The Xiangjiang River Basin in Changsha as mentioned in these Regulations includes the following water bodies and the areas through which they flow:
(1) Changsha section of Xiangjiang River;
(2) Main tributaries of Changsha section of Xiangjiang River, including Jinjiang, Longwanggang, Liuyang River, Laodao River, Shahe River, Weishui River and other tributaries (including Changsha section of Nanchuan River);
(3) Reservoirs, lakes, wetlands and flood diversion canals that have a significant impact on the water quality of Xiangjiang River within the administrative area of this Municipality. Article 3 The prevention and control of water pollution in Xiangjiang River Basin of Changsha City shall adhere to the principles of giving priority to prevention, combining prevention with control, comprehensive management, whoever damages shall be responsible, and public participation, and focus on the protection of drinking water sources. Article 4 The people's governments of cities, districts and counties (cities) shall be responsible for the quality of water environment in their respective administrative areas.
The implementation of water environmental protection target responsibility system and assessment system, the completion of water environmental protection targets as the content of the assessment of people's governments at all levels and their responsible persons. Water quality protection of drinking water source is an important assessment content of water environmental protection target responsibility. Article 5 The people's governments of cities, districts and counties (cities) shall report to the people's congresses at the corresponding levels or the standing committees of the people's congresses on the completion of environmental conditions and environmental protection targets every year, and the prevention and control of water pollution in Xiangjiang River Basin of Changsha City shall be included in the report on the completion of environmental conditions and environmental protection targets.
The prevention and control of water pollution in Xiangjiang river basin of Changsha city should include the protection of drinking water sources, the prevention and control of water pollution in Xiangjiang reservoir area of Changsha city and the control of key pollution sources. Article 6 The municipal environmental protection department shall exercise unified supervision and management over the prevention and control of water pollution in Xiangjiang River Basin of Changsha City.
The local maritime administrative agencies in Changsha supervise and manage the prevention and control of ship-polluted waters in Xiangjiang River Basin.
Development and reform, planning, public security, finance, agriculture, forestry, water administration, urban management, tourism, housing construction, health and other departments shall, in accordance with their respective responsibilities, do a good job in the prevention and control of water pollution in Changsha section of Xiangjiang River Basin. Seventh city, county (city) people's government should improve the diversified investment and financing mechanism, raise funds for water pollution prevention and control through multiple channels, and increase investment in water pollution prevention and control. Eighth city and county (city) people's governments shall strengthen the publicity of laws and regulations on water pollution prevention and control, and commend and reward citizens, legal persons and other organizations that have made remarkable achievements in water pollution prevention and control.
Citizens, legal persons and other organizations who find that any unit or individual pollutes or destroys water bodies can report through letters, hotlines and government websites. Chapter II Supervision and Administration Article 9 The municipal, district and county (city) people's governments shall incorporate the prevention and control of water pollution into the national economic and social development plan; The municipal environmental protection department shall, jointly with the municipal development and reform, water administration, housing construction, agriculture, forestry and other departments and the local maritime administrative agency, prepare the water pollution prevention and control plan of Xiangjiang River Basin in Changsha City, and implement it after being approved by the Municipal People's government.
The prevention and control scheme of water pollution in Xiangjiang River basin is an important basis for the target responsibility and assessment of water environmental protection. Tenth Changsha Xiangjiang River basin by the provincial people's government to determine the drinking water source protection zones and two protected areas, the water quality should meet the national and provincial standards.
Changsha Municipal People's Government shall, according to the water environment conditions of Xiangjiang Reservoir Area in Changsha City, put forward the adjustment scheme of primary and secondary protected areas of drinking water sources, and submit it to the provincial people's government for approval.

Article 11 The people's governments of cities, districts and counties (cities) shall set up geographical landmarks of drinking water source protection areas at the boundaries of drinking water source protection areas, and set up warning signs, publicity boards and responsibility publicity boards at prominent positions around the protection areas, and may set up fences when necessary.
No unit or individual may damage or move the geographical landmarks, warning signs and publicity boards, responsibility publicity boards and fences of drinking water source protection areas without authorization. Twelfth city and county (city) people's governments shall establish and improve the monitoring and early warning system of drinking water source quality in accordance with state regulations, and strengthen the monitoring of drinking water source quality.
If the competent departments of environmental protection, water administration and health find that the quality of drinking water sources does not meet the national standards, they shall report to the people's government at the corresponding level in a timely manner in accordance with their duties and notify the relevant departments and water supply units that may be affected. Thirteenth the implementation of water pollutant total emission control system and key water pollutant total emission control system.
The total discharge control index of key water pollutants shall be decomposed and implemented by the Municipal People's Government according to the clear indicators of the people's government at a higher level, combined with the actual situation of counties (cities). Enterprises and institutions shall, while implementing national and local pollutant discharge standards, abide by the total emission control indicators of key pollutants decomposed and implemented by their own units.
For the county (city) people's government that exceeds the total discharge control index of municipal key water pollutants, the competent department of environmental protection of the Municipal People's government shall suspend the examination and approval of the environmental impact assessment documents of the construction projects that add the total discharge of key water pollutants within their respective administrative areas.
