the problem, and even if the environmental protection department is added, the strength is still weak. It needs the strong support of the municipal government, which also needs the support of the central government. Without strong government support, many compulsory measures will be difficult to be effective.

(3) Pollution control needs legal system.

Laws and regulations are the yardstick that people abide by. Local laws and regulations should be formulated to protect the urban water environment, so that the water system management department can follow the law and administer according to law, so that some things will be easier.
