The following is the full text of the central document: Provisional Regulations on Self-taught Higher Education Examination (1promulgated by the State Council on March 3, 1988) Chapter I General Provisions Article 1 In order to establish the self-taught higher education examination system and improve the higher education system, these Regulations are formulated in accordance with Article 19 of the Constitution, which "encourages self-taught talents". Article 2 The "self-study examination for higher education" as mentioned in these Regulations is a national examination for higher education which focuses on the academic qualifications of self-learners. It is a form of higher education that combines individual self-study, social assistance and national examination. The task of higher education self-study examination is to promote a wide range of individual self-study and social assistance activities through national examinations, promote on-the-job professional education and continuing education after university, cultivate and select professionals with both ability and political integrity, improve the ideological and moral, scientific and cultural quality of the whole nation, and meet the needs of socialist modernization. Article 3 China people and citizens of China, regardless of sex, age, nationality, race and education level, can take the self-study examination for higher education in accordance with the provisions of these Regulations. Article 4 The self-study examination of higher education should take education as the fundamental direction, pay attention to social benefits and ensure the quality of talents. According to the needs of economic construction and social development, the scientific prediction of talent demand and the realistic possibility of opening examination conditions, the examination specialty is set up. Article 5 The academic level of the self-study examination for higher education, such as specialties (basic subjects) and undergraduate courses, shall be consistent with the academic level requirements of ordinary institutions of higher learning. Chapter II Examination Institutions Article 6 The National Higher Education Self-taught Examination Steering Committee (hereinafter referred to as the "National Examination Committee") is responsible for the national higher education self-taught examination under the leadership of the State Education Commission. The National Examination Committee is composed of the heads of the education, planning, finance, labor and personnel departments of the State Council, the heads of the army and relevant people's organizations, and the presidents, experts and scholars of some colleges and universities. The duties of the National Examination Committee are: (1) to formulate specific policies and business norms for the self-study examination of higher education according to the national education policy and relevant policies and regulations; (two) to guide and coordinate the work of higher education self-study examination in all provinces, autonomous regions and municipalities directly under the central government; (three) to formulate plans for the establishment of higher education self-study examinations, and to examine and approve or entrust the relevant higher education self-study examination institutions of provinces, autonomous regions and municipalities directly under the Central Government to examine and approve the establishment of examinations; (four) to formulate and review the professional examination plan and curriculum self-study examination outline of higher education self-study examination; (five) according to these regulations, to review the effectiveness of the higher education self-study examination; (six) the organization of higher education self-study examination research work. The State Education Commission has set up a self-study examination management institution for higher education, which is also the daily office of the National Examination Commission. Article 7 The National Examination Committee shall, according to the needs of the work, set up a number of professional committees, which shall be responsible for drafting the professional examination plan and syllabus for self-study courses, organizing the compilation and recommendation of higher education textbooks suitable for self-study, and providing professional guidance and quality evaluation for the professional examination work. Eighth provinces, autonomous regions and municipalities directly under the central government (hereinafter referred to as the provincial examination committee) under the leadership of the people's governments of provinces, autonomous regions and municipalities directly under the central government, under the guidance of the National Examination Committee to carry out its work. The composition of the provincial examination committee shall be determined with reference to the composition of the national examination committee. The responsibilities of the Provincial Examination Committee are: (1) to implement the principles, policies, regulations and business norms of the higher education self-study examination; (two) under the guidance of the planning and principles of the National Examination Committee on the examination, combined with local conditions, formulate the examination plan and designate the examiner school; (three) to organize the examination of professional examinations in the region; (four) to be responsible for the examination management of candidates in the region, and to issue single-subject certificates and graduation certificates; (five) to guide the social assistance activities in this area; (six) according to the entrustment of the State Education Commission, to check the teaching quality of adult colleges and universities approved to run schools and enroll students. The administrative departments of education of provinces, autonomous regions and municipalities directly under the Central Government shall set up management institutions for higher education self-study examinations, which shall serve as the daily offices of provincial examination committees. Article 9 Under the leadership of the regional administrative department or the municipal (regional) people's government, the working committees for self-study examination of higher education in cities divided into districts (hereinafter referred to as "regions") and municipalities directly under the Central Government shall carry out their work under the guidance of the provincial examination committee. The responsibilities of the Municipal Examination Committee are: (1) to be responsible for the organization of self-study examinations for higher education in the region; (two) to guide the social assistance activities in this area; (three) to be responsible for organizing the ideological and moral appraisal of graduates of higher education self-study exams in the region. The daily work of the Municipal Examination Committee is the responsibility of the local education administrative department. Article 10 The examiners' schools are full-time ordinary colleges and universities with strong professional teachers selected by the provincial examination committee. Examiners accept the leadership of the provincial examination committee in the self-study examination of higher education, participate in the proposition and marking, take charge of the examination of practical learning, countersign the graduation certificate, and handle other related work assigned by the provincial examination committee. The examiner's school should set up a higher education self-study examination office, and be equipped with full-time staff according to the task. The required preparation should be included in the total number of schools and solved by the school authorities. Chapter III Examining Majors Article 11 The provincial examination committee shall organize relevant departments and experts to demonstrate the establishment of new majors in higher education self-study examination, and submit an application to the national examination committee for approval. Twelfth cross-provincial cooperation can be implemented to open new majors. Thirteenth to start a new major, the following conditions must be met: (1) a sound working organization, necessary full-time staff and funds; (two) there are schools that meet the requirements of article tenth of these regulations; (3) Having a professional examination plan; (four) to ensure the necessary conditions for the assessment practice. Fourteenth newly recognized academic qualifications should generally be selected and determined in the existing professional catalogue of ordinary colleges and universities. Fifteenth ministries and commissions, directly affiliated institutions and the military system in the State Council require to apply for the majors required by this system, and may entrust the provincial examination committee to organize or be coordinated by the National Examination Committee. Article 16 The National Examination Committee conducts centralized professional examination and approval once a year. The Provincial Examination Committee shall submit the application materials to the National Examination Committee before the end of June each year, and those who fail to submit them within the time limit shall be postponed to the next year to re-apply. In the third quarter of that year, the National Examination Committee issued the examination and approval results. Any major that has been approved to start the examination can apply for the examination in the following year, and the professional name and professional examination plan will be announced to the public half a year before the initial examination. Chapter IV Examination Methods Article 17 The examination questions for higher education self-study are arranged by the National Examination Committee as a whole, adopting three ways: national unified proposition, regional proposition and provincial proposition respectively. Gradually establish a question bank and realize the necessary proposition standardization. Test questions (including sub-questions), reference answers and grading standards are all top secret information before they are activated. Eighteenth professional examination plan, college (basic course) is generally three to four years, undergraduate course is generally four to five years. Nineteenth in accordance with the requirements of the professional examination plan, each course will be given a one-time examination. Those who pass the course examination will be issued with a certificate of single subject, and credits will be calculated according to the regulations. Those who fail can take the next exam of this course. Twentieth candidates can voluntarily choose the examination major within the scope of the local specialty to be opened, except for the major that imposes necessary occupational restrictions on candidates according to professional requirements. Advocate on-the-job personnel to choose examination majors according to the principle of consistency between study and application. Students in full-time schools of all levels and types are not allowed to apply. Twenty-first applicants should go through the registration formalities at the unit designated by the provincial examination committee or the local examination committee according to the relevant regulations of the region. Twenty-second people who have obtained postgraduate, undergraduate or junior college degrees in institutions of higher learning may be exempted from taking some courses in accordance with relevant regulations. Twenty-third higher education self-study examination is located in the municipal districts of regions, cities and municipalities directly under the central government. Conditional city examination committee approved by the provincial examination committee can set up an examination room in the county, directly led by the city examination committee. Chapter V Examination Management Article 24 After the candidates of higher education self-study examination have obtained the certificate of single subject of a certain course, the provincial examination committee shall establish examination management files for them. Candidates who need to transfer to a region or major to take the exam due to household registration transfer or job change shall go through the relevant formalities according to the Examination Management Law. Article 25 An applicant for the self-study examination of higher education may obtain a diploma if he meets the following conditions: (1) He has completed all the courses specified in the professional examination plan and obtained qualified results; (two) to complete the prescribed graduation thesis (design) or other teaching practice tasks; (3) Having passed the ideological and moral examination. Those who have obtained the diploma of junior college (basic course) or undergraduate course are recognized by the state. Twenty-sixth graduates of higher education self-study examination who meet the requirements of corresponding degrees shall be awarded corresponding degrees by examiners with the right to award degrees in accordance with the provisions of the Regulations on Academic Degrees in People's Republic of China (PRC). Twenty-seventh higher education self-study exam candidates graduation time, for each year in June and1February. Chapter VI Social Aid Article 28 The State encourages enterprises, institutions and other social forces to carry out aid activities in the form of television, radio, correspondence and face-to-face lectures according to the requirements of the examination plan and examination outline for higher education self-study examinations. Twenty-ninth various forms of social assistance activities shall be subject to the guidance of higher education self-study examination institutions and the management of education administrative departments. Thirtieth higher education self-study exam guidance materials shall be published in accordance with the relevant provisions of the state. Chapter VII Use and Treatment of Graduates Article 31 On-the-job personnel who have obtained the diploma of college (basic course) or undergraduate course in higher education self-study examination shall be adjusted by their units or higher authorities according to the needs of their work, in line with the principle of applying what they have learned and giving full play to their strengths; Non-on-the-job personnel (including farmers) shall be selected and hired in a planned way by the labor and personnel departments of all provinces, autonomous regions and municipalities directly under the Central Government according to the needs within the scope of the number of personnel compiled and supplemented. Thirty-second higher education self-study examination diploma winner's salary: after being hired, the non-working personnel are the same as the graduates of ordinary colleges and universities; If the salary of on-the-job personnel is lower than that of similar graduates of ordinary colleges and universities, it shall be implemented according to the salary standard of similar graduates of ordinary colleges and universities from the date of obtaining the graduation certificate. Chapter VIII Examination Funds Article 33 The funds needed for the self-study examination of higher education at or above the county level shall be included in the education funds according to the current financial management system. Local people's governments at all levels should make proper arrangements and guarantee them. Thirty-fourth business departments and military systems must provide examination subsidies to higher education self-study examination institutions when they conduct examinations for majors required by their own departments and systems. Thirty-fifth higher education self-study examination registration fee shall be used for higher education self-study examination work, and shall not be used for other purposes. Chapter IX Awards and Penalties Article 36 Individuals or units under any of the following circumstances may be awarded by the National Examination Committee or the Provincial Examination Committee: (1) Those who have achieved particularly excellent results or outstanding deeds in taking the self-study examination for higher education; (two) engaged in the work of higher education self-study examination, and made significant contributions; (three) engaged in the social assistance work of higher education self-study examination, and achieved remarkable results. Thirty-seventh higher education self-study exam candidates have cheating behaviors such as entrainment, transmission, plagiarism, marking, taking the exam on behalf of others, and other behaviors that violate the exam rules. The Provincial Examination Committee will give a warning, cancel the examination results and suspend the examination for one to three years depending on the seriousness of the case. Article 38 If the staff of the self-study examination for higher education and the organizers who take part in the examination commit any of the following acts, the provincial examination committee or the unit to which they belong shall cancel the qualification of the examination staff or give them administrative sanctions: (1) altering the examination papers, examination results and other examination files of candidates; (2) The applicant practises fraud in the certification materials; (3) conniving at others to commit fraud in Items (1) and (2) of this article. Article 39 If an individual commits one of the following acts that undermine the work of the self-study examination for higher education, the public security organ or the judicial organ shall investigate his legal responsibility according to law: (1) stealing or disclosing examination questions and other relevant confidential information; (2) disturbing the order of the examination room and refusing to listen to dissuasion; (three) the use of authority, if the circumstances are serious. Chapter X Supplementary Provisions Article 40 The State Education Commission shall formulate detailed rules for implementation in accordance with these Regulations. The people's governments of provinces, autonomous regions and municipalities directly under the Central Government may formulate specific implementation measures in accordance with these Regulations and the detailed implementation rules formulated by the State Education Commission. Article 41 The State Education Commission shall be responsible for the interpretation of these Regulations. Article 42 These Regulations shall come into force as of the date of promulgation. 198113 "the State Council approved the report of the Ministry of Education on the pilot measures for higher education self-study examination" and1983 May 3 "the State Council approved the request of the Ministry of Education and other departments on the establishment of the national higher education self-study examination steering committee" shall be abolished at the same time.
