Notice of extracurricular academic scientific and technological works competition

In order to implement the spirit of the document "Opinions of Central the State Council on Further Strengthening and Improving Ideological and Political Education for College Students" (Zhong Fa [2004] 16), stimulate the enthusiasm of capital college students to participate in extracurricular academic and scientific activities, and guide them to "advocate science, pursue true knowledge, study hard and innovate to meet challenges" and serve the construction of a harmonious society. To make greater contributions to the construction of an innovative city in the capital, the Beijing Municipal Committee of the Communist Youth League, the Beijing Municipal Education Commission, the Beijing Municipal Commission of Science and Technology, the Beijing Association of Science and Technology and the Beijing Students' Federation will hold the fourth "Challenge Cup" competition for extracurricular academic research works of capital university students from March to May 2007. The specific notice is as follows:

Second, the detailed rules for implementation
(A) the requirements of the work
1. All China junior college students, undergraduates, postgraduates and doctoral students (excluding on-the-job postgraduates) who formally registered before July/kloc-0, 2007 can declare their entries.
2. The entries are divided into three categories: natural science academic papers, social investigation reports of philosophy and social sciences, academic papers and scientific and technological inventions. The authors of natural science academic papers are limited to junior college students. Scientific and technological inventions are divided into two categories: A refers to works with high scientific and technological content and large production investment; Class B refers to small inventions and small productions with low cost, which bring convenience to production technology or social life.
3. Works on philosophy and social sciences (including investigation reports and academic papers) are limited to six disciplines: philosophy, economy, society, law, education and management. In order to better integrate this kind of works with the social reality, the entries should generally be selected within the scope of "Suggestions on Selecting Topics for Works of Philosophy and Social Sciences" (see Annex). Entries in philosophy and social sciences can include all kinds of development plans, reform plans and consulting reports adopted by party and government leading departments, enterprises and institutions, and attach the original and photocopy of the employer's use certificate and related appraisal materials.
4. The declared entries must be the results of students' extracurricular academic, scientific and social practice activities completed within two years before July/KLOC-0 of the competition year. Graduation design and curriculum design (thesis), academic papers and dissertations, international competition winning works and national award-winning achievements are not included in the scope of application.
5. Entries can be divided into individual works and collective works. To declare a personal work, the applicant must undertake more than 60% of the research work of the declared work, and the signature on the work appraisal certificate, patent certificate and published related works should be the first author, and the collaborators must be students and no more than two people; For projects with more than three authors or projects with no more than three authors, but it is impossible to distinguish the first author, collective works must be declared. Collective authors must all be students. All collaborators' individual works or collective works shall be divided into junior college students, master students or doctoral students for review according to the author with the highest academic qualifications.
6. When the entry involves the following contents, the applicant must provide the certification materials of relevant departments, otherwise it will not be judged.
The discovery or cultivation of new varieties of animals and plants must be proved by agricultural departments or scientific research institutes at or above the provincial level;
The research on the state-protected animals and plants must have a certificate issued by the forestry department at or above the provincial level, which proves that the research process has not adversely affected the reproduction and growth of the animals and plants under study;
New drug research must be certified by an institution authorized by the administrative department of health;
Medical and health research must pass expert appraisal, and it is best to attach articles published in open professional magazines;
Research involving gas appliances and other appliances related to the safety of people's lives and property must be certified by the authorized institutions of the corresponding state administrative departments.
7. Entries must be recommended by two instructors (or teaching and research groups) with senior titles, and confirmed by the unit where the recommender works.
8. Entries should highlight scientific, advanced and practical significance. Proceed from reality and focus on solving specific problems in social production and life.
9. After the preliminary evaluation of the participating universities, the total number of entries selected by each school does not exceed 12. Among them, there are no more than 6 academic papers on natural sciences and scientific and technological inventions, and no more than 6 social investigation reports and academic papers on philosophy and social sciences. Each person is limited to one article, and each type of graduate works does not exceed 1/2 of the total number of declared works, among which doctoral works do not exceed 1/2 of the total number of graduate works.
(2) Reporting requirements
1. The entry form of the entries is unified with the entry form of the 4th "Challenge Cup" Capital University Students' Extracurricular Academic and Scientific Works Competition, which will be distributed by the organizing committee.
2. The corresponding column of work declaration must be examined and confirmed by the school's student status management, educational administration and scientific research management departments;
3. The work classification column in Table B 1 (natural science academic papers) in the work declaration must be truthfully filled in by the author according to the academic direction of the work or the main disciplines involved; The classification column of works in B3 Table (Scientific and Technological Invention and Production) shall be truthfully filled in by the author according to the invention and innovation category of the works. If this column is filled in incorrectly, it will affect the final score of the work. Form B3 (scientific and technological invention and production) in the declaration of works must be accompanied by research reports, charts, curves, test data, principle structure drawings, appearance drawings or photographs, as well as appraisal certificates and application certificates.
4. Each essay of the entries shall be within 8,000 words, and each survey report shall be within15,000 words. (Works with more than 30% words will be eliminated directly)
5. The written materials of the application works are in quintuplicate, and one copy is uploaded through the Internet (website: www.bjtiaozhanbei.org). Academic papers, social investigation reports and attached related materials must be bound separately from the declaration, attached to the declaration and clamped together with dovetail steel clips. It is forbidden to show the author's name, school, instructor and other information in any form without setting the cover of the works.
6. Write an article according to the format requirements of the declaration.
(iii) Progress in competition
1. Organization declaration stage: (from the date of announcement to April 15, 2007)
The competition organization and coordination institutions in colleges and universities are responsible for the collection, summary, preliminary evaluation, recommendation and qualification examination of their works, and submit them to the office of the organizing Committee before the deadline.

2. Review stage (April 15 to May 3 1 day, 2007):
The organizing committee of the contest will invite experts, scholars and professors from relevant universities and social majors to form a jury to conduct a unified review of the entries.
3. Summary and commendation stage (June-September 2007)
According to the work situation and evaluation results, carry out summary and commendation work at all levels. Do a good job in the tenth "Challenge Cup" national extracurricular academic and scientific works competition for college students, organize groups to participate in the competition and other related work.
4. Exhibition stage (September 2007)
It is planned to hold the "Challenge Cup" exhibition of the results of the extracurricular academic research works competition for capital college students and the self-study social science forum for capital college students.
(4) Reward
There will be grand prize, first prize, second prize and third prize, and the bonus ratio is about 5%, 10%, 20% and 45%. Natural science academic papers, social investigation reports, philosophical and social science academic papers, scientific and technological inventions and achievements will be rewarded according to the above proportions.
There are several organizational awards in colleges and universities, and all participating colleges and universities are required to submit an application report (a written material) while selecting and submitting the entries.
(5) Questioning and handling
The contest is supervised by all sectors of society, and the contest office will accept real-name inquiries, which will be handled by the organizing Committee according to procedures.
Colleges and universities should select and review works with a rigorous attitude, and strictly control their originality, author qualification and reviewer qualification. The works selected for the National Challenge Cup shall not be greatly changed in this competition. Two weeks before the National Challenge Cup Competition, the University Department of the Communist Youth League Committee will release the full text of the winning works of this competition.
(6) Power of attorney
The authors of all the works in this competition must sign a power of attorney to authorize the organizers of the "Challenge Cup" extracurricular scientific and technological works competition for capital college students to collect and publish their works online for supervision.

The "Challenge Cup" scientific and technological works competition is a brand project that the Youth League Committee of universities has adhered to for many years, and scientific and technological academic activities are also one of the key tasks of the Youth League Committee of the capital universities throughout the year.
