The General Office of the Central Committee and the General Office of the State Council recently issued the Opinions on Deepening the Reform of the Professional Title System (hereinafter referred to as the Opinions). In view of the focus of the professional title system in China, such as only academic qualifications, only qualifications and only papers, the Opinions put forward a series of reform measures, including "one-vote veto system" for academic fraud, not taking papers as a restrictive condition for evaluating applied talents, not making uniform requirements for professional title foreign language and computer application ability tests, and leaning toward the grassroots.
The "Opinions" put forward that it is necessary to focus on morality, ability and achievements, and strive to basically complete the reform tasks of professional titles such as engineering, health, agriculture, accounting, university teachers and scientific research in three years; After five years of hard work, a title system with reasonable setting, scientific evaluation, standardized management, coordinated operation and comprehensive service has basically been formed.
