Brief introduction of He Donghang
Professor He Donghang is a major bidding project of the National Social Science Fund "Research on the Reform of Collective Forest Right System in China" (09&; ZD045), the chief expert, is the host of the major project "China Forest Reform Hundred Villages Follow-up Observation Project" (JG08062) entrusted by the State Forestry Administration. He has published more than 80 papers in important academic journals such as Research on Social Science and Political Science in China, and many of them have been reprinted by Xinhua Digest and China Social Science Digest.

1989 graduated from Fujian Normal University with a bachelor's degree in history; 1995- 1998 graduated from China of Xiamen University with a master's degree in modern history; 1998-2006 worked as a teaching assistant and lecturer in the School of Public Affairs of Xiamen University. In the meantime: from 2000 to 2004, I studied for a doctorate in the history department of Xiamen University, majoring in the modern history of China, and studied under Professor Dai Yifeng. My doctoral thesis is about local society, government and economic development.

From 2004 to 2006, I went to the postdoctoral mobile station of the Institute of Political Science of Huazhong Normal University for postdoctoral research. The co-tutor is Professor Xu Yong, a famous scholar in China. During my stay in the station, I was appointed as an associate professor (2005). The postdoctoral research report is "The Construction and Growth of a Modern Country in China". The main academic interests in this period are the relationship between the state and society, and the "China model" and "China experience" constructed by modern countries.

In 2007, he transferred to Huazhong Normal University, and his academic purport turned to the reform of rural collective forest right system, and devoted himself to studying the "three forests" in China from the perspective of "agriculture, countryside and farmers". He is one of the early scholars who studied the reform of collective forest right system in China. He is in charge of the large-scale entrusted project of State Forestry Administration "Follow-up Observation Project of Forest Reform in China" (2009), the National Social Science Fund "Study on Rural Governance in China after Collective Forest Right Reform" (2008), the Master Plan of Humanities and Social Sciences of the Ministry of Education "Construction and Growth of Modern Villages in China" (2007), the Social Science Fund Project of Hubei Province "Study on the Current Situation and Countermeasures of Collective Forest Right Reform in Hubei" (2006), and Fudan University. He has undertaken projects entrusted by more than a dozen local governments. Participated in the research on the topic of "Inner-Party Democracy Construction and Basic Experience Research since the Third Plenary Session of the Eleventh Central Committee" by the Ministry of Education and the topic of "Development Report of Humanities and Social Sciences in Foreign Universities 2008 Political Science" by the Ministry of Education.

The main research fields are modern national construction, rural governance and rural collective forest right system reform, including publishing books 1 book and compiling teaching materials 1 book. He has published more than 50 articles in authoritative journals and core journals such as China Social Sciences (Internal Journal), Political Science Research, Contemporary World and Socialism, and China Book Review, and published articles 17 at domestic and international conferences, including Xinhua Digest, China Social Sciences Digest and University Journal Digest/kloc-0.

Among them, "China Experience of Public Policy Implementation" published by China Social Sciences puts forward that "high-level promotion-hierarchical governance-multi-attribute governance" is China experience of public policy implementation. Taking the reform of rural collective forest right system in China as an important public policy, he discussed the hierarchical and multi-attribute problems in policy implementation and sought solutions, analyzed the mechanism and function of temporary or permanent "Party and government leading group" in public policy implementation in China, and finally discussed the characteristics of "China model", which realized the understanding from micro level to national macro level in methodology and took care of micro narrative from macro level.

He has won the third prize of the 10th Excellent Achievement Award of Wuhan Social Sciences and the 11th Excellent Achievement Award of Wuhan Social Sciences. The central leadership has issued a number of policy consultation reports.

He has been to Taiwan Province Province, the Philippines, India and other overseas universities for academic exchanges and visits.
