China officially joined the World Trade Organization on February 30th, 2006. The rules system of WTO requires all member governments to fully adapt and strictly abide by it, but the existing government system in China is far from meeting this requirement. In addition, a country's accession to the WTO does not mean that its economy can automatically benefit from WTO rules. The government must carry out its own reform as soon as possible, and through the reform, the government behavior and its economy will be brought into the WTO rules system to the maximum extent. The key to government reform is system reform. The government should focus on the organizational structure, function transformation and allocation, power division, operation mechanism, employment mechanism and power supervision. The government should effectively organize the forces of the whole society to calmly deal with the opportunities and challenges brought by WTO, and governments at all levels should speed up the reform, realize the comprehensive innovation of the government system, and build a modern government system that meets the requirements of WTO rules. Joining the WTO itself is both an opportunity and a challenge for the China government. The practice over the past few months shows that China's accession to the WTO not only enhances the international status of the China government and enables China to play a more important role in international politics, economy and other fields, but also promotes the comprehensive reform process in China, including the reform of government system. The achievements of government system reform will inevitably have a realistic and far-reaching impact on political system reform and economic system reform. However, the challenge is inevitable and severe. Although our government began to adjust and reform the government system at the stage of China's entry into WTO, the breadth, depth and speed of the reform are not enough so far. There are still many problems to be solved urgently in China's government system, such as the organizational structure, management functions and operating mechanism of the government are far from the WTO rules, the relationship between the central government and governments at all levels is not smooth, the government institutions are unscientific, the government departments are bloated and overburdened, the quality of government officials is generally not high, the employment mechanism is unscientific, and the power is corrupt. In order to solve the above problems, our government should still focus on the following aspects: first, the premise of completely changing the administrative concept system innovation is concept innovation. To reform the government system based on the planned economy system, we must first completely update the administrative concept and promote the modernization of the government system through the modernization of the administrative concept. To this end, we must establish and strengthen the following concepts: 1, the concept of rule of law of administration according to law. The legalization of government management of state and social affairs is an important symbol of modern civilized society and an objective requirement of the law of social development. Governments at all levels can no longer rely on individual will in administrative management, but only on the law. The operating environment of WTO rules is market economy, and the purpose and goal of WTO is trade liberalization. Formulating market rules and maintaining market order The government must, through the exercise of its own administrative power and the performance of its functions, formulate various laws and regulations, standardize all market subjects and market behaviors, maintain market contractual relations and market order, and create a good competitive environment. 3. Organize social public infrastructure construction and public welfare undertakings. Public infrastructure is the material basis of economic development, and whether public welfare undertakings are developed is an important criterion to measure the degree of social civilization of a country. Conversely, developed public welfare undertakings can provide a steady stream of power for the development of a country. The government should provide good services to the society through public infrastructure construction and public welfare undertakings. 4.
